From The Desk of the Military Schools Branch SGM Greetings and salutations! I have been your Military Schools Branch (MSB) Sergeant Major for seven months now. It is a tremendous honor to continue to serve the Soldiers and leaders of this great Army. Since the last publication of this semi-annual bulletin, we have received many concerns and ideas. Because of that, we have illustrated many of them here to provide clarity to the Soldiers and leaders in the field. Since the inception of STEP, we have decreased our backlog from over 10K to a little under 2K. However, the number of deferments that impact cancellations for no shows "due to flags/bars/profiles are NOT getting to HRC in accordance with MILPER Message 16-089. As we move forward, the current policy will be updated to be more descriptive, and those Soldiers who were cancelled for any reason including no show will require the first General Officer (GO) in the chain to endorse a DA Form 4187 in order to be rescheduled for PME. This is not a new requirement, but the language will be written with more clarity. So, leaders and Soldiers, I need your help! Let s identify those ineligible Soldiers that were scheduled for PME by working with your unit S/G-1s and 3s to ensure Soldiers are deferred and the right Soldiers get to school so that seats don t go unfilled. Select Train Educate Promote (STEP) The Ins and Outs of the NCOPDS Scheduling Process BLC HRC MSB only schedules BLC for USAR-AGR Soldiers. Active Component Soldiers need to contact their unit / Installation Training NCOs to be scheduled for BLC. ALC HRC MSB schedules ALC school seats according to promotion points, approximately 90-120 days out. Whoever has the highest promotion points when the monthly update is complete, usually the 9 th or 10 th of every month, will be scheduled first. Soldiers will be scheduled regardless of their current status. If a Soldier is ineligible to attend school, units are required to submit a deferment request with the timeframe the Soldier will be eligible to attend. If you need clarification or have any questions contact the ALC / Functional Training Team: usarmy.knox.hrc.mbx.epmd-alc-functional-manager@mail.mil. SLC Soldiers are scheduled according to sequence number. NCOs will be scheduled within 60 days of release of the Sergeant First Class list. Soldiers will be scheduled based on Army Promotion requirements and promotion sequence numbers. Soldiers will be scheduled regardless of their current status. If a Soldier is ineligible to attend school, units are required to submit a deferment request with the timeframe the Soldier will be eligible to attend. Select Train Educate Promote (STEP) Structured Self-Development Requirement Soldiers Under Semi-Centralized Boards When STEP was implemented on 1 January 2016, it directly linked Structured Self-Development (SSD) to the NCOPDS system. MILPER Message 15-264 states that SPC/CPL s must complete SSD Level 1 and SGTs must complete SSD Level 2 before attaining eligibility for promotion recommendation. As of 26 March 2018, there were 15,078 SPC/CPLs and 15,330 SGTs holding up their career progression because they had not completed their SSD. All Soldiers are registered for SSD Level 1 once BCT is complete, and SPCs are registered for SSD Level 2 the month they are promoted to SGT. Once a Soldier is enrolled and has launched the first module, they are given the appropriate time to complete it. SSD Level 1 must be completed in three years and SSD 2 in two years. If a Soldier is not able to access a module they must contact the ALMS Help Desk at1-800-275-2872. Select Train Educate Promote (STEP) Structured Self-Development Redesign to Distributed Leader Course (DLC) The new DLC will consist of six levels averaging 40 academic hours of curriculum. The projected delivery of DLC I to the force is August 2018 and DLC II to follow in October 2018. Levels III, IV, V, and the new level VI will activate sequentially in 3 to 4 month increments following August 2018. Soldiers currently enrolled in their requisite level of SSD will remain in those courses until they are completed. Course Credit for the Noncommissioned Officer Professional Development System (NCOPDS) Soldiers may receive constructive credit for completed courses listed in AR 600-8-19 para 7-24. For example: The USMC Sergeants Course is equivalent to the Army Basic Leader Course (BLC), therefore, constructive credit will be given with the submission of a valid certificate of