Policy Review vember 1, 2017 Policy items reviewed and presented are as follows: SECTION 2.00 - PERSONNEL Policy 2.01, Personnel Policy 2.02, Continuing Education Staff Recommendations: Policy 2.00 of the Boise Public Library policy manual is presented to the Library Board for review. Staff has no recommended changes to this policy and is included in the meeting packet for purposes only, unless the Trustees direct changes.
Document Type: Number: Effective: Revised: Policy 2.01 03-01-11 12-02-15 PERSONNEL The Board follows the personnel policies of Boise City, as outlined in the Boise City Employees Handbook. The Board has sole responsibility for hiring, supervising, and evaluating the Director, who serves at the pleasure of the Board. Nevertheless, the Board expects members of the Library's management to bring serious concerns related to the Director's job performance to the attention of the Board. These concerns would include: I) job performance that clearly does not meet the job description or job performance standards adopted by the Board; 2) intentional actions by the Director that circumvent the written library policies as adopted by the Board; 3) the creation of a hostile, harassing, or threatening work environment whether as an ongoing practice or a single incident; 4) unethical or illegal actions or behavior. The Director and supervisory staff have the authority to dismiss any library employee whose attitude, professional ethics and conduct, or performance of duties make such action advisable. The Director and supervisory staff shall follow the personnel policies of Boise City when exercising this authority, as outlined in the Boise City Employees Handbook. Document Type: Number: Effective: Revised: Policy 2.02 03-01-11 03-01-11 CONTINUING EDUCATION The Board encourages the personal and professional development of staff members through participation in civic, educational, and professional organizations. Attendance at library institutes and the conferences of library associations may be financed within the restriction of the Library's budget. Insofar as it is feasible, attendance at conferences will be rotated among eligible staff members. All non-probationary members of the staff, regardless of job classification, are eligible to apply for permission to attend work-related conferences, workshops, and classes on library work time. Exceptions for introductory or temporary staff may be made at the discretion of the Director or desi gn ee. Opportunities for training will involve as many people on the staff as feasible given budgetary and staffing constraints. Priority will be given to training that supports Library strategic plan activities and/or supports an individual employee's approved performance plan for work-related training.
MEMORANDUM OF AGREEMENT Between THE CITY OF BOISE CITY and THE LOG CABIN LITERARY CENTER, INC. THIS MEMORANDUM OF AGREEMENT, hereinafter the "MOA," is entered into this day of vember, 2017, by and between the city of Boise City {"Boise City"), through the Boise Public Library {"Library"), and the Log Cabin Literary Center, Incorporated {"the Cabin") for the purpose of providing writers to participate in a writing exhibit and art installation known as Vox Poplar at the Bown Crossing branch of the Boise Public Library. WHEREAS, Boise City operates a branch public library at Bown Crossing; and WHEREAS, the branch library at Bown Crossing features an art installation known as Vox Poplar which includes a typewriter upon which writers create written works through an open and interactive process with Library patrons; and WHEREAS, in April 2017, the Parties entered into an agreement whereby the Cabin agreed to select and provide qualified writers to operate Vox Poplar. NOW THEREFORE, for good and valuable consideration and in exchange of the mutual covenants herein contained, the receipt and sufficiency of which is hereby acknowledged, Boise City and the Cabin agree as follows: 1. The Parties agree to extend the April 2017 MOA, which is attached hereto as Exhibit A, until September 30, 2018. 2. All terms and conditions of the April 2017 MOA shall remain in full effect with the exception of Paragraph F. which is hereby amended as follows: Paragraph F was: "Compensation. The City of Boise will pay the Cabin a fee of one thousand eight hundred and fifty-five dollars ($1855.00) for services rendered. Payment shall be made within thirty days of receipt of an invoice for services by the Cabin." Paragraph F is now: "Compensation. The City of Boise will pay the Cabin a fee of four thousand one hundred fifty dollars {$4150) for service rendered. Payment shall be made within thirty days of receipt of an invoice for services by the Cabin." 3. Any outstanding services to be performed under the April 2017 MOA shall be completed before additional payment is made by the Library to the Cabin.
