Delivery Date By 19 October 2018 Collaborators Local community, Housing SA, City of Adelaide The City of Adelaide is seeking to commission an artist/artist team for the development of a community-inspired mural artwork to be displayed on the wall adjacent to the Box Factory Community Centre (59 Regent St South, Adelaide), owned by Housing SA. The artist will create a mural artwork from a series of community workshops and is envisaged to; 1. Actively engage local city residents and users to be involved in the design process through a professional and creative delivery of workshops; 2. Empower participants with a sense of ownership and connection with the final mural; 3. Enhance the amenity of the local area and build greater understanding and connection to the programs, services and neighbourhood development activities supported by the Box Factory Community Centre. 4. Create an aspirational community space which improves feelings of safety, belonging and investment within the community.
Important Considerations Please note this project has 4 distinct phases: 1. Initial expressions of interest (EOI) from artists/artist teams providing their details and creative support material are to be submitted to City of Adelaide via email (see submission details below & note email size restrictions). This will include information about how the artist/artist team aims to engage the participants in the workshops. 2. City of Adelaide will select and commission one artist/artist team for artwork installation. 3. Artist/artist team conducts a series of workshops at the Box Factory Community Centre and surrounds together with local community. 4. Artists/artist team deliver mural on site by 19 October 2018. The Location The mural may encompass the entire two storey wall space or parts thereof. See images below:
Above: The proposed wall Artwork Content Artists should not provide concept designs in response to this request because the mural concept design will be devised in workshops with participants. Artists will have a shared responsibility with the Box Factory Community Centre for recruiting local city residents and users to participate in the workshops. Housing SA has given in principle support for this project on the condition that art works are delivered by a professional artist and created to a high standard. It is a requirement that after workshop completion and before delivery of the artwork, the final design is presented to a stakeholder peer group prior to seeking development assessment and approval from City of Adelaide. A common-sense approach is also required in regards to artwork content. As the space is within the public realm, the approach is the same as that of Public Artworks elsewhere (i.e. no overt nudity, profanity, racism etc.). Propaganda advocating either war or hatred based on race, religion, language, sexuality, ability or nation of origin will not be accepted. It is proposed that the project will be documented and promoted throughout its duration. This will be arranged by the Box Factory Community Centre Coordinator, but the artist/artist team will be required to participate and contribute. Workshop Facilitation Each artist/artist team is required to submit a succinct, articulate plan outlining the ways in which they will ensure that the community s ideas, concepts and vision will be reflected in the mural itself through the workshops.
As a community development project, it is essential for the artist/artist team to be prepared to take time to listen and to extract ideas and designs from a diverse group of participants and to reflect those in the final work. It is highly recommended that the artist/artist team submit any relevant experience that demonstrates their ability to work alongside community, especially diverse or vulnerable communities. The preferred artist/artist team will be commissioned for delivery by no later than 13 June 2018. Budget There is a total budget of $8,000 inc. GST available for this project, to be broken down thus: The budget will be paid in agreed amounts as stated below to one selected artist/artist team who will be contracted to deliver the artwork and be required to cover all other project expenses. The budget indicated for the final commissioned artwork is inclusive of all costs required to complete the project, excluding those outlined elsewhere in this document. The artist/artist team selected for commission will be required to provide an invoice for $4,000 inc. GST upon signing the artist agreement; The remaining $4,000 inc. GST upon completion of the work to the satisfaction of the Stakeholder Peer Group. Materials The paint used must be suitable for the location, easily obtained if repairs are required and must be long lasting (i.e. ten year minimum). Important note: Access to the site and power/water must be negotiated with Housing SA and the Box Factory Community Centre Coordinator and all necessary City Works permits and Development Approvals will be the responsibility of the artist and at the artist s expense.
Timeline Delivery of the mural will be completed by 19 October 2018. It is proposed that a launch be scheduled in November to celebrate local community connections and the artwork itself. Assessment Panel and Evaluation criteria The assessment panel will consist of: At least 2 CoA team members from Community and Culture 1 CoA staff member from Infrastructure 1 Housing SA staff member Evaluation Criteria for Expressions of Interest (Phase 1) Artistic merit of visual support material provided. Capacity to achieve the proposed budget and timeline. Demonstrated ability to create work that engages with the public (based on support material provided). Demonstrated ability to work on permanent and durable work (based on support material provided). Demonstrated ability to host workshops with a diverse range of community members (based on community workshop plan submitted). The assessment panel will select and commission the artist that scores the highest from evaluation criteria stated above.
Requirements of the Project Commissioned Artist The final commissioned artist/artist team will be required to: Hold Public Liability insurance of $20 million and provide certification of this PPE (Personal protection equipment) will be required to be worn at all times Be inducted to the site by CoA and Housing SA staff Provide a current Police Record Check Closing Date and Submission Details Artists are to complete the submission form and submit their response by 9am, Monday 4 June 2018. From the Expressions of Interest received one artist/artist team will be selected and commissioned to complete the project.