graduation. Many requests are received for BLC constructive credit for the USMC Corporal s Course. Based on AR 600-8-19 paragraph 7-24, TRADOC Regulation 350-1 paragraph 2-16 and USASMA, it is not an accepted course. Soldiers requesting constructive credit for completed equivalent courses must submit a valid copy of their certificate of graduation to USARMY Ft Knox HRC Mailbox EPMD NCOES Operations (usarmy.knox.hrc.mbx.epmd-ncoes-operations@mail.mil). Please review below excerpt from AR 600-8-19 paragraph 7-24. a.primary level equivalency: (1)RA- or RC-BLC or TATS C BLC. (2)RA- or RC-Primary Leadership Course. (3)RC- NCO Course and/or Basic NCO Course (prior to 1985). (4)United States Marine Corps (USMC) NCO Course. (5)USMC NCO Basic Course. (6)USMC Leadership Course or USMC NCO Leadership. (7)USMC Staff NCO Advance Course (taught at Quantico, VAonly). (8)USMC Resident Staff NCO Career Course (taught at Quantico, VAonly). (9)USMC Infantry Squad Leader Courses (taught at Camp Pendleton only). The Squad Leader Courses taught at Marine Corp Divisions does not meet BLC program of instruction equivalency requirements. Select Train Educate Promote (STEP) Sunset Clause Soldiers recommended for promotion to SFC on the FY16 list that have not met the SLC completion requirement will be removed from the promotion list effective on the 1st day of the 25th month - in this case, 1 October 2018. Please review attached excerpt of AR 600-8-19 and submit your Exception to Policy request for an extension to remain on the list. Exception to Policy requests must be submitted on the 1st day of the 19th month (April 2018). In the event an official training waiver was received, Soldier(s) will be extended on a one-for-one month basis, not to exceed a total of 36 months. A template DA Form 4187 is included for use, it must be endorsed by the first GO in your chain of command. Once the form is complete and signed by the first GO in your chain of command, submit it to USARMY Ft Knox HRC Mailbox EPMD NCOES Operations (usarmy.knox.hrc.mbx.epmd-ncoesoperations@mail.mil) for review. Mandatory List Integration (MLI) ALARACT 114-2017 Sergeant and Staff Sergeant Promotion Recommended List. Effective 1 May 2018, Soldiers will automatically be integrated into the promotion list. B.., AS THE ARMY TRANSITIONS TO THIS NEW POLICY, COMMANDS MUST BOARD ALL SOLDIERS WHO WILL MEET/EXCEED THE REVISED PZ ELIGIBILITY CRITERIA AND ARE OTHERWISE FULLY ELIGIBLE FOR BOARD APPEARANCE BY THE APRIL 2018 PROMOTION BOARD MONTH. 1.SOLDIERS WHO ARE NOT OTHERWISE RECOMMENDED FOR PROMOTION MUST BE FORMALLY COUNSELED ON WHY THEY WERE NOT RECOMMENDED. COUNSELING MUST IDENTIFY WHAT SOLDIERS MUST DO TO PREPARE FOR INCREASED RESPONSIBILITIES. THE COUNSELING MUST ALSO ADDRESS THE CONSEQUENCES OF NOT BEING INTEGRATED INTO THE PRL; INCLUDING A POTENTIAL BAR TO CONTINUED SERVICE BECAUSE THE SOLDIER IS NONCOMPETITIVE FOR PROMOTION AND DOES NOT EXHIBIT THE POTENTIAL TO SERVE SUCCESSFULLY AT THE NEXT HIGHER RANK. 6.D. HEADQUARTERS, DEPARTMENT OF THE ARMY (HQDA) BAR TO CONTINUED SERVICE. AN HQDA BAR TO CONTINUED SERVICE WILL BE INITIATED AGAINST ANY RA OR USAR (AGR) SOLDIER WHO FAILS TO QUALIFY FOR PROMOTION BOARD APPEARANCE UPON ATTAINING PZ ELIGIBILITY BECAUSE HE/SHE HAS FAILED TO COMPLETE MANDATORY STRUCTURED SELF-DEVELOPMENT (SSD) COURSES. Although integration is mandatory, Soldiers will still need to earn promotion points, as ALC is scheduled for those Soldiers with the highest scores. 6

For example, if there is a requirement to promote seven 68Ws, four 68Js, and two 68Rs for a certain month, Soldiers will be scheduled by MOS and sequence number in a manner that allows all promotion requirements to be met. Soldiers will be scheduled based on Army Promotion Requirements as opposed to solely by sequence number. All Soldiers will be scheduled to attend the Senior Leader Course prior to expiration of the promotion list. 2)Therefore, Soldiers with a CMF with more than one MOS will be re-sequenced by date of rank (DOR) so that every Soldier will stay in the correct sequence by MOS. Per MILPER Message 16-089, Soldiers will not be scheduled out of sequence so we are working hard to ensure Soldiers are scheduled according to their CMF, MOS, and sequence number. 7

