Synopsis: Internal Affairs Complaints: 1-2016-01 Responsibility to Serve the Public: Conduct and Behavior: Sustained; University Equipment/Property: Not Sustained; On-Duty Activities: Sustained Use of Force None reported. Pursuits Officer reported suspect evaded arrest in motor vehicle (All Terrain-Vehicle). Pursuit Report was completed. Biased Based Profiling (commonly referred to as Racial Profiling). UPD had 168 traffic stops in 2015. For 2016 there were 235. Of the 235 traffic stops, UPD officers identified the race/ethnicity of the driver as follows: o White drivers constituted 29.8% (70 traffic stops) of all drivers stopped o Hispanic drivers were 64.7% of all traffic stops (152 traffic stops). o No arrests were made from traffic stops. According to the A&M-SA Office of the Registrar 67.4% of the campus population identified themselves as Hispanic. The 78224 Zip Code (http://www.city-data.com/zips/78224.html) states that 93% of the population has identified themselves as Hispanic. Our Biased Based Profiling General Order and instructions on how to make a complaint against an officer (Internal Affairs General Order) are posted on the UPD website.

Department conducted 16 CRASE trainings this year Certified another instructor in Rape Aggression Defense (RAD) Certified two officers for civilian OC spray defense Completed beta tests of Omniguard Four ALERRT I Classes In Service Training for Judson (ALERRT, SABA, and BWC) Provided BWC for Somerset ISD PD 1 Guardian Tracking is performance tracking software that assist supervisors in documenting and monitoring employee performance so they may be recognized when deserving of merit and identifying and addressing employee performance deficiencies.

2 ASP, Handcuff and Low Light Instructors Held 3 Chief s Coffees Sexual Assault Response Training for entire Department 2 Taser Instructors Bike Rodeo this summer Two officers certified as Ground Avoidance and Ground Escape Instructors Support for Breast Cancer Awareness No Shave November Developed Computer/Information System(s) Evidence Collection and Case Prep Protocols Formed Sexual Assault Response Team (SART) made up of members of A&M San Antonio s staff whose mission is to ensure the coordination of a consistent, respectful, victim-centered response to sexual violence Merged Compliance, Safety &Risk, Emergency Management, Facilities, Contracts and Mail Room into the UPD. Set up and installed motion activated camera and microphone in interview room. Attended ALERRT Conference in San Marcos. Introduced to tabletop board game exercise for First Responders. Installed wireless receiver in Armory and set UPD vehicles to automatically download videos from in dash cameras to secured storage devices. Set up ticket writer system. Officer can now use IPad to issue citation and print ticket out via a Bluetooth printer. These citations re now automatically uploaded into the citation system and saves the dispatchers from having to do it manually Set up key boxes and programmed them to be removed and returned via either a 4 digit pin or access card. Set up Reportexec to track keys and location to where they have been assigned and to whom they have been assigned. Medal of Honor Charter Development Program New RAD Instructor Training on Interview and Interrogation Completed United States Secret Service Open-Source Investigative Methods training at the National Computer Forensics Institute in Alabama. Enrolled in the FBI s Cyber Investigator Certification Program. Enrolled in DHS s Federal Virtual Training for cybersecurity certification. Established SART (Sexual Assault Response Team) and moving towards a Table Top Exercise before this summer Completed 48 hours SRT training in active shooter scenarios, movement to contact, firearms and weapons marksmanship.
