It applies to the 34th Combat Training Squadron (CTS). Its purpose is to prescribe mission, organization, and processes. It applies to Air Mobility Command (AMC) Active Duty upon the date of unit activation under Title 10. This publication does not apply to Air Force Reserve Command (AFRC) and Air National Guard (ANG) units. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) AFMAN 33-363, Management of Records, and disposed of IAW Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Form 847s from the field through the appropriate functional s chain of command. SUMMARY OF CHANGES This document updates, clarifies, and streamlines the mission, functional statements, and organizational structure. This mission directive is new and must be completely reviewed. 1. Mission. 1.1. The 34 CTS is tasked to plan and execute up to ten GREEN FLAG Little Rock (GFLR) joint/multi-national live fire, combat mission rehearsals per year as part of the Joint Staff-

2 AMCMD705 3 MAY 2016 accredited air mobility element of the Joint Readiness Training Center (JRTC) exercise program and IAW AMCI 11-208, Tanker/Airlift Operations. Develop, plan, and assist in execution of AMC s MOBILITY GUARDIAN efforts, a multi-national exercise focused on Mobility Air Forces (MAF) primary mission sets. Augment AMC s Joint Exercise Division in bolstering effective MAF participation in the Joint Exercise Program (JEP) and Joint National Training Capability (JNTC) realms. 2. Command. 2.1. The 34 CTS reports to the Commander, 19th Operations Group. Figure A2.1, 34 CTS Organizational chart is located at Attachment 2, and is subject to modifications as the MAF exercise mission matures. Additionally, Figure A3.1 and Figure A3.2, planning and execution COMREL for Green Flag Little Rock, AMC s only accredited exercise, is at Attachment 3. 2.2. The unique qualities of the 34 CTS, and the multi-agency coordination that it facilitates in exercise planning and execution, lends itself to more effectively execute the joint exercise training program facets from a non-traditional organizational hierarchy structure. Hence the 19 AW will exercise operational control (OPCON) of the 34 CTS through AMC/A3Y. Additionally, the 19 AW will exercise all aspects of administrative control (ADCON) with the stipulation that any personnel determinations, moves, and/or duty assignments outside of the 34 CTS primary exercise responsibility/functional areas will be obtained with the approval of AMC/A3Y. 3. Responsibilities. 3.1. Trains joint and coalition MAF partners on proper employment of mobility assets to include planning, requesting, coordinating and receipt of airdrop, airland, personnel recovery and aeromedical evacuation (AE) missions. Conducts mobility training through realistic combat simulation and replication of deployed command/control/communications/intelligence (C3I). Plans, integrates and executes joint/multi-national force-on-force exercises to meet JCS-directed readiness requirements. Provides graduate level pre-deployment training for combat airlift personnel. Provides exercise DIRMOBFOR and associated white-cell staff to facilitate exercise completion. Supports US Army brigade and echelons-above-brigade level exercise requirements via support to the JRTC and Mission Command Training Program (MCTP). 3.2. Commander CC. 3.2.1. Maintains overall responsibility for all personnel assigned to 34 CTS to include detachments and operating locations. Requests and manages assets assigned to 34 CTS to include vehicles, cargo, facilities, and budget. Acts as MAF Task Force Commander during exercise execution and is granted TACON of all AMC units and personnel operating in support of GFLR exercise activities. 3.3. Operations Officer DO. 3.3.1. Oversees all aspects of exercise operations. Ensures assigned, attached and augmenting observers/coaches/trainers are properly trained and qualified for the mission. Coordinates with airlift squadron Operations Officers to ensure crew members are trained and meet flying proficiency requirements. Supports local flying training requirements

AMCMD705 3 MAY 2016 3 with crewmembers on a non-interference basis with exercise requirements. Acts as the MAF Task Force Commander during any 34 CTS/CC absences. 3.4. JRTC Support Flight MON. 3.4.1. Oversees MAF planning, coordination, and execution in exercises including integration of weapons and tactics, C3I, aerial port, and contingency response wings with joint air and ground forces. Oversees Air Mobility Division C3I operations. Coordinates with US Army, special operations forces, coalition partners & contractors to conduct total force combat training missions. Provides after-action reviews with participating US/coalition MAF aircrew and ground support units. Coordinates all international, National Geospatial-Intelligence Agency, Federal Aviation Administration, and community actions with respect to exercise operations. 3.5. JRTC Plans Flight MOP. 3.5.1. Oversees all MAF participation in exercises including integration of all aircrews, AE, combat control teams, Ground Liaison Detachment and contingency response groups with joint ground forces. Develops training objectives for tactical airlift. Advises participant unit commanders on combat readiness, mission preparation and joint training. Leads required exercise processes, planning, execution and reporting to higher headquarters. Develops tactical training opportunities while maintaining a strategic focus on command, unit, theater and DoD training requirements. 3.6. JRTC Operations Flight MOE. 3.6.1. Leads execution of all exercise operations to include all flights. Oversees combined exercise control center. Coordinates all observer/coach, trainer activities from aircrew, intelligence, AE, contingency response, and Survival Evasion Resistance and Escape personnel. Integrates with assigned US Army Ground Liaison Officer. Enforces all exercise rules of engagement and safety requirements. 3.7. Detachment and Operating Location (OL). 3.7.1. Det-1, 34 CTS, Fort Polk, Air Mobility Liaison Officers (AMLO) and Exercise Staff to JRTC. 3.7.1.1. Plan, coordinate, and execute MAF participation for joint exercise GFLR in conjunction with the US Army JRTC. Lead agency for integrating MAF forces with JRTC, through joint training, in the areas of airlift, AE, contingency response forces, and personnel recovery operations. Works with participating units to develop joint training objectives for MAF and Army units through AF Squadron and Army Brigade-level live fire, free play exercises in a simulated semi-permissive environment. 3.7.2. OL-A, 34 CTS, Fort Leavenworth, AMLOs to MCTP. 3.7.2.1. Focuses on MAF education, exercise, and training of DoD personnel in joint expeditionary operations. Supports Joint Forces Command joint transformation training through Chief of Staff of the Army exercises in concert with the US Army s
