Ongoing actions MaKCs The Agency operates a learning management system called Maritime Knowledge Centre system (MaKCS). This system allows tailoring the e-learning needs of any particular community by managing and developing specific contents (Distant Learning Packages - DLPs). The MaKCs makes also possible the monitoring of the performance of the users, in the way that reports can be extracted with the performance of the users. It would be also possible for users to obtain a certificate attesting the completion of a particular course. elearning through MaKCs has been made available to 80 States around the world under various programmes and policies. 13

New article in EMSA Founding Regulation Article 2b European cooperation on Coast Guard Functions The Agency shall, in cooperation with the European Border and Coast Guard Agency and the European Fisheries Control Agency,.., each within their mandate, support national authorities carrying out coast guard functions at national and Union level and, where appropriate, at international level (c) building capacity by drawing up guidelines and recommendations and by establishing best practices as well as by providing training and exchange of staff; 22
