About the host Established since 1977, IEEE Thailand Section was set up by gathering the signatures from IEEE members in Thailand and forwarded to IEEE Head office for approval. IEEE approved the petition in November 1977, followed by the formation of IEEE Computer Society Thailand Chapter. Thailand Section By-laws were prepared by the Executive Committee and approved by the Region 10 Director in 1980. In 2009, IEEE Thailand Section celebrated its 125 years and organized the conference Engineering the Future. The Section aims to promote the number of members and it is significantly increasing. 6

In summary, Thailand is the center of Asian countries for advancing the Autonomous Decentralized System (ADS) in research and several plans of developing ADS. Moreover, there are many researchers and engineers being interested in ADS. Now Bangkok has been well advancing rapidly and it has the important roles of the global activities on technology and business. 11
Chulalongkorn University is celebrate the 100 th - year anniversary in 2017, and not only the university but also the government strongly expect to communicate with the international community, ISADS. Our team has experiences in organizing major IEEE conferences such as IEEE R10 Meet 2013, TENCON 2014 and ISGT Asia 2015. The program chair, Thavatchai Tayjasanant, is also an IEEE Thailand Section secretary who has connections with various organizations in Thailand. 12

Proposed Registration Fees IEEE Thailand Section has established the realistic cost base and fundamental assumptions. The objective is to encourage access by providing affordable registration fees. Yet, the financial performance of the conference hinges upon registration income and exhibition sales.
