ORGANISATION MONDIALE DE LA SANTÉ A12/Teohnical Discussions/3 i/ 12 May 1959 ORIGINAL: ENGLISH ARRANGEMENTS FOR TECHNICAL DISCUSSIONS AT THE TWELFTH WORLD HEALTH,ASSEMBLY I. BACKGROUND The Tenth World Health Assembly in May 1957 decided, by resolution WHA10.34, that the subject to be discussed during the Twelfth Assembly would be "Health Education of the Public", and in resolution WHA10.33 decided on conduct of Technical Discussions on the basis of which these preparations have been made. II. APPOINTMENT OF THE GENERAL CHAIRMAN OF THE TECHNICAL DISCUSSIONS The General Chairman of the Technical Discussions will be.dr A. Lakshmanaswami Mudaliar, Vice-Chancellor, University of Madras, India, nominated by the President 1 of the Eleventh Assembly and appointed by the Executive Board (resolution EB22.R5). III. PREPARATORY WORK FOR THE TECHNICAL DISCUSSIONS During the early part of 1958 a preliminary document, in the form of an "Cutline for Discussions" (A12/Technical Discussions/l, dated 31 March 1958) was prepared and forwarded by the Director-General to Members and Associate Members. In addition, the International Union for Health Education of the Public made use of this outline in promoting discussions through its member groups in various countries. Government health authorities were invited to make available to the Organization a summary report of the discussions held in their respective-countries. By December 1958 summary reports had been received from 49 countries and these were used in the preparation of a "Background Document" (A12/Technical Discussions/2) which was sent by the Director-General to all Member States as an annex to C.L.10.1959 dated 31 March 1959- In Section 7 of this "Background Document" are suggested topics, which will be used as the main basis for group discussions at the Technical Discussions during the Twelfth World Health Assembly. PROPOSED PROGRAMME OP WORK As has already been announced in the Preliminary Number of the Journal of the Assembly, sent to all Member States on 15 April 1958, it is proposed, subject to the approval of the Assembly, that the Technical Discussions take place on Friday, 15 May, and Saturday morning, 16 May, the closing plenary session to be held during the second week at a date to be fixed by the General Committee of the Assembly. The programme of work for Friday and Saturday, 15* and 16 May, would be as followss Friday 15 May 1959 OPENING PLENARY MEETING, 9-00-10.30 1. Opening of the meeting by the General Chairman. Salle XII 2. Panel discussion on "Selected Problems of Health Education of the Public" under the chairmanship of Dr A. L, Mudaliar. The invited speakers for this panel discussion include professional people who are leaders in the fields of public health administration, nursing, environmental sanitation, medical education, public health training, and health education of the public. 3. Formation of discussion groups. 10,30-12.00 noon First session of discussion groups. (Please note: the various discussion groups will meet at the same time in meeting rooms as designated below. Although it is not possible to provide all groups with interpretation, all efforts will be made to reduce to a minimum the problems raised by this question. An appropriate assignment of delegates, representatives, and interested individuals to the various groups, according to their linguistic abilities, (see under Registration below) will probably help to solve this problem.) V, REGISTRATION Those delegates, representatives of invited organizations, and other interested individuals wishing to take part in the technical discussions are invited to complete the attached registration form, which should be handed In at the Enquiries Desk, Door 14, before 2 p.m. on Wednesday, 13 May. Additional registration forms will be available at the Enquiries Desk, Door 1^. For the reasons mentioned in Chapter IV above, the working languages will play an important role in the constitution of the various discussion groups. Therefore, it would be highly appreciated if delegates and representatives of Invited organizations would give particular attention to the questions concerning use of working languages mentioned in the registration form attached.

LIBRARY Copies of summary reports on discussions held, in countries, submitted to the Director-General by government health authorities and selected non-governmental organizations, are available for reference in the main WHO Library Reading and Reference Room. This Library is situated in Room 28, on : the ground floor of the Secretariat Building, near Door 2. In addition, a special display of literature on health education of the public in various languages has been arranged in the Library.. The Library will be open between 8.30 a.m. and 6 p.m., Mondays to Fridays, and on Saturdays from 8.30 a.m. to 12.30 p.m. " VII. EXHIBITION A small exhibition has been arranged in the Salle des Pas Perdus, near the Assembly Kail, in which are featured various health education aspects of public health programmes throughout the world.
