USS GARY (FFG-51) COMMAND COMPOSITION AND ORGANIZATION USS GARY, the namesake of Congressional Medal of Honor recipient CDR Donald Arthur Gary, is the forty-fifth ship of the Oliver Hazard Perry (FFG-7) class of guided missile frigates. The mission of The Fiqhting Frigate is to provide anti-air, antisurface, and anti-submarine protection for merchant and military convoys, carrier and logistics battle groups, and amphibious task forces, operating either independently or as part of a surface action group. She was built by Todd Pacific Shipyards Corporation, Los Angeles, California. Her keel was laid on 18 December 1982, she was christened on 19 November 1983, and was commissioned 17 November 1984. The Commanding Officer has the ultimate authority, responsibility and accountability for the performance and welfare of the ship and her crew. Second in command, the Executive Officer implements policies and regulations as applicable to the ship and her mission. Each Department Head reports to the Commanding Officer via the Executive Officer. COMMAND HISTORY 1993 HISTORICAL NARRATIVE The arrival of 1993 found GARY preparing for a July Western Pacific deployment. Training emphasis was scheduled and directed toward all four departments: support, operations, combat systems, and engineering. The newly implemented CART inspection went on throughout the first half of January, providing a realistic evaluation of GARY's capabilities and overall readiness levels. The crew worked at a feverish pitch to learn new techniques and procedures. In addition, new equipment installations such as the On Board Trainer (OBT), Simultaneous Tracking and Illumination Radar (STIR) modification, and Naval Tactical Command System Afloat (NTCS-A) were brought on line to keep GARY on the forefront of warfighting capability. The pace did not slow, however, as GARY made a trip to Seal Beach, CA to onload ammunition for the upcoming Fleet Exercise, live missile shoot and Middle East Force Exercise. In addition, GARY was scheduled for an Operational Propulsion Plant Examination in July, followed by the Final Exercise Problem just prior to deployment. FLEETEX and the live missile firing went very well, as GARY scored two direct hits on her targets. Administratively, GARY's home port was officially changed to San Diego with the transfer from DESRON 9 to DESRON 33. She was well on her way to becoming a trained, qualified and deployable asset. As OPPE neared, with its requisite cold checks, taskers, and drill sets, the level of training intensity increased yet again. During a drill set, an actual casualty in the plant caused loss of control of a main engine as well as severely grounding some plant control consoles. Troubleshooting and correcting this casualty required many technical experts from outside organizations to assist in locating the problem, and as a result GARY's schedule was altered. The schedule change was put to good use, increasing preparation time not only for OPPE but the for the Total Ship's Training Assessment and MEFEX as well. GARY passed TSTA in July, OPPE in August and MEFEX and FEP in September. Consequently, she deployed in October, fully mission capable after successfully negotiating these major challenges. The eighteenth of October was a red letter day, as GARY got underway at 0800, headed for Pearl Harbor. Making the westward transit with GARY were USS John Young (DD-973) and USS Callaghan (DDG-994). This surface action group trained vigorously during the transit, focusing on damage control, chemical-biological drills, rules of engagement, communications and ship handling. There was time for much deserved liberty as well, as port visits were made in Pearl Harbor, Hawaii; Yokosuka, Japan and Phuket, Thailand.

Many challenges awaited GARY in the Arabian Gulf. After a brief port visit to Bahrain, she headed to the northern end of the Gulf in order to ensure Iraq's compliance with UN sanctions. Air and maritime surveillance were ongoing evolutions. HSL 47 Detachment 6's Saberhawk 67 played a critical role in identifying surface contacts in the operating area, while GARY'S own sensors monitored the air picture. Not surprisingly, the vast economic importance of this region kept the Gulf extremely busy with the ships and aircraft of many countries. The workload was quite high, but the crew's professionalism and training ensured GARY performed her mission flawlessly. Boarding vessels was another large part of this mission. In what was to be a very busy month, GARY boarded and searched the merchant vessel Tephys on 4 December, as she was outbound from Iraq. Her manifest was found to be in order, and she was allowed to proceed. GARY'S Visit, Board, Search and Seizure team, with the assistance of Saberhawk 67, boarded a total of six vessels in December, and was the northern most asset in the Gulf throughout the month. During December, GARY was transferred to the operational control of CTF 154, aboard USS INDEPENDENCE. Federated operations were another first for GARY, but she adapted well to the nuances of operating with an aircraft carrier. INDY's air wing provided antiair warfare training opportunities which were maximized to the fullest. The close of the year saw GARY inport for a much deserved break and a special visit from the Chief of Naval Operations, Admiral Frank Kelso. He was the honored guest of an awards ceremony and Christmas Day visit. More importantly, he thanked GARY and her crew for the supreme commitment, dedication and service she performed for her country. It was, in fact, a fitting conclusion to a very successful year for the Fighting Friqate.