FY18 Active Component (AC) & U.S. Army Reserve (USAR) Active Guard/Reserve (AGR) MLC Info The Master Leader Course (MLC) will be a requirement to pin on the rank of Master Sergeant (MSG) beginning with the release of the FY18 MSG promotion board results. Until the list is released, the only MSG & SFC(P) who will be scheduled are those who have been identified as instructors for MLC and have not graduated from the course. All FY18 enrollments will be scheduled by the Military Schools Branch (MSB). It will be comprised of Sergeants First Class who are SLC and SSD 4 graduates and meet the anticipated date of rank (DOR) cutoff for the FY18 board. The list will be sorted by DOR with a percentage coming from the primary and secondary zones being scheduled. There are six active duty locations where MLC is being conducted and where AC and USAR AGR seats are located: JBLM, WA; Ft Bliss, TX; Ft Hood, TX; Ft Campbell, KY; and Ft Bragg, NC. MLC is non-mos specific so Soldiers will be scheduled according to where they fall on the order of merit list (OML) and not necessarily by location. FY17 Regular Army (RA)/United States Army Reserve (USAR) Active Guard Reserve (AGR) SGM Training and Selection Board Announcement Message Have you ever wondered about the scheduling process for the Sergeants Major Course for RA? Or asked yourself what s taking so long to receive assignment instructions and/or ATRRS reservation from the date of release of the FY17 SGM Selection List? Here are the most common two show-stoppers: 1.Suitability Screen: Each selectee requires clearance by means of a suitability screening process established in paragraph 5f of MILPER Message 17-142. All Soldiers selected by the board (SMC attendance) are subject to post-board screening IAW the Army s Personnel Suitability Screening Policy reference AR 600-8-19, paragraph 4-1(h). Normally, this process could take up to 90 days for completion. Therefore, Soldiers will NOT be scheduled to attend USASMC by HRC without written release and/or approval issued by the DCS, G 1 (DMPM) following the post-board screening board (U.S. Army Senior Enlisted Review Board). 2.Exceptional Family Member Program (EFMP): You are required to update the EFMP profile of your family member(s) every 33 months, or when there is a significant change in status. If a family member no longer resides in the household, then a disenrollment needs to be initiated through your local medical treatment facility utilizing a DD 2792. No assignment instructions or ATRRS reservation will be issued until this is updated. Declination of Promotion/Selection: NCOs in the zone of consideration are afforded an avenue to decline consideration by taking action to decline using My Board File (MBF). The board release of the selection list constitutes official notification of assignment instructions to attend the USASMC. Consequently, if a retirement eligible Soldier declines attendance, the provisions of AR 635-200, paragraph 12-9 applies. Non-retirement-eligible Soldiers electing to decline attendance at the USASMC (regardless of the method of delivery) once the selection list is approved and officially released, are required to comply with instructions or, as an alternative, request voluntary separation IAW AR 635-200, paragraph 4-4a. HRC, MSB schedules fully eligible Soldiers NLT 180 days prior to school start date, which is always August of the following year. Priority scheduling for resident attendance is as follows: OCONUS, International Sponsors (ISP), Cadet Command and CONUS Soldiers. 9

Non Resident Course attendance (NRC): Department of the Distance Education Course. Contains three phases of training. Phase 1 and 2 (Distance Learning) and phase 3 (Resident). Phase 1 and 2 instruction method is interactive multimedia instruction. Phase 1 is a maximum of 12 months and Phase 2 is a maximum of 6 months to complete. Phase 3 is delivered as a small group method of instruction and is scheduled for 2 weeks at FT Bliss, TX. Use of the NRC training path will be limited, supporting readiness, medical and/or compassionate instancesonly. Additionally, with this training path, NCOs will only get frocked to SGM when they are in or projected to PCS to a valid SGM/CSM position as determined by HRC SGM Branch. TPU Soldiers appointed to CSM-D are reserved in Non Resident course due to 36 month positioning. Joint Special Operations Forces Senior Enlisted Academy (JSOFSEA): What is the purpose of JSOFSEA? This is a senior enlisted course equivalent to the SMC created to educate senior leaders in the Joint Forces Operations and designed to counter irregular threats in the Joint Operational Environment. However, these are USSCOM managed quotas. Primary