CRTPA TA Program Background At March 25, 2013 Board Meeting, members approved a timeline associated with the establishment of the CRTPA Transportation Alternatives Program (TAP) Related to the federal Transportation Alternatives Program (TAP) was established as part of MAP-21 (Moving Ahead for Progress in the 21st Century) federal transportation funding package signed into law by President Obama in July 2012 Projects formerly known as Transportation Enhancements were consolidated with Recreational Trails Program and Safe Routes to School Program, to create the Transportation Alternatives Program.

CRTPA TA Program Background Collectively, Transportation Alternatives (TA) are defined as federally funded, community-based projects that expand travel choices and enhance the transportation experience by integrating modes and improving the cultural, historic, and environmental aspects of our transportation infrastructure. Associated with the March approval of the CRTPA TA Program was the establishment of the Transportation Alternatives Subcommittee (comprised of 6 TAC and CMAC members) Initial Task: Develop evaluation criteria to rank the Transportation Alternatives applications that will be received in 2014

TA Evaluation Criteria Process TA Subcommittee met on September 26 and October 29 Subcommittee examined the CRTPA s former Transportation Enhancements criteria; TA criteria used by other agencies (Florida and other states) Identified ten (10) criteria to be used Ranked 10 criteria in terms of points

TA Evaluation Criteria Draft Subcommittee Criteria SUBCOMMITTEE EVALUATION CRITERIA RECOMMENDED MAXIMUM POINTS Project Constructability (is right-of-way required, etc.) 15 Qualifying Activities (how many of the nine (9) TA eligible activities does the application meet?) 15 LAP Certification (Is the application sponsor LAP certified; capable of being certified) 15 Project improves safety for users (e.g. reduces hazards for pedestrians, cyclists, motorists) 15 Project facilitates/improves multimodal transportation linkages 5 Contributes to enhanced mobility options for the transportation disadvantaged 5 Project identified in a plan of the region 5 Project demonstrates leveraging of other funds 5 Project has community/public support 5 Public benefit versus project cost (To what extent will the project benefit the community or region?) 5 MAX TOTAL = 90

CRTPA TA Program NEXT STEPS CRTPA TAP Informational Meeting with member governments and others in December (Tentative Date: December 12, 2013) CRTPA call for applications in early 2014 (Early February) CRTPA TA Subcommittee will regroup to review applications in spring of 2014 (May, June, July) CRTPA Board Adopts TA Priority Project List (FY 16 FY 20) in September 2014
