Significant Changes Chapter II.C.2.a.(4)(h), Cover Sheet Other Information, has been supplemented to reflect that a maximum of five countries may be listed in the International Activities Country Name(s) section. Chapter II.C.2.d, Project Description, has been updated to reflect that the project description must now contain, as a separate section within the narrative, a section labeled Broader Impacts of the Proposed Work. Chapter II.C.2.g, Budget and Budget Justification, has been revised to reflect that the budget justification for the proposing organization must be no more than three pages. For proposals that contain a subaward(s), each subaward must include a separate budget justification of no more than three pages.

Significant Changes Chapter I.D.1, Letter of Intent, has been clarified to state that if a program solicitation requires submission of a letter of intent (LOI) and the proposer does not submit an LOI, the full proposal will not be accepted or will be returned without review.

Significant Changes Chapter I.F., When to Submit Proposals, includes revisions to the section on Special Exceptions to NSF s Deadline Date Policy. In cases of natural or anthropogenic disasters, approval from the cognizant NSF Program Officer (PO) should be requested in advance of the proposal deadline, where possible. If proposers are unable to contact the PO prior to the deadline, approval should be obtained as soon as possible afterwards. New coverage has been added on the procedure to follow when NSF is closed due to inclement weather or other reasons.

Biosketches Professional Preparation: The location of the individual's undergraduate, graduate and postdoctoral institution(s) must be provided. Collaborators & Other Affiliations: The total number of collaborators and co-editors, and graduate advisors and postdoctoral sponsors must be identified in the appropriate areas. Where applicable, information on "Other Personnel" biographical information should be clearly identified and uploaded in the Biosketches section of the proposal.

Results from Prior NSF Support The listing of publications resulting from an NSF award must provide a complete bibliographic citation for each publication in: Either the Results from Prior NSF Support section OR in the References Cited section of the proposal.

Supplemental Docs Letters of Commitment: Now called Letters of Collaboration Should be limited to stating the intent to collaborate and should not contain endorsements or evaluation of the proposed project. Proposals that are not consistent with the instructions in this section will be returned without review.

Clarifications Proposals for Conferences NSF funds are not to be spent for meals and coffee breaks for intramural meetings of an organization or any of its components as a direct cost. Any registration fees collected for NSF supported conferences are considered program income

Clarifications Proposals for Equipment References cited are no longer required Facilities, Equipment and Other Resources section needs to include a brief description of other support services available Proposals for Supplemental Funding If requested to support a postdoc and original proposal did not include a mentoring plan, then the supplemental funding request must include the requisite mentoring plan (in supplemental docs)

Proposal Not Accepted or Returned Without Review A proposal will not be accepted or will be returned without review by NSF for the following reasons: The proposal does not meet the NSF proposal preparation requirements (e.g., page limitations, formatting instructions, and electronic submission), as specified in the Grant Proposal Guide, the NSF Grants.gov Application Guide, or the program solicitation The proposal is submitted with insufficient lead-time before the activity is scheduled to begin A full proposal is submitted despite receiving a not invited response for the preliminary proposal The proposal is a duplicate of, or substantially similar to, a proposal already under consideration by NSF from the same submitter.

Travel All travel (domestic and foreign) requires a detailed justification Travel to Mexico and Canada changed from domestic to foreign Travel support for dependents of key personnel allowable when duration is for 6 months or more Must be approved by NSF in the proposal budget OR Requires written approval by NSF Grants Officer

Participant Support Costs Costs other than stipends, travel allowances, and registration fees (such as incentives, gifts, souvenirs, t- shirts, and memorabilia) must be fully justified These costs will continue to be closely scrutinized by NSF Re-budgeting of these costs will, as always, require prior NSF approval in writing

Computing Devices Charging as a direct cost is allowable for devices that are essential and allocable, but not solely dedicated, to the performance of the NSF award. Inventory tags may be affixed to computing devices at the discretion of the unit; inventory tagging facilitates accountability, availability for reuse, and appropriate disposal

Admin. and Clerical Salaries FOUR conditions must all be met and described in the budget justification: 1. Administrative or clerical salaries are integral to a project or activity. (Note: UA defines integral as involving at least 25% effort on the project, in addition to meaning that the services are essential, vital, or fundamental to the project or activity); 2. Individuals involved can be specifically identified with the project or activity; 3. Such costs are explicitly included in the approved budget or have the prior written approval of the cognizant NSF Grants Officer; and 4. The costs are not also recovered as indirect costs. Note: A CAS Exemption will still be required.

Indirect Costs Subawardees (including foreign) without a federally negotiated rate can now charge 10% indirect costs on modified total direct costs.

Visa Costs Short-term, travel visa costs (as opposed to longer-term, immigration visas) can be proposed as a direct cost. Since shortterm visas are issued for a specific period and purpose, they can be clearly identified as directly connected to work performed. For these costs to be directly charged to a Federal award, they must be: Critical and necessary for the conduct of the project Allowable under the applicable cost principles Basic visa application and required fees, such as anti-fraud fees, are allowable direct costs provided they meet the definition above. Premium processing fees, dependent form fees, or UAF internal processing fees are NOT allowable as direct charges to a federal award.

Memberships From the Uniform Guidance: Costs are unallowable! Do not propose or charge individual memberships (business, technical or professional)

Matching/Cost Sharing NSF: Voluntary cost sharing is prohibited Mandatory cost sharing allowed for when explicitly authorized by the NSF Director, the National Science Board, or legislation Uniform Guidance: Cost sharing may not be a factor in the review process unless it is both in accordance with federal awarding agency regulations and specified in the notice of funding opportunity.
