Materiel Programs Division (RMQ) Mission HQDA G-8 Force Development Mission Statement: Equip the Army in accordance with National Priorities and the Army Campaign Plan in support of: Overseas Contingency Operations, ARFORGEN Equipping and Capability Portfolios. As the counterpart to the Army G-8 Force Development, RMQ: Equip the Army National Guard (ARNG) Fund and coordinate New and Displaced Equipment Training (NET/DET) Manage and execute NGREA Funds
Authority/Intent of NGREA NGREA is a special Defense Appropriation (procurement funds) that complements each Reserve Component s base appropriation NGREA is not programmed in the PPBES (POM) Intended to procure critical shortfall and modernization items of equipment/systems that the base appropriation is not able to fund Must comply with Appropriation Language Equipment/systems must have sustainment funding or sustainment plan Not intended for Operational Needs Statement (ONS, JUONS) Must have a validated requirement MTOE or TDA or ARNG-G3 ERV IPT/CoC Validation Must comply with DoD Financial Management Regulation Investment Criteria System cost must be => $250,000 Funds: - Complete Systems/End Items - PM related New Equipment Training Costs - Program Management Costs - Transportation/Shipping Costs - Fielding Costs - Initial Spares and Initial Sustainment
Business Practices Must adhere to DoD obligation rate targets (80/90/100%) Must achieve 80% Obligated by 30 Sep (First year of appropriation) Even if the appropriation arrives LATER in the FY. After requirements are established/validated a procurable determination is made Current contract executed from Program Executive Office/Program Management Office, NGB Acquisition Center, GSA or DLA Annual ARNG NGREA Amounts FY17-247.5M FY16-330M FY15-415M Procurement Priorities: ARNG-G3 Equipping Priorities memorandum Should have a Line Item Number (LIN) (Standard or Nondevelopmental) Should be Critical Dual Use (CDU) Must be procurable throughout a 6 24 month window Should have a authorization fill rate of 90% or less

NGREA CoC (Resource Board) Apply Resources Candidate List (data scrub) Equipment Requirement Validation (ERV)Board G-3 & item sponsors validate candidate requirements (YES/NO) Compile Equipment List & data Notes DESCRIPTION: The NGREA is a special Defense Appropriation that complements each component s base appropriation NGREA is procurement funds and does not provide sustainment GENERAL SITUATION: Approximately mid-march 2014 the consolidated (all-service reserve component) document will be forwarded from OSD-RA to Congress which begins a mandatory 30-day wait period Received FY17 funds for execution on 13 JUN 2017 ability to execute funds is impacted by delayed receipt of funds Procedures are in place to track and report on a monthly basis the commitment and obligation status (%80/ %90/ %100) Elements of documenting items on NGREA Buy List include documenting the contracting capability and projected dates of obligation. Competing obligation efforts in the same timeframe will impact the ability to obligate ENDSTATE: Receipt of the funds close to the end of the fiscal year only affords a small window of time to obligate rather than continuing to focus on expiring funds Obligation efforts must continue with the receiving entities and program offices to obligate - the closer to 30 Sep the funds are received, the less likely the projected obligation percentages will be attained 5
RMQ Equipment Modernization Priorities Abrams & Bradley Modernization-3 ARNG ABCTs are equipped with legacy Abrams AIMS-SA and Bradley ODS-SA. WIN-T-ARNG ABCT, SBCT & IBCT formations to ensure compatibility/interoperability with Active Component units and specifically for ARNG Associated units. Engineer Systems-ARNG must continually modernize Engineer equipment systems which support both combat operations and support to civil authorities during domestic operations Transportation Equipment-The ARNG must continually modernize critical Transportation assets such PLS and HEMTT Tractors and Trailers.
ARNG NGREA Purchase Results Tactical Vehicle Modernization HMMWV Ambulances: Ambulances are the ARNG s most critically short HMMWV Variant. HMMWV Ambulances are critical assets to civilian first responders during severe inclement weather incidents The HMMWV Ambulance has played a critical role assisting civil authorities during snow storms in recent years. HMMWV Ambulances maneuver in conditions where civilian ambulances cannot Family of Medium Tactical Vehicles: In 2008, ARNG s MTV Fleet lagged in both quantities and modernization. Army funding coupled with NGREA funds resulted in the ARNG having the most modern MTV Fleet in the Army.
ARNG NGREA Purchase Results UH-72A Simulators (Synthetic Flight Training Simulator) Ground training device that simulates or represents flight conditions, aircraft characteristics and a cockpit environment UH-72 Mission Equipment Package (MEP): Communications capability to talk between the civil and military band frequencies; digital video recorder; point-to-point real time datalink, and day/night FLIR camera system Modified Record Fire (MRF) Range Targetry Package: Trains and test individual Soldiers to identify, engage, and defeat stationary infantry targets for day/night qualification requirements with the M16 and M4 series rifles
ARNG NGREA Purchase Results CRE Information Management System Provides WMD-CST, CERFP, and HRF operating picture (COP) tool to monitor and track integrated CBRN sensors for a localized areas AreaRae Wireless Toxic Gas Modernization: Provides real-time wireless measurements for a range of potential threats such as chlorine or hydrogen sulfide. Modular Radiological Detection System Provides each WMD-CST with a capability to conduct wide area search of Radiological materiel. WMD-CST TOC Trailer Provide an operations Center for the CST CDR and Operation Section to conduct planning and coordinate support with the Incident Commander.
ARNG NGREA Purchase Results The ARNG NGREA investments to modernize Engineer equipment has provided the States and Territories critical capabilities for wartime as well as support to domestic operations in disaster recovery Investments in Engineer Equipment has provided the States and Territories critical, modernized assets that have been used extensively in recent natural disaster recovery events. Operations have included route clearance, sand, debris and snow clearance Engineer Equipment Modernization has included T-9 Bulldozers, High Mobility Engineer Excavator (HMEE), All-Terrain Cranes, and Earthmoving Scrapers
