FROM THE EDITOR S KEYBOARD A h, the spring is almost here showcasing New York at its best. In the city you cannot fail to notice the absence of thick woolen garb on people still running from one place to another as if seconds matter. And in the suburbs you can hear the birds chirping and fill your eyes with the sight of green foliage covering the trees. The winter is gone like a nightmare. Want to see the cherries blossoming? I welcome you to the Queens Botanical Gardens. A riot of colors. Soon our Society chapters will also be abuzz with activities. That s the beauty of having four seasons. The red priest Antonio Vivaldi was right. Anyhow, while we wait for the Section s chapters to gear up to full speed it might be a good idea to take stock of what recently happened in our Section and to look forward to the programs already scheduled so that you don t miss any of them. Watson Research Center, Yorktown Heights, NY 12 April, 2018, Thursday: Presented by: PES/IAS/LMAG as sponsors, ConSoc chapter and the IEEE History Center as cosponsors and with support from CS, CIS and Spectrum magazine: The Origins of Silicon Valley: Why and How it Happened Here by IEEE Distinguished Lecturer Paul Wesling, IEEE Life Fellow. (A fuller report is included later in this edition.) Our 2018 annual Award Dinner & Dance event will be held on 5 May at Hilton Midtown Towers, Av. of the Americas and 53rd Street, Manhattan, New York. The recipients of 2018 IEEE awards and 2018 class of IEEE Fellows will be introduced and honored at this event. You will no doubt encounter old colleagues and also meet the new generation of IEEE members at this event. From the past experience I can tell you that the cocktails, main edibles and the victuals are indeed delicious. Confirm your space by sending ASAP the form attached at the end of this newsletter to David Horn, our 2018 NY Section chair and the MC of the ADD event. 7

THE ORIGINS OF SILICON VALLEY: WHY AND HOW IT HAPPENED HERE THE mere mention of Silicon Valley conjures an image of gleeful nerds test riding their Google AI powered vehicles or speeding along California highways in their luxurious chariots sporting brand names such as Mercedes Benz, BMW, Porcshe and Lamborghini, not to mention the Ferrari. All SV nouveau riches live in sprawling mansions like the owned by Mark Zuckerberg, the Facebook billionaire. Yes, that is the image most people around the world have of the Silicon Valley. It is a dream of plain tinkerers or engineers and scientists with highly acclaimed graduate degrees from all over the world to land with a cushy job in SV. We, most of the old timers, on the other hand know about the creation of Hewlett and Packard in the SV and about Professor Fred Terman who was instrumental to the realization of the concept of the valley that has become a role model of entrepreneurship in the electronic and computer industry. We invited Paul Wesling, an IEEE Life Fellow who spent decades in the electronics industry and became an expert in electronics packaging has an intimate knowledge of the history and culture of the SV to tell us more about it. Wesling has been closely involved with the IEEE Electronics Packaging Society and has edited several journals and newsletters related to the Society. Wesling is an IEEE Distinguished Lecturer. For a more detailed bio of Wesling please visit our March edition. At our event Wesling was witty, informative and articulate. He took us back to late 19th century when Silicon Valley was still a pasture land. He traced how innovation and entrepreneurship were cherished even in those days, long before the SV gave birth to HP. I am sure that even many of our Life Members did not know that. Upcoming event at the NY Section Leveraging Technology for a Better Tomorrow New York Chapter of IEEE SMC Society and Computer Society NY IEEE Section Education Committee April 27, Friday, 6~ 8:00 PM at LIU-Brooklyn Center for Entrepreneurship & Innovation, Pratt Building Room 110 FinTech, Financial Engineering and Machine Learning Dr. Peter C.L. Lin Stevens Institute of Technology, New Jersey ABSTRACT: Machine learning (AI) and Quantitative capital management have been a big headline among various articles. A Recent survey from Wall Street Journal also unveils more secrets in the area. We hope to provide a discussion about the current themes in asset management development and the research opportunity from academic perspectives. This research examines the innovation in asset management from both the computer technology and financial services angles and provides examples to integrate machine-learning techniques into financial modeling and to connect data analytics to customer-facing applications. By finishing a loop to include financial instrument creation, we then show a complete scope of technology-based service chain of asset management. The presentation will 10

examine the current innovation if asset management from two perspectives. [1]Financial Technology (FinTech) in Asset Management. [2]Financial Engineering and Machine Learning. Dr. Peter C. L. Lin is the youngest Industry Professor at Stevens Institute of Technology NJ and he serves as the Director of Financial Analytics MS program. Passionate about quantitative investing, Peter funded Gamma Paradigm, a quantitative investment advisor with a FinTech arm in Asia focusing on AI and data-driven models. Peter began his career as a quantitative analyst at Ryan Labs Asset Management, with $4B asset under management, and as a researcher in quantitative portfolio theories, term-structure models, and alternative investments. Peter received his BS in Computer Science and Information Engineering from National Taiwan University, his MS in Computer Science from Columbia University, and his Ph.D. in Applied Mathematics and Statistics from Johns Hopkins University.
