Purpose. To provide guidance for participation in the Commander, Naval Reserve Force (COMNAVRESFOR) MTS Program. This instruction has been completely revised and should be read in its entirety. 2. Cancellation COMNAVRESFORINST 1414.1 3. Discussion. In concert with recent changes to the Chief of Naval Education and Training (CNET) MTS Program, COMNAVRESFOR has changed its MTS program from an award program to a formal certification. MTS certification signifies that an individual has achieved a standardized level of excellence as an instructor and demonstrates a thorough knowledge of training administration and curriculum development management. 4. Policy a. Eligibility to attain paragraph 5 of enclosure (l). provided below: the MTS certification is defined Additional clarification is in (1) Full time support personnel assigned to a Naval Reserve activity who have performed a training role as an instructor for at least 12 months, and have completed a formal instructor training course are eligible for MTS certification. (2) Selected Reservists are eligible when assigned to a Naval Reserve activity as an instructor for 12 months, have performed at least 50 hours of instruction within the last 23 months, and completed the Reserve Instructor Training Course taught by the Naval Reserve Force Professional Development Center or attained a 9502 NEC. Purpose. To issue the requirements for certification as MTS. 2. Cancellation. CNETINST 5000.5 3. Backqround. MTS certification signifies that an individual has achieved a level of excellence above and beyond that of peers by displaying superior teaching skills and demonstrating a thorough knowledge of training administration and curriculum development management. The objective of this program is to create a cadre of MTSs to certify new instructors, conduct instructor evaluations and in-service training, and create the nucleus of a closed looped detailing process for second tour schoolhouse managers. MTS certification is demanding and may only be obtained through the formal certification program set forth in this instruction. 4. Discussion. For the MTS certification to have merit, the standards must be high, with the stringent nomination criteria that is carefully controlled and monitored. Failure to obtain this certification should not be interpreted as an indication of unsatisfactory or adverse performance. 5. Policy a. Nomination criteria must be carefully controlled and monitored. Certification as a MTS shall not preclude an individual from receiving other appropriate awards for the same service. MTS is not an awards program and shall not be used as an end of tour award. b. Eligibility to attain the MTS certification by completion of reference (a) is limited to the following: (1) Navy/Marine officer, enlisted, and civil service personnel permanently assigned in a training billet at a Naval Education and Training Command (NAVEDTRACOM) activity whose primary mission is training. Training billets are defined as instructors, learning center supervisors, company commanders, curriculum development and instructional standards personnel, or equivalent., Enclosure (1)

CNETINST 5000.5A. (2) Other military service personnel permanently assigned to a U.S. Navy training command. (3) Selected reservists that have been assigned to a training billet for a minimum of 12 months, are in a satisfactory drill status, and have completed at least two periods of reserve annual training. (4) Contractors are not eligible for participation in this program. c. Candidates must complete the Job Qualification Requirements (JQR) in reference (a). Additionally, all nominees must meet the following requirements: (1) Complete formal instructor training through one of the Navy s formal training path Instructor Training schools. Requests for waiver of this requirement may be submitted when the activity deems the candidate has equivalent training or educational background. (2) Complete at least 12 months in a training billet at their command before they appear before the command MTS Nomination Board. R) (3) Meet performance requirements. On 1 January 1996, reference (b) inaugurated a revised performance evaluation system for both officer fitness and enlisted evaluation reports, based on a 5.0 scale. (a) Nominees evaluated under reference (b) must receive performance evaluations reflecting no mark in any trait below 3.0 for the 12-month period preceding nomination. (b) Enlisted nominees whose preceding 12-month period was evaluated under the previous 4.0 scale must have enlisted performance evaluations reflecting overall professional performance, leadership, and military behavior evaluation marks of 4.0 with no mark in any trait below 3.8. Other service personnel evaluations, civil service employee appraisals, and officer fitness reports must reflect equivalent marks for the same time period. (4) Military personnel must pass the Physical Readiness Test (PRT), with a score of at least good for the preceding two cycles. Personnel with medical waivers must have passed the last PRT taken with a score of at least good prior to the medical waiver. All military personnel will be within the height/weight or body fat standards. 2

R) CNETINST 5000.5A (5) Complete the instructor certification process and obtain at least three instructor evaluations prior to completion of MTS qualification. At least one evaluation must be by MTS qualified personnel. All evaluations must oontain an MTS recommendation. At least one evaluation must be done by someone outside of the candidate's department but may be waived at activities with only one training department. (6) Complete the MTS JQR Handbook. Each signature block on the handbook should be signed by an individual who is MTS certified. (7) Be recommended by the command MTS Nomination Board prior to submission of their nomination to the commanding officer (CO). d. Naval activities outside the NAVEDTRACOM, whose primary mission is training, who wish to participate in the NAVEDTRACOM MTS program must submit a request to participate to Chief of Naval Education and Training (CNET N5). Once approved to participate the activity must comply with all requirements of this instruction without modification. This program is available to approved participating activities for their personnel permanently assigned to training billets as defined in 5b(1). 6. (b) For officers, a copy of the Certificate of Accomplishment and a page 13 entry to reflect the date certified. (c) For civilian personnel, a copy of the Certificate of Accomplishment and entry in the Official Personnel File of the individual to reflect the date certified. (5) The MTS medallion is authorized for wear at any NAVEDTRACOM activity and MTS participating activities outside the NAVEDTRACOM. Once certification -has been achieved, transfer to another command will not necessitate recertification. (6) Medallions will be affixed to the member s name tag opposite the command s logo. If there is no command logo, the MTS medallion will be placed on the member s name tag on the wearer s left. b. Recertification Procedures (1) The CO of the individual s training command may remove MTS certification for failure to maintain the qualifications as prescribed by this instruction. record.
