Initial investments in major urban corridor projects like I-94 from St Paul to Minneapolis, and Twin Ports Interchange in Duluth, to reduce the impact on future programs. 4. Other priority investment areas that were funded below the MnSHIP levels 5. Areas identified by Districts as risks within their existing program 10/4/2017 6

Project Selection Criteria for Corridors of Commerce Projects The criteria used to score Corridors of Commerce projects was defined in legislation as: 1. Return on Investment 2. Measureable Impacts on Commerce & Economic Competitiveness 3. Efficiency in the Movement of Freight Including: Measures of AADT & HCAADT Measures of congestion or travel time reliability 4. Improvements to Traffic Safety 5. Connections to Regional Trade Centers, Local Highways & Other Transportation Modes 6. Addresses Multiple System Policy Objectives & Principles 7.
