Intrductin In rder t expand innvative prgramming, the Gergia Department f Ecnmic Develpment s Wrkfrce Divisin (WFD) will award grants t Lcal Wrkfrce Develpment Areas (LWDAs) (see Sectin IV Eligible Applicants) wh submit successful applicatins in respnse t this RFA. The fllwing sectins detail the cmpnents f a successful applicatin. All applicatins shuld be submitted t Janice Davis at jdavis@gergia.rg by clse f business (5:00PM) n February 16, 2016. II. Backgrund With the transitin t WIOA, the State f Gergia is well psitined t further expand the State s innvative prgrammatic fferings and verall wrkfrce system capacity. Because the develpment f new prgram fferings can be difficult t accmplish when slely leveraging LWDA frmula funding, WFD is making available Gvernr s Reserve funds t allw fr prgram develpment in six strategic categries. The descriptins listed in the Prgram and Applicatin Requirements sectin detail six available grants. Preference will be given t grant applicatins that cnnect t and leverage existing state initiatives, as referenced in the respective grant descriptins. III. Prgram and Applicatin Requirements Each applicatin shuld include a 2-5 page prgram narrative (page cunt des nt include the budget, budget attachments r prgram addendums) as well as a budget (see Sectin IV Budget). The applicatins shuld include assurances that all WIOA regulatins and data cllectin methds (federal, state, and lcal) will be adhered t. All participants enrlled under these grants will be subject t nrmal perfrmance reprting (see each categry fr reprting requirements). The LWDB Chairman s signature is a required cmpnent fr all grants. If a LWDA is applying fr multiple grants, which is encuraged, multiple applicatins are required. Operatin: Wrkfrce Transitining Military Assistance: WFD is requesting prpsals fr funds dedicated t serve transitining service members, their spuses and children, and civilians affected by the recently-annunced military cuts. LWDAs may request funds fr capacity building, as well. This grant prvides an pprtunity fr lcal areas t greatly expand their service t Dislcated Wrkers. Eligible LWDAs are thse surrunding Gergia s three installatins with the highest number f exiting military. Affected LWDAs shuld als cnsider the annunced military cuts which will impact 3,400 sldiers at Frt Benning and 950 sldiers at Frt Stewart. This will create an imprtant pprtunity fr Gergia s wrkfrce system t help thse impacted transitin int the civilian wrkfrce. In rder t receive funding, lcal areas shuld submit a full prpsal detailing hw funds will be utilized t serve the targeted ppulatin. All participants enrlled under this categry will be subject t lcal perfrmance reprting. A successful applicatin must cntain the fllwing cmpnents:
4 Operatin: Wrkfrce: The LWDA must explain hw the Operatin: Wrkfrce platfrm and website will be utilized alngside the grant initiatives. Wrk-Based Learning (WBL): The LWDA must include WBL elements and explain hw thse elements will be utilized. Outreach and Marketing: The LWDA must explain hw utreach will be cnducted t market available services. Number t be Served: The LWDA must detail the number that will be served thrugh the grant. This number shuld include bth active military, spuses and/r children. Crdinatin: The LWDA must crdinate with ther educatin r supprt funding streams available t this ppulatin. Other Services: The LWDA must describe the services that will be prvided t spuses and children. Cst per Participant: The LWDA must specify the anticipated cst per participant and include a narrative detailing the factrs that led t this number. Sustainability: The applicatin must demnstrate that the key elements f Delivering Business Services in Rural LWDAs: WFD is requesting prpsals frm rural LWDAs t increase the prvisin f business services. This grant is intended t create and/r explre new prgramming fr the LWDA, thugh it can replicate wrk already taking place in the State. The prgramming des nt necessarily have t be new t the state, nly new t the LWDA. If the LWDA is just beginning t explre its capacity t serve business, then a successful applicatin culd explre engagement thrugh n-the-jb training and custmized training. If an LWDA has successful n-the-jb and/r custmized training prgrams, a successful applicatin culd include the additin f apprenticeship and engagement thrugh Gergia WrkSmart. LWDAs may request funds fr capacity-building in rder t develp and implement business services as well. All ptential emplyment pprtunities shuld lead t ecnmic self-sufficiency and the ptential fr career advancement in in-demand careers within in-demand industries. Fr the purpse f this applicatin, in-demand industries are defined as an industry sectr that has a significant ecnmic impact, current r prjected, n the state, reginal, r lcal ecnmy, and cntributes t the grwth r stability f ther supprting businesses r industry