target audience is Special Operations Forces (SOF) operators and career SOF enablers and a selected General Purpose Forces (GPF). RC Soldiers are not authorized to attend JSOFSEA as this is an RA course. USASMA Processing Procedures RA, TPU, IMA, AGR Deferments, Disenrollments, and Dismissals Below are descriptions of the three types of actions Soldiers can request once reserved/enrolled in the Sergeants MajorAcademy. A. Deferment: Rescheduling the resident phase of the course for reasons beyond the control of the individual. Deferment requests are determined without prejudice and students are eligible to reenroll in the resident phase once conditions no longer exist. Deferment considerations are identified on the following page. 10

Disenrollment: Removal from the course before distance learning phase(s) are complete. Reasons for disenrollment are beyond the control of the individual. Disenrollment requests are determined without prejudice and students are eligible to reenroll once conditions no longer exist. Disenrollment considerations are as follows: 1) Administrative 2) Medical 3) Compassionate (first GO in chain of command) 4) Operational 5) Retirement C. Dismissal: Removal from the course before course completion for adverse or administrative reasons. Student s dismissal considerations are as follows: 1) Failure to attend resident phase 2) Misconduct 3) Lack of Progress Dismissal (LOPD) 11

Besides the 4187, provide additional documentation to support the request. a) a. Medical requests will include a DA Form 3349 (profile), and/or a letter from the treating physician stating when the Soldier can return to full duty. b) b. Operational requests will include Soldier's mobilization/deployment orders with any additional supporting documentation. c) c. Compassionate requests follow criteria in AR 614-200, para 5-10. Signature authority is First General Officer in the Soldier s Chain of Command. d) d. Voluntary disenrollment requests (administrative) will include MFR from student stating the why, and two DA Form 4856s with CSMs in chain-of-command stating the career ramifications of this type of request. e) e. Voluntary Retirement requests will include a copy of the retirement orders. For RA Soldiers, the retirement memo signed by HRC Retirement and Separations Branch will suffice. 2.The packet must be sent to your component POC for processing (HRC, Military Schools Branch RA Manager or RC Manager). 3.RA or RC component manager will submit the packet to the SMNRC Deputy Director for review and processing. 12

Strategic Broadening Seminars The HQDA Strategic Broadening Seminar (SBS) program is an Army Chief of Staff (CSA) approved broadening opportunity for senior noncommissioned officers. The purpose is to educate, enhance, and develop an appreciation for the complex contemporary security environments future senior leaders need to lead Army, joint, interagency, and multinational task forces and teams (CSA strategic priorities, waypoint 2). The diverse curriculum and unique characteristics of each SBS host will challenge attendees to think critically and creatively. Participants attend daily classes/lectures taught by supporting and related institutions. The academic work load will culminate in a capstone project for presentation to a senior Army leader. Every effort will be made to align selectees with platforms which support both intellectual and geographic broadening. These seminars will be open to senior NCOs (SFC-CSM) during the spring, summer, and fall semesters. Each location will offer resident stays or locations near the institution s campus. Selected members will serve in either a TDY & return or enroute status with funds provided by the Army G-3/5/7 and executed by the Combined Arms Center. The SBS panel at HRC will select NCOs and notify them via email from a representative in the Army G3/5/7. Training With Industry The Training with Industry (TWI) Program is a work-experience program designed to provide extensive exposure to managerial techniques and industrial procedures within corporate America for competitively selected officers and noncommissioned officers. Training received is normally not available through the military school system or the civilian university system. Following the participants' tenure at the commercial company, Soldiers are placed in a validated utilization assignment for two years. Participants also incur an active duty service obligation of three for one, computed in days.
