Youngsville, North Carolina is a rapidly growing community in southern Franklin County, NC. The Youngsville Fire Department protects a 62 square mile territory from three fire stations, with 8 full time career firefighters, 23 part time career firefighters, and 37 volunteer firefighters. The department is led by a Board of Directors and a Fire Chief and three Assistant Fire Chiefs. The combination department operates as one team with one public safety mission, to provide excellent customer service to those that live in, work in, and visit Youngsville, NC.
Position Overview: The Battalion Chief s primary purpose is to protect the lives and property of the Town of Youngsville and the Youngsville Fire District in a supervisory role and through the use of critical thinking skills, advanced communications abilities, personnel management skills, superior team leadership, and project management accountability. This position provides incident management functions and oversees the daily operations of three fire stations and their subsequent staffing. The position requires a strong leader with experience in fire suppression, incident management, vehicle extrication, hazardous materials, and in leading a team of career and volunteer personnel in high stress situations. The Battalion Chief is expected to manage personnel and daily operations with limited direction from the Assistant Fire Chief level. This position is a Monday through Friday based with occasional after hours and weekend requirements. This is a salary position.

Manages the department s Fire and Life Safety Education Program by ensuring that there is prompt response to public inquires and that fire prevention activities are schedules and assigned as required. 6. Ensures that all hydrant maintenance, hose testing, pre-incident surveys, and ladder testing is accomplished each year. 7. Responsible for ensuring that all daily, monthly, and yearly duties are completed by each Lieutenant and their crew as directed and required. 8. Provides a weekly report of personnel, training, equipment, and facility deficiencies to the Chief Officers. 9. Provides immediate notification to the Assistant Fire Chief of Career Staff of any personnel issues or staffing conflicts, especially when staffing falls below the minimum requirements.

Provides a monthly work schedule to all part-time employees which is to be completed by the 20th of the month prior for each fire station. 11. Shall remain available to fill in on a fire apparatus if staffing levels require the Battalion Chief to move from a command vehicle. 12. Maintains all employee training, medical, and personnel files. 13. Works with the Assistant Fire Chief of Training and Administration on employee physicals, drug testing, and physical fitness assessments. 14. Oversees the quality control of all incident reports and works with the Assistant Fire Chief of Training and Administration on maintaining the Firehouse Software Program. 15. Ensures that all incident reports are entered into Firehouse Software within 48 hours of the incident. 16. Submits monthly incident reporting data to the NC OSFM.

Administers all employee payroll actions to include ensuring that all personnel submit an accurate time card, on time, each pay period. 18. Approves all employee time cards by ensuring accuracy every other Monday by noon. 19. Completes all annual reviews for all career staff. Directly administers annual and periodic reviews to the Lieutenant level. 20. Promptly handles and documents any personnel corrective actions. 21. Participates in and ensures all career personnel participate in a minimum of 1 hour of physical fitness training daily. 22. Participates in and ensures all career personnel participate in a minimum of 1 hour of fire or EMS training daily. 23. Maintains current firefighter, EMT, and officer certifications and training and successfully completes the annual physical fitness testing.

Job Requirements: The minimum requirements for the position of Battalion Chief are: 1. High School Diploma or GED. 2. Some post high school education. 3. 6 years of fire service experience. 4. 2 years of supervisory experience at the Fire Captain level or an equivalent level of administrative and supervisory experience. 5. Certification as an IFSAC Firefighter Level 2. 6. Certification as an IFSAC Fire Officer Level 2. 7. Certification as an IFSAC Hazmat Operations Level 1 Responder. 8. Certification as a North Carolina Emergency Medical Technician. 9. Certification as an IFSAC Driver Operator Pumps. 10. Certification as an IFSAC Driver Operator Aerials. 11. Certification as an NFA Safety Officer. 12. Certification as an IFSAC Fire Instructor Level 1. 13. Current North Carolina Classified B Driver s License.
Job Requirements: The minimum requirements for the position of Battalion Chief are: 14. Certification in FEMA IS 100, 200, 300, 400, 700, and 800. 15. Blood Borne Pathogens Training Completed.
Preferred: The preferred qualifications for the position of Battalion Chief are: 1. Leadership experience in a combination fire department. 2. Associates Degree or higher in a related field. 3. NFA Leadership Series of Courses. 4. Certified Fire Instructor Level 2. 5. Budget management skills.
Required Skills: The required skills for the position of Battalion chief are: 1. General computer knowledge with a proficiency in Microsoft Office, Firehouse Software, and in the use of email and a cell phone. 2. Intermediate math knowledge with the ability to deal with systems of real numbers, practical applications of fractions, percentages, ratios, proportions, and general measurements. 3. Advanced writing knowledge with the ability to write simple sentences containing a subject, verb, and object, and/or a series of numbers, names, and addresses. Advanced ability to communicate in writing via email, memorandum, or to complete business reports as assigned with limited grammatical error. 4. Advanced communication abilities, both written and spoken.