sectrs. In-demand ccupatins are defined as ccupatins that currently have r are prjected t have a large number f psitins in an industry sectr that has a significant impact n the state, reginal, r lcal ecnmy. All participants enrlled under this categry will be subject t lcal perfrmance reprting. A successful applicatin must cntain the fllwing cmpnents: Engaging Emplyers: The LWDA must wrk with emplyers t determine lcal r reginal hiring needs and design training prgrams that are respnsive t thse needs. Earn and Learn: The LWDA must ffer wrk-based learning pprtunities with emplyers including: n-the-jb training, custmized training, wrk experience, pre-apprenticeship, and Registered Apprenticeship. Reliance n LMI and Other Wrkfrce Data: The LWDA shuld select indemand industries and ccupatins thrugh the utilizatin f data in rder t drive accuntability, infrm prgram fferings, and t prvide userfriendly infrmatin fr jb seekers chsing prgrams and pathways. Career Pathways: The LWDA must shw the seamless prgressin frm ne educatinal experience t anther, and acrss wrk-based training and educatin, s individuals effrts result in prgress. Reginal Partnerships: The LWDA shuld create reginal cllabratins amng educatinal institutins, businesses, and lcal and reginal gvernment entities. State Initiatives: The LWDA must explain hw the new prgramming cnnects with and leverages state initiatives such as Fast Track, Gergia WrkSmart, HDCI, r G Build Gergia. 5 Cst per Participant: The LWDA must specify the anticipated cst per participant and include a narrative detailing the factrs that led t this number. Sustainability: The applicatin must demnstrate that the key elements f Out-f-Schl Urban Yuth Initiative: WFD is requesting prpsals frm urban LWDAs t serve hard-t-serve, ut-f-schl yuth ppulatins thrugh partnerships with Cmmunity Based Organizatins (CBOs). All participants enrlled under this categry will be subject t lcal perfrmance reprting. The funding prvided will nt cunt tward lcal ut-f-schl expenditures. A successful applicatin must cntain the fllwing cmpnents:
Engaging CBOs: The LWDA must demnstrate hw they plan t engage CBOs and leverage their ties t hard-t-serve, ut-f-schl yuth ppulatin in the cmmunity. Examples f allwable CBO partners include the Great Prmise Partnership (GPP), Urban League, United Way, Bys & Girls Club f America, YuthBuild, YMCA/YWCA f the USA, 100 Black Men f America, and faith-based rganizatins. Defined Ppulatin: The LWDA must define the ppulatin that the grant will serve and prvide a descriptin f the barriers t educatin and emplyment facing this ppulatin. Integrated Services Delivery: The LWDA must demnstrate hw they plan t integrate their service delivery with the service delivery f the CBO. The applicatin must list which services will be delivered by each partner. 6 Sustainability: The applicatin must demnstrate that the key elements f Ex-Offender Re-entry Initiative: WFD is requesting prpsals frm LWDAs fr innvative ways t serve ffenders and ex-ffenders. Yuth ffenders d qualify as an eligible ppulatin fr this funding pprtunity. LWDAs may request funds fr capacity building, as well. All participants enrlled under this categry will be subject t state perfrmance reprting. A successful applicatin must cntain the fllwing cmpnents: Leveraging Cmmunity and Crrectins Resurces: The LWDA must include a list f partners that will be utilized t receive the needed referrals. These partners shuld include bth cmmunity partners and lcal crrectins staff. Innvative Prgramming: The LWDA must prvide a descriptin f prgramming that is innvative. This descriptin must include a list f services prvided and the means by which they will be prvided. In-demand Jbs that lead t Self-Sufficiency: The LWDA must list the jbs and/r industries fr which these individuals will be trained. The LWDA must include an analysis f whether r nt the jb is in-demand and if the jb will lead t a self-sufficient wage. Sustainability: The applicatin must demnstrate that the key elements f Past Effrts: If the LWDA received the previus Ex-Offender Grant, the LWDA must detail hw these funds will expand upn past effrts.
