Staff demonstrate a good awareness of residents likes and dislikes. What the service could do better The service's care plans whilst being of a high standard are not person centred. 1 About the service we inspected Forthbank Care Centre is a care service with 68 places, managed by the HC-One organisation. All en-suite accommodation is provided on two floors of a modern purpose built building, with outside garden space. The service had access to its own minibus transport. Its location was close to community facilities and had easy access to transport links. The aims and objectives of the service were stated as being: 'To provide people with the highest quality of holistic care to allow them to enjoy life to their fullest potential.' The Care Inspectorate regulates care services in Scotland. Prior to 1 April 2011, this function was carried out by the Care Commission. This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011. Requirements and recommendations If we are concerned about some aspect of a service, or think it needs to do more to improve, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service based on best practice or the National Care Standards. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 ("the Act") and secondary legislation made under the Act, or a condition of registration. Where there are breaches of Regulations, Orders or conditions, a requirement may be made. Requirements are legally enforceable at the discretion of the Care Inspectorate." 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection This report should be read ion conjunction with the previous inspection report of November 2012. This inspection was carried out by Leigh Ferguson on the 10th January 2013. During Inspection, evidence was gathered from a number of sources, including: Discussion with the manager and 3 members of staff. Discussion with 3 residents. A review of a range of policies, procedures and records and other documentation included the following: Service Information Registration Certificate 4 Personal Care Plans Minutes of residents meetings Minutes of relatives meetings Minutes of Staff meetings Review meetings All of the above information was taken into account as part of the inspection process and used to assess the performance of the service in relation to the chosen quality statements. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. What the service has done to meet any recommendations we made at our last inspection The service is making good progress with recommendations outstanding. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. Please see previous inspection report. Taking the views of people using the care service into account We spoke to three residents of the service. All were very positive about the care and support they received. Comments included: "I like it, I like it very much. I'm made to feel as if I add something to this place" " The staff are lovely" "The staff are brilliant" "There is always something going on, but I prefer my talking books" "I'm very happy living here". Grade awarded for this statement: 4 - Good Number of requirements: 0 Number of recommendations: 0 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths Since the previous inspection the home has made good progress with renovation works. Lounge areas have been renovated with new furniture purchased. Dining areas have been renovated with new tables in place, and new chairs are awaited. It was found in the last inspection that all bathrooms and toilets in the home were in need of redecoration or renovation. Since that inspection, five toilets have been renovated, two showr rooms have been renovated and a bathroom has been renovated. The work completed is to a good standard. Toilets and bathrooms have been furnished with pedal top bins. Ongoing renovation work will see the remaining toilets and bathrooms renovated by the end of this year. A new housekeeper is in post and work has been done with staff regarding laundry systems, to ensure that infection control measures are met. Areas for improvement Renovation of the home remains ongoing with remaining toilets and bathrooms to be renovated by the end of this year. The internal courtyard remains an area where work is required to bring it up to standard. As part of the ongoing renovation of the home its expected that this work will be completed by summer this year.
