Activity Recreation Cultural Center (ARCC) The Campbell City Schools maximizes educational opportunities for all learners by responding to the needs of the community with leading-edge, high-quality, cost-effective programs and services. The Public Library of Youngstown and Mahoning County connects people and communities to reliable resources that inspire learning and foster enrichment. Together, we are at the threshold of a unique opportunity to create a collaborative network of shared services that will Connect, Inspire and Enrich the community of Campbell and the greater Mahoning County. Educating the whole child by connecting the community through Education, Arts, Innovation, Creativity, Health and Wellness. Embracing partnerships to provide greater resources, while reducing overall costs with sustainable programs.
Community Hub With the shrinking population throughout the Mahoning County, this joint venture will focus on a Community Hub that will serve the community through an inviting, well-maintained environment that creates spaces for community members and children of all ages to meet without creating segregation between the generations. By connecting innovative services in communities where the population is traditionally underrepresented as library users, we will enrich the people of Campbell and the surrounding areas by emphasizing the Healthy Mind: Healthy Body concept. It will inspire people to utilize the many outstanding services provided by the library. Other possible uses for the joint venture would be art shows focusing on local artists, health screenings, presentations/lectures/classes on various topics from money management, healthy habits, author visits, etc. In short, we want this facility to be a destination not just a place to go.
The ARCC will provide room for major events. It will serve as the District's center for out-reach and innovative instruction and learning opportunities through STEAM. Students will benefit through health and wellness activities and have access to a variety of library services throughout the entire year. All partnering organizations will see increased foot traffic and offer greater services through the unique design, unlike no other in surrounding areas or even across the state.
Overall operational costs will be reduced for all. Additionally, the space will benefit the community through memberships and facility use requests, flexible space and management of the facility will yield future revenues through hosting seasonal competitive activities and programs. Specific to the library, newly constructed, freestanding buildings have a greater anticipated cost per square foot than a shared build within the ARCC. The proposed library space will cover 2,500 square feet with an additional 500 square feet of Makerspace. The multi-purpose rooms within the ARCC can also be scheduled by the library to host special programming.
RESOLUTION #2016-70: It is recommended by the superintendent to the Board of Education that it grant the authority to the superintendent and/or treasurer to enter into discussion with local officials and members of the public for the purposes of acquiring new library facilities in the city of Campbell where land owned by the school may be used for such purpose. The District has initiated the process and has the support of many of our local legislatures.
Reduce cost of construction by aligning resources No monthly lease after cost of construction Services can be purchased through the District for purposes of maintaining the property and interior space. True costs of time and materials will be calculated and can be billed monthly. The District understands and knows the amount of foot traffic the facility will generate through its unique design. For this reason, the District acknowledges the library will see increased utilization. Although after 10 years, if the library is no longer willing to participate in the collaborative, the District would have first right to purchase the library space back at a pro-rated amount mutually agreed upon. The District has researched similar facility costs, but has yet to secure a detailed estimate for the ARCC. The Campbell Board of Education will not ask voters to approve a tax levy or bond issue. The District plans to finance the project through a combination of general fund carryover dollars, grants and donations. The members of the community have been very generous in their educational support. The construction of the ARCC will be secured without any additional financial burden on the community.
