Horn and Vinciguerra Case Demands Lorenzo Vinciguerra Ewold Horn The Philippine and the American armies have to withdraw. The local private armies of the local governments of Basilan, Sulu and Tawi-Tawi (BASULTA) have to be dissolved and the three (3) Governors be held accountable.
