Boer, Staff DATE: February 7, 2013 RE: 2012 District 10 Thomas Yatabe Awards and Certificates of Appreciation Background According to established Thomas Yatabe State Emergency Response Commission (SERC) Award Procedures, each Local Emergency Planning Committee Chairperson recommends for special recognition one individual or organization that has made an outstanding contribution to the hazardous materials planning program. Additional nominees may be recommended for Certificates of Appreciation. Summary For 2012, the SERC received several nominations for the annual Thomas Yatabe SERC Awards Program. The nominations are in recognition of the outstanding contributions made in the implementation and support of the Emergency Planning and Community Right-To-Know Act. Agenda Item 5A2 MEMORANDUM TO: FROM: District 10 Local Emergency Planning Committee Kathryn E. Boer, Staff DATE: February 7, 2013 RE: Hazardous Materials Incident Reports The attached Tables 1 and 2 list incidents for the period of September 1, 2012 through November 30, 2012 (Table 3 is not included because the Treasure Coast Region had no reported transportation incidents with evacuations, injuries and deaths). Table 1 lists incidents that are potential Section 304 Investigations at fixed facilities. These are incidents involving the release of an extremely hazardous substance or a Comprehensive Environmental Response, Compensation, and Liability Act chemical at a fixed facility. Table 2 lists fixed facility hazardous materials incidents with evacuations, injuries, and deaths. Note that incidents relating to traffic accidents are not shown in either table. This information is being captured and is available upon request from the State Watch Office. Graphs I (January 1, 2000 through November 30, 2012) and Graph II (December 1, 2011 to November 30, 2012) provide information on hazardous materials incident reports to the State Watch Office. Graph I shows the total number of hazardous materials incidents per year. The figures in Graph II compare incidents that occurred at fixed facilities to those involving transportation related incidents. Note the incidents in Graph II have been further refined to list petroleum vs. non-petroleum incidents for both fixed and transportation related incidents. Attachments No Action Required

Boer, Staff DATE: February 7, 2013 RE: Local Emergency Planning Committee Chairs Meeting Update The eleven Florida Local Emergency Planning Committee (LEPC) District Chairs and staff meet one day prior to the State Emergency Response Commission (SERC) meeting on a quarterly basis. The previous LEPC Chairs meeting was held on January 24, 2013 in Daytona Beach. The next meeting will be held on April 4, 2013 in Tallahassee. The following were points of discussion during the meeting: Contract Documentation: The Florida Division of Emergency Management (FDEM) is implementing the transparency initiative through the Office of the Governor requiring more stringent support documentation on contracts with sub grantees. Hazards Analysis Grant Program: The LEPC Chairs and staff meeting put forth support of the Hazards Analysis Grant Program to the SERC as an issue for discussion and action. E-Plan Tier II Reporting: Facilities have been instructed by the FDEM through letters that E-Plan will be the online Tier II filing system this year. Conventional paper format reporting is still acceptable. SERC meeting: The next meeting is scheduled for April 4, 2013 in Tallahassee. No action required

Boer, Staff DATE: February 7, 2013 RE: Training Task Force Update Captain Joseph Nelson Background In January 1993, the State Emergency Response Commission created the Training Task Force (TTF) to address the requirements for the Hazardous Materials Transportation Act Grant Program. Since its inception, TTF responsibilities have been expanded to include the development of responder training guidelines; coordination with responder groups to ensure required hazardous materials training is available; and development of strategic planning projects to effectively deliver training and formal guidelines. Summary The TTF met on January 24, 2013 in Daytona Beach in conjunction with Fire Rescue East Conference/Hazmat Symposium for the regular quarterly meeting. The next quarterly meeting is scheduled for April 4, 2013 in Tallahassee. Boer, Staff DATE: February 7, 2013 RE: Planning Subcommittee Regional Hazardous Materials Response Plan The 2012/2013 technical assistance agreement scope of work for the District 10 Local Emergency Planning Committee (LEPC) requires that the District 10 Regional Hazardous Materials Response Plan be updated. Staff updated the Section 302 chemical facilities appendices, demographic data, and training and exercise activities and will contact county emergency management offices for updates to contact numbers and other pertinent information. The District 10 Regional Hazardous Materials Response Plan will be forwarded to the LEPC membership for review and then to the State Division of Emergency Management for review and comment. No action required

Local Emergency Planning Committee Activities November 16, 2012 February 7, 2013 January 24-25 The District 10 LEPC Training Task Force representative and staff attended the Local Emergency Planning Committee Chairs and staff, State Training Task Force, and State Emergency Response Commission meetings in Tallahassee. Emergency Management/Preparedness Activities (Non-LEPC) November 16, 2012 February 7, 2013 December 10-11 December 12 Completed Ongoing Staff conducted Section 302 Facility site visits for the Hazards Analysis contract with St. Lucie County. Staff participated in the conference call of all the state regional planning councils with respect to data gathering for the State Training Exercise and Planning Strategy. Staff completed the Functional Needs Support Services Strategy for Martin County. Hazards Vulnerability Assessment of Indian River and St. Lucie Counties for the Post-Disaster Redevelopment Planning project.

Boer, Staff DATE: February 7, 2013 RE: Contract Activities Update Hazardous Materials Emergency Preparedness The 2012/2013 Hazardous Materials Emergency Preparedness grant began October 1, 2012. This grant provides annual funding for hazardous materials related training to the Region s first responders, and for specific planning projects. Please submit any specific training requests to staff. Training During the first quarter of the 2012/2013 contract cycle, the District 10 Local Emergency Planning Committee (LEPC) sponsored one (1) 16-hour CAMEOfm/MARPLOT and Aloha software training class held on October 22-23, 2012. This class was hosted by the Indian River County Emergency Operations Center in Vero Beach. In addition, Captain Joseph Nelson was sponsored to attend the E-Plan Conference in Atlanta, Georgia, October 23-25, 2012. For the second quarter, upcoming classes include three (3) Chemical Suicide for the First Responder to be conducted February 26-27, 2013 in Martin, St. Lucie, and Palm Beach counties. The LEPC Sponsored 5 persons to attend the 2013 Fire Rescue East Hazmat Symposium classes. Planning The planning project for the 2012/2013 grant cycle is the 302 Facility Summary. This entails a complete listing of 302 Facilities that store, manufacture, or maintain extremely hazardous substances on-site. Information will include contacts, locations, inventories, and identification State Emergency Response Commission codes. Hazardous Analyses The St. Lucie County 2012/2013 Hazardous Materials Analysis has been received from the Florida Division of Emergency Management (FDEM). Site visits to Section 302 Facilities began in December and are on-going. Once completed, an update of information to the CAMEOfm software of the hazards analysis for each facility will be forwarded to the counties and to the FDEM. No action required
