They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 500th Military Intelligence Brigade Theater, 311th Military Intelligence Battalion, Asian Studies Detachment, Camp Zama, Japan. In addition, some jobs also require: - Transcripts - Copies of job-related Licenses or Certificates This is a Career Program Position (CP) 35 Duties: Serves as Chief, Current Operations Division, in the U.S. Army Asian Studies Detachment (ASD), the largest and oldest open source intelligence (OSINT) organization in the Department of Defense (DoD) and the Executive Agent for OSINT for the U.S. Pacific Command. In this capacity, employee supervises and manages the collection of OSINT information from foreign open-source media internet websites by searching for, analyzing, and identifying information of current intelligence value to U.S., organizations, and compiling and disseminating daily OSINT products. Supervises a minimum of five Japanese foreign national employees responsible for the compilation, preparation, and dissemination of four daily and two weekly OSINT reports for tactical-, theater-, and national-level customers. Researches current intelligence requirements and assigns tasks as appropriate. Serves as ASD s intelligence requirements collection manager. Communicates on a daily basis with collection and mission managers within and without the chain of command and operations personnel within the Intelligence Community at large. Experience required: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You will receive credit for all qualifying experience, including volunteer experience.

To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-12). Specialized experience is defined as experience in conducting Open Source Intelligence (OSINT) collection, analysis, and reporting Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; Knowledge of organization(s) for and methods of collecting and analyzing intelligence data; and Knowledge of security policies, programs and procedures for dissemination and disclosure. This position requires fluency in listening and reading the Japanese language. Must possess or be able to obtain a 2/2 Defense Language Proficiency Test (DLPT) score in Japanese either through previous testing or testing upon placement into the position. You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: KNOWLEDGE OF OSINT OPERATIONS. KNOWLEDGE OF OSINT PLANNING. KNOWLEDGE OF SECURITY POLICIES, PROGRAMS AND PROCEDURS FOR DISSEMINATION AND DISCLOSURE. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series. CONDITIONS OF EMPLOYMENT 1. The incumbent must be able to obtain and maintain a Top Secret/SCI security clearance (SIOP/ESI/SBI required). 2. You will be required to provide proof of U.S Citizenship. 3. IAW Change 3 to AR 600-85 Alcohol and Drug Abuse Prevention and Control Program, the incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. 4. May be required to perform Temporary Duty (TDY) travel to worldwide locations 25% or less of the time.

5. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. 6. Two year trial may be required. 7. Must possess minimum Defense Language Proficiency Test (DLPT) scores of Listening-2/Reading-2, or equivalent scores measured by other means, in Japanese in order to satisfy minimum operations requirements. A portion of the job interview will be conducted in Japanese. Employee must be able to understand interviewers questions and respond appropriately in Japanese. U.S. Citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. On this overseas accompanied tour, medical and DoDDS special education services may not be available in the immediate location of this position. In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage. Salary includes applicable Target Local Market Supplement of 28.22%, subject to change.
