National Health IT Week 2012 Congressional Asks Announced The Annual HIMSS Policy Summit provides an opportunity for HIMSS members and others to learn about current health information technology public policy issues and meet with Members of Congress and their staff to raise awareness of important issues concerning health IT policy. Each year, a task force of HIMSS member volunteers develops Congressional Asks, which are then approved by HIMSS Public Policy Committee and reviewed by the HIMSS Board of Directors. These Asks are the essential messages presented to Congress during the annual HIMSS Public Policy Summit Day on the Hill, and provide talking points used by HIMSS throughout the year. ONC Announces Consumer Health IT Summit During National Health IT Week The Office of the National Coordinator for Health IT (ONC) has announced that it will host the 2012 Consumer Health IT Summit at HHS headquarters in Washington DC on September 10th, the first day of National Health IT Week. ONC says that Last year 1,400 people tuned in to the Consumer Health IT Summit to hear about new public and private sector efforts to make health information more easily available to consumers and to engage them in using their data to improve their care and well being. This year s event will feature remarks from Todd Park, U.S. Chief Technology Officer and Farzad Mostashari, National Coordinator, Office of the National Coordinator for Health Information Technology, and announcements about new policies and federal initiatives. Congressional Affairs Obama Signs Comprehensive Veterans Bill into Law; Includes Telemedicine Earlier this week, President Obama signed into law H.R. 1627, the Honoring America's Veterans and Caring for Camp Lejeune Families Act of 2012. Of particular interest to the health IT community, the bill contains language that encourages expanded use of telehealth to improve the healthcare delivery system for veterans. GAO Reports on Characteristics of Providers Receiving Incentives in 2011 The Government Accountability Office (GAO) has published a report on providers that participated during the first year of the Medicare EHR program. Among the findings highlighted in Number and Characteristics of Providers Awarded Medicare Incentive Payments for 2011, the largest proportion of Eligible Hospitals receiving incentive payments in 2011 were located in the South, and the lowest proportion were located in the Northeast. In addition, Eligible Professionals who had previously participated in CMS s electronic prescribing program were almost 4 times more likely to have been awarded an incentive payment than those who had not participated in the electronic prescribing program, and professionals who had signed an agreement to receive technical assistance from a Regional Extension Center were more than twice as likely to have been awarded an incentive payment. Federal Affairs ICD-10 Compliance Delay Rule In Review by OMB The final rule for Administrative Simplification: Standard Unique Identifier for Health Plans and ICD-10 Compliance Date Delay was submitted to the Office of Management and Budget for review on August 8th, usually the final step before publication in the Federal Register. OMB has up to 90 days to review the rule. and Remittance Advice Transactions According to a press release, In combination with a previously issued regulation, the rule will save up to $9 billion over the next ten years. The regulation adopts operating rules for making health care claim payments electronically and describing adjustments to claim payments. The rule released today is effective immediately. The comment period closes on Oct. 9, 2012. The compliance date for operating rules for the health care electronic funds transfers and remittance advice transaction is Jan. 1, 2014. Connect with HIMSS Expand your network by connecting to HIMSS on these social media sites: SAMHSA Announces Funding for Health IT The Substance Abuse and Mental Health Services Administration (SAMHSA) has announced more than $4 million in new grants for health IT in six communities across the nation. A press release explains, The use of HIT, including web-based services, smart phones, and behavioral health electronic applications (e-apps), will expand and/or enhance the ability of providers to effectively communicate with persons in treatment and to track and manage their health to ensure treatment and services are available where and when needed. Grantees will use technology that will support recovery and resiliency efforts and promote wellness. Click the link for additional details. Department of Defense (DoD)/Veteran's Administration (VA) Interagency Program Office (IPO) Release RFI on iehr Joint Immunization Capability The iehr Joint Immunization Capability Request for Information (RFI), issued by the DOD/Veteran's Administration (VA) Interagency Program Office (IPO), is seeking potential vendor solutions and approaches on how to acquire a shared capability to document, monitor, forecast, and report immunization information for DOD and VA beneficiaries. Specifically, the IPO is requesting market information on proposed approaches on shared capability to document, monitor, forecast, and report immunization information for DOD and VA beneficiaries. New ONC Consumer Video Focuses on Health IT Benefits A new animated video from the Office of the National Coordinator for Health IT (ONC) explains the benefits of widespread adoption of electronic health records (EHRs). This new video is one of several efforts by ONC s newly created Office of Consumer ehealth to help convey the benefits of health IT and other consumer e-health tools to spur patients and families to ask for electronic access to their health record, and to use technology to better manage their own health or that of a loved one. Released and Anticipated Regulations for 2012 Several Notices of Proposed Rulemaking (NPRMs) have been released and more are anticipated to come from CMS and ONC in coming months. This chart is regularly updated to outline the regulations, the agency from which they will be administered, and the date by which public comments are due to the government. State Affairs Massachusetts Moves Forward With Statewide HIE Massachusetts announced it is moving forward with its statewide Health Information Exchange, utilizing a $16.9 million dollar federal grant from the Centers for Medicare and Medicaid Services. This exchange will serve as a statewide health care information highway, that will connect every payer, provider, and patient to a single technology backbone, said Secretary of

Health and Human Services Dr. JudyAnn Bigby. This will create the infrastructure providers and hospitals need to move towards a more integrated, global model of care. Click the link for more. Seeking Volunteers for Launching Interoperability, Standards & Information Exchange enewsletter HIMSS is seeking volunteers in FY13 to serve as authors, content experts, contributors, and editorial board members for a new monthly enewsletter that will focus on interoperability and standards leading to health information exchange, and is scheduled to launch in October 2012. In addition to article submissions and review, additional responsibilities of team members will include identifying guest authors outside the team, as well as monitoring the newsletter performance scorecard. The time commitment involved will include an initial strategy and planning session, a monthly teleconference with HIMSS staff and other team members, and your own publication responsibilities each month. This team will be a joint effort under the auspices of the HIE Committee and the newly forming Interoperability & Standards (I&S) Committee.
