About the OECS The Organisation of Eastern Caribbean States (OECS) came into being on 18 th June, 1981 Mission of OECS is to be a Center of Excellence contributing to the sustainable development of OECS Member States by supporting their strategic insertion into the global economy while maximizing the benefits accruing from their collective space OECS comprises 9 Eastern Caribbean countries OECS is administered by a central Secretariat located on Morne Fortune, Castries, Saint Lucia For more information visit www.oecs.org
Background Sustainable Energy is one of the thematic areas that has been identified as a priority by the OECS Ministers of Environment Following the 12 th meeting of the Ministerial Environmental Policy Committee, a mandate was given to OECS Secretariat to develop approaches for improving the performance of the energy sector of the OECS
Background The Ministers requested that the OECS Secretariat prepare a recommended policy and public awareness strategies on energy management At a Special Meeting on the Economy held in St. Kitts, Heads of Government of the OECS member countries charged the Secretariat to consider, inter alia, a clear and strategic energy policy as part of a stabilisation, stimulation & transformation package for the economies of the member countries of the OECS
Background The instructions were specific to increasing economic competiveness of the member countries of the OECS In order to fulfil the mandate given, the OECS Secretariat has embarked on a plan to develop a sub-regional sustainable energy programme As one initiative of this plan, the OECS Secretariat is applying a technical assistance grant from the CDB to assist in meeting the cost of consultancy services to implement the Sustainable Energy Technical Assistance (SETA) for a Competitive OECS project.
Overview of SETA SETA will provide consultancy services to develop instruments which will inform and facilitate the implementation of a sustainable energy programme for the OECS member countries Specific policies for energy conservation and management in OECS member countries will be developed within the context of comprehensive energy policies and strategies and as part of an overall cost-reduction programme for the entire energy sector The work done in the area of policy development at the national level will provide the basis for the work to be completed by SETA SETA is funded by a technical assistance grant from the Caribbean Development Bank (CDB) of an amount just over USD1.5M with in-kind contributions from the OECS Secretariat and member countries
