Executive with CACI Inc. for over 5 years, responsible for the Federal - Civilian defensive cyber practice, with a focus on malware analysis, computer network defense (CND), computer forensics and insider threat. Maintains a deep global network of professional relationships with US and allied intelligence, counterintelligence, cyber and law enforcement communities. Former trusted advisor to senior executives in the Office of Secretary of Defense, the Secretary of the Navy and to both the Chief of Naval Operations and the Commandant of the USMC. Member of the NCIS Executive Staff from 2001 to 2010, with over seven years in the Senior Executive Service (SES) - instrumental in the transformation of NCIS from a reactive to a proactive and progressive agency. Work Experience CACI Inc. (April 2010 February 2016) Vice President, National and Cyber Solutions (NCS) Led the CACI NCS cyber defense division creating innovative business development strategies to enhance the CACI content in the DOD, Federal-Civilian (Fed-CIV) and Intelligence Community (IC) markets. Managed a profit and loss (P&L) organization that included over 190 personnel, supporting multiple Federal contracts, with an aggregate annual revenue of over $31 million, and a pipeline of opportunity pursuits valued at approximately $300 million. Serve as the primary cyber defense interface with many of the U.S. government departments and agencies, as well as major U.S. government contractors. Managed a cyber practice that included APT and malware analysis, cyber defense R&D, computer and network forensics; as well as C&A related to DIACAP - DoD 8570, FISMA, and NIST compliance.

In the fall of 2011 led the CACI capture team in partnering with LMCO and winning the Defense Cyber Crime Center (DC3) contract valued at $454 million; of which $83M was CACI work share. Established new strategic partnerships, enhanced capability development, and strengthened customer relationships to support new business targets that doubled the previous cyber opportunity pipeline. As a result of improved contract management and expanding the defensive cyber practice, during CACI FY13 and FY14 reduced indirect labor cost by 53%, increased pretax profit by 44% and doubled the pretax margin. UNITED STATES DEPARTMENT OF THE NAVY NAVAL CRIMINAL INVESTIGATIVE SERVICE (NCIS) Acting Director, NCIS (September 2009 to February 2010) Appointed Acting Director by the Secretary of the Navy. Oversaw more than 2,700 civilian and military personnel with a presence in 41 countries and 160 locations worldwide. Provided leadership and supervision to an executive staff of 10 Senior Executive Service (SES) level program managers. Administered an annual budget of more than $540 million. Served as the senior Department of the Navy (DoN) official responsible for criminal, counterintelligence, and counterterrorism investigations and related operations, as well as the DoN Security Clearance Adjudication Facility (DoNCAF). Executed the DoN Human Derived Information (HDI) Program, and directed, supervised and published the NCIS strategic plan from 2008-2010. As principal advisor to the Secretary of the Navy, Chief of Naval Operations and Commandant of the Marine Corps on LE, CI and CT issues impacting the DoN, set operational priorities that improved the readiness of naval forces; protected investments in the future fleet; and contributed to the DoN s ability to build its future forces. Continued the expansion of the NCIS Diversity Office, the first initiative of its kind in federal law enforcement; fully integrated the Office into all key business processes. Provided leadership of the NCIS response to the Global War on Terrorism, which involved the deployment of over 800 NCIS personnel to Iraq, Afghanistan and Djibouti from 2003-2010, where NCIS CT operations disrupted insurgent and terrorist targeting of U.S. and Coalition forces. NCIS Deputy Director for Operations (2007 to August 2009) Principal Deputy to the Director of NCIS, with full authority and autonomy to make operational and managerial policy decisions. Vested with all traditional responsibilities of Chief Operating Officer for NCIS, and in the absence of the Director, had complete responsibility for management of the organization. Multi-disciplinary experience in operations management for core NCIS worldwide mission areas - force protection, combating terrorism, national security investigations, sensitive technology protection, cyber operations, analysis and production, criminal investigations, and crime reduction campaigns. Supervised six (6) Senior Executive Service (SES) program directors, with purview over 2700 personnel located in offices in over 160 locations. Coordinated and approved all administrative, personnel and management actions involving NCIS operational programs.

