BACKGROUND Torres and Cape Hospital and Health Service (TCHHS) is the most northerly of Queensland s Hospital and Health Services and covers over 158,000km 2 across 13 local government areas from north of Mossman Gorge to the southern border of Papua New Guinea. TCHHS is one of Australia s largest providers of health services to Aboriginal and Torres Strait Islander people. TCHHS has approximately 800 employees and supports a wide range of healthcare providers including outreach teams, visiting specialists services and shared-care partnerships with external health service partners such as the Royal Flying Doctor Service (RFDS) and Apunipima Cape York Health Council (ACYHC). These include but not limited to: recruitment, education, rostering and payroll, PTSS, complaints handling, audits, quality improvement projects, education and human resource management. The Clinical Nurse demonstrates competence in the provision of nursing and/or midwifery care as specified by registration requirements, NMBA standards and codes, educational preparation, relevant legislation and context of care and reports professionally to the Nursing Unit Manager of Cooktown Hospital. They have specialised clinical expertise, greater experience and specialised skills in clinical care, leadership, management, education and or research. About the role The Key accountabilities of the role are: Professionally and operational this position reports to the Nursing Unit manager. This position s primary responsibilities are to ensure that comprehensive primary health care is appropriate and readily available to the members of the public through: (a) An ongoing commitment to lifelong learning and the use of research to underpin, quality process development enabling a mature systems approach to enhance better integration of best practice models of care. (b) By establishing robust stakeholder relationships both internal and external to Queensland Health to streamline the continuous timely delivery of health services to communities and (c) An enduring commitment to understand the needs of health consumers undertaking the patient journey and to build a culture that supports participatory decision making to equip and empower the patient towards independent management of their health needs. Clinical Nurse 6.2 ref EB9 and Key Responsibilities - LINK: Practice Domains Practice Domain 1: Direct comprehensive care or provision of direct care (accountability / responsibility) a. Accountability/Responsibility Accountable for NMBA and own standards, actions and the outcomes of own nursing/midwifery practice, professional advice given and for activities delegated to a registered nurse/registered midwife, enrolled nurse or unregulated healthcare worker. Accountable for the delivery of safe clinical practice and professional advice. Responsible for the maintenance of their portfolio as set out by Nursing Unit Manager. Works collaboratively with a Nursing Unit Manager to create a positive practice environment that achieves best practice outcomes for recipients of primary and acute healthcare services Provide clinical and professional leadership. Contribute to TCHHS key objectives and performance indicators. b. Skills and Knowledge Demonstrate specialist knowledge, experience and clinical skills in relation to Patient and staff management. Demonstrate specialist knowledge, experience and clinical skills in relation to rural and remote area health service. Demonstrate higher level of contemporary nursing/midwifery knowledge practice and theory than a Nurse Grade while providing support and direction to registered nurses/registered midwives, enrolled nurses, unregulated healthcare workers and other healthcare workers. Utilise and apply the principles of contemporary human, material and financial resource management for the multidisciplinary environment in consultation with Nursing Unit Manager.

Hold and maintain advanced clinical skills, Nurses with additional authorisation such as RIPRN are able to use this in relation to their Practice Scope and/or Primary Clinical Care Manual (2016). c. Role in Clinical Care Apply advanced clinical knowledge and skills in coordination or participation in the delivery of direct and indirect clinical care. Work with and support the Nursing Unit Manager to maintain Quality, Safety and staff satisfaction and retention by assistance in administrative duties as set out by Nursing Unit Manager. These duties will include but not limited to: o Recruitment of staff o Human Resource processes o Audits including Queensland Bed Audit o Assisting with rosters and AVACs o Education and orientation of staff Use evidence-based clinical practice to facilitate positive outcomes for recipients of TCHHS. Integrate and translate the principles of contemporary nurse/midwifery education into practice. Monitor quality activities against agreed standards and initiate the development of quality benchmarks to measure service performance and outcomes for recipients of TCHHS. Consult and provide nursing/midwifery advice on the development and application of quality and risk management frameworks. Monitor and reports emerging trends and respond as relevant in consultation with others. Identify and conducts quality improvement activities in collaboration with Nursing Unit Manager. c. Mentorship Provide support, guidance, mentoring, preceptorship, role modelling and promote coordination and collaborative teamwork. Management Participate in contemporary human, material and financial resource management in collaboration with Nursing Unit Manager. Mandatory qualifications/professional registration / Other requirements The essential requirements for this role are: Appointment to this position requires proof of qualification and/or registration/endorsement with the appropriate registration authority or association. Certified copies of the required information must be provided to the appropriate supervisor/manager, prior to commencement of clinical duties. Current registration with the Australian Health Practice Registration Authority (APHRA) as a registered nurse and current practising certificate is mandatory. Annual Mandatory training requirements for TCHHS including but not limited to: o BLS, Fire Safety, Patient Handling Techniques, Personal Protective Equipment (PPE) Tertiary qualification in Nursing or working towards is highly desirable. RIPRN or similar qualification or working towards is highly desirable This will be a Monday to Friday working role. This position requires the incumbent to operate a C Class drivers Licence. An appropriate licence endorsement to operate this type of vehicle is required. Proof of this endorsement must be provided before commencement of duty.