7 Career Pathways t Sustainable Emplyment: WFD is requesting prpsals frm LWDAs t serve individuals wh receive either TANF, SNAP, r HUD assistance thrugh career pathways in ne r mre in-demand industries. LWDAs may request funds fr capacity building. All participants enrlled under this categry will be subject t state perfrmance reprting. A successful applicatin must cntain the fllwing cmpnents: Identificatin: The LWDA must identify the ppulatin that they intend t serve and describe the strategy by which they will gather the referrals. The LWDA must als describe hw they will build partnerships with the referral partners, specifically the lcal entities that prvide TANF, SNAP, and HUD services. Career Pathways: The LWDA must describe the educatin and WBL services that the participants will receive. The LWDA must als define the career pathway(s) that will be ffered t the participants. There shuld als be a discussin f hw the pathway will allw fr the participant t gain stackable credentials in the future. Examples f wrk-based training include n-the-jb training and wrk experience. Sustainability: The applicatin must demnstrate that the key elements f G Build Gergia Pre-Apprenticeships: WFD is requesting prpsals frm LWDAs t serve in-schl yuth thrugh a Pre-Apprenticeship mdel in ne r mre f the specific G Build Gergia industries, which are as fllws: cnstructin, transprtatin, energy, telecmmunicatins, and manufacturing. LWDAs may request funds fr capacity building. All participants enrlled under this categry will be subject t lcal perfrmance reprting. A successful applicatin must cntain the fllwing cmpnents: Pre-Apprenticeship: The Pre-Apprenticeship must cntain a classrm cmpnent and a wrk cmpnent. The preferred delivery mdel fr the classrm cmpnent is dual-enrllment. Targeted Ppulatin: The yuth must be in-schl, WIOA eligible, and academically eligible fr dual-enrllment (r ther classrm cmpnent) described in the LWDA s applicatin. Engaging Emplyers: LWDAs must demnstrate hw they plan t partner with emplyer grups such as the Manufacturers Assciatin f Gergia, Assciatin f General Cntractrs f Gergia, and Cnstructin Educatin Fundatin f Gergia in rder t identify and engage emplyers. Furthermre, the LWDA must wrk with emplyers t
determine yuth hiring needs and design an apprenticeship prgram that is respnsive t thse needs. 8 Integratin: The LWDA must demnstrate hw they plan t integrate their service delivery with dual-enrllment educatin funding. The LWDA must further shw hw their funding and prgram design will cmplement the dual enrllment cmpnent f the pre-apprenticeship. Sustainability: The applicatin must demnstrate that the key elements f IV. Eligible Applicants Belw is a list f LWDAs which are eligible t apply fr the grants detailed abve. Operatin: Wrkfrce Transitining Military Assistance: LWDAs 12, 13, 14, and 20 are eligible fr this grant. Delivering Business Services in Rural LWDAs: LWDAs 1, 2, 8, 9, 11, 15, 16, 17, and 18 are eligible fr this grant. Out-f-Schl Urban Yuth Initiative: LWDAs 3, 4, 5, 6, 7, 10, 12, 13, 14, and 20 are eligible fr this grant. Offender and Ex-Offender Re-entry Initiative: All LWDAs are eligible fr this grant. Career Pathways t Sustainable Emplyment: All LWDAs are eligible fr this grant. G Build Gergia Pre-Apprenticeships: All LWDAs are eligible fr this grant. V. Budget All applicants must submit a budget and a budget narrative fr all funds requested. The budget narrative shuld serve as an independent dcument that clearly utlines all prpsed expenditures fr the grant. Neither budgets nr budget narratives will cunt twards the page limitatins fr the prgram narrative. Budgets must prpse csts utilizing the categries n the WFD WIOA cash request drawdwn template. Fr all LWDAs requesting capacity-building funds, this request shuld be submitted with a separate budget and budget narrative frm the prgram funding request. Bth the capacity-building and the prgram budget narratives must include timelines fr expenditure f funds. Fr LWDAs that request capacity-building funds, LWDAs shuld nte in their budget narrative their understanding that prgram funding award is cntingent upn WFD cnfirming cmpletin f the capacity-building activities.
Budget narratives must detail hw funds will be expended twards the prgram gals, as utlined in the prgram narrative. The budget sectin shuld als cntain assurances that n funds received as a result f this incentive grant will be used t supplant any frmula funds dedicated twards participants, administrative effrts, r ther regularly ccurring activities. All budget narratives must identify the average cst per participant. Cst per participant (CPP) must nt exceed the cap listed in the estimated award detail belw.