Exercised executive oversight of all investigative and operational activities conducted by field components, which annually averaged over 9,000 criminal and national security investigations and operations. Oversaw the preparation of the NCIS budget submission for the National Intelligence Program (NIP), the Military Intelligence Program (MIP) and the Security, Investigations and Administration (S&IA) program, totaling over $540 million. Represented the agency during all associated budget presentations throughout the DoN, DOD and Congressional review processes. Directed the development of NCIS strategic operational goals and objectives, provided the vision for operational program direction, and approved all program execution plans with associated metrics that measured impact and effectiveness. Participated in national and international professional societies, including the International Association of Chiefs of Police (IACP) and the International Criminal Policing Organization (INTERPOL), as a speaker and participant for the exchange of views, information sharing and collaboration. Responsible for building the Navy s Human Derived Information (HDI) concept of operations, strategic plan and capability, which was in direct support of DoN s Maritime Domain Awareness and Irregular Warfare programs. NCIS Executive Assistant Director for Counterintelligence (2006 2007) Directed DoN national security related counterintelligence investigations and strategic operations. Provided oversight to 1,075 counterintelligence investigations, including 108 National Security related investigations, five of which were significant espionage investigations successfully prosecuted under the related espionage statues. Developed and implemented the DoN Counterintelligence strategy and modernized the NCIS CI field execution plans. Managed the NCIS Foreign Counterintelligence Program (FCIP) budget preparation and annual submission. Re-engineered the NCIS Counterintelligence Directorate, which resulted in the identification of billet efficiencies and a recapitalization of resources for field operations. Developed a predictive analysis concept and process to assist in identifying potential intelligence threats to DoN related Research, Development and Acquisition (RDA) programs and sites. Created, established and participated as a member of the Naval Technology Protection Executive Steering Committee that prioritized requirements and set policy for the DoN Technology Protection Program. Architect for the DoN Port threat assessment program that consisted of defined counterintelligence activities conducted on a prescribed time line, producing a comprehensive and multidisciplinary threat picture for maritime ports. Conceptualized and established a new Insider Threat Program (ITP), combining behavioral science, cyber tools, as well as counterintelligence and procurement fraud indicators with DoN operational anomalies. The program centered on protection of DoN operational plans, sensitive data and technology resident in DoN Laboratories and the Defense Industrial Base. NCIS Executive Assistant Director for Criminal Investigations (2001 2005) Provided program oversight for more than 6,000 felony criminal investigations and operations annually, resulting in the successful prosecution and recovery of capital in excess of $90 million. Created the first NCIS Strategic Program Plan for crime reduction in DoN. Designed and directed the production of the first

annual DoN Uniform Crime Report, which details incidents of criminal activity and related trends within the DoN. This report continues publication today. Directed the study of the NCIS forensic laboratories, which identified redundancies and alternative support in the DOD. This initiative saved NCIS over $3M annually. Expanded the NCIS Cold Case unit s focus to include unsolved terrorism investigations, which resulted in the successful apprehension of the leader of a terrorist organization in Puerto Rico. Developed the force protection/consequence management exercise Crystal Breakers, involving 400+ participants and 50 law enforcement and emergency service organizations; this exercise was used as a model for DOD Senior Leadership Anti-terrorism training, and helped establish critical working relationships that ultimately proved highly valuable during the 9/11 Pentagon attack. Established the NCIS Counterterrorist Task Force (CTTF) in the aftermath of 9/11; authored the original NCIS counterterrorism strategies, operational architecture, and field office execution plans that set the foundation for the current NCIS Combating Terrorism Directorate. USS Cole Commission-Senior Counterintelligence Representative (2000 2001) As the senior counterintelligence representative for the Cole Commission, identified and documented security weaknesses and failures associated with the terrorist attack on the USS Cole. Authored the counterintelligence and force protection recommendations in the final Commission report that provided the foundation for current DoN/DOD force protection tactics and strategy. Naval Criminal Investigative Service (1978 2000) Over twenty years of field operational experience in all NCIS core mission areas, with a specialization in counterintelligence and counter terrorism. Experienced accelerated promotions while progressing from journeyman special agent to senior level leadership positions. Concentration of operational experience and expertise in CI/CT operations in both Europe and the Middle East.
