Applicant Guidelines Background Application Guidelines The National Dementia Office (NDO) was established in 2015 to oversee the implementation of the Irish National Dementia Strategy. It sits within the Social Care Division of the Health Service Executive (HSE). As part of the implementation of the National Dementia Strategy the NDO in 2017 convened a project to develop a Dementia Post-diagnostic Support (PDS) Framework and a National Steering Committee was established to support this work. The aim of the project is to address the identified support and care gaps for people after they receive a diagnosis of dementia. As part of the PDS pathway project funding was secured from Dormant Accounts to fund a number of post-diagnostic initiatives. One of these is the Dementia Post-diagnostic Support Grant to promote and enable more extensive delivery of post-diagnostic support interventions and programmes to people with dementia and family carers. The Dementia Post-diagnostic Support Grant covers salary costs specifically to deliver cognitive stimulation, cognitive rehabilitation and/or dementia psycho-education programmes. Other costs attributed to running the programmes will need to be covered by the organisation in which the applicant is based. The grant is aimed at health and social care professionals or specially trained personnel who can demonstrate that they have the required skillset to deliver one or more of these interventions/programmes. Type of intervention/programme Cognitive Stimulation Therapy Cognitive Rehabilitation Therapy Dementia Psychoeducation Programmes Definition Cognitive stimulation has been described as a cognitive-based non-pharmacological intervention that targets cognitive and social functioning (Clare et al, 2003). The intervention is usually undertaken in a group setting or with the family caregiver (Onder et al, 2005), and the activities included in the programme address general stimulation of cognitive abilities (Clare and Woods, 2004). Cognitive rehabilitation refers to an individual approach of improving functioning in the everyday context rather than enhancing performance on general cognitive tasks (Bahar- Fuchs et al, 2013). People with dementia and their carers work together with a health professional over a number of sessions to identify personally relevant goals and devise and implement strategies for achieving these. These are programmes for people with dementia, which can also include family carers, provided shortly after the person receives a diagnosis. Generally delivered across six to ten weeks, sessions can address topics such as understanding dementia; coping and adapting to symptoms; emotional wellbeing; sign-posting etc. 3
The grant call opened on the 3 rd of April 2018 and will close on the 25 th of May 2018 at 5pm. Please note that this is a once-off grant call and a limited number of 18 awards will be distributed in 2018. Eligibility Criteria The funding call is open to Health and Social Professionals and appropriate trained personnel who are working with or who would like to begin working with people living with dementia and their families and family carers. Applicants must: Be employed by the HSE or by an organisation which has a Section 38 or Section 39 agreement with the HSE; Demonstrate the required qualifications to undertake the proposed intervention/ programme or Outline the mechanism by which they will employ personnel with the required qualifications to undertake the proposed intervention/programme; Have the support of their line manager and Head of Department; Ensure applications do not exceed 25,000*; Apply for only one grant of up to 25,000. *Applications over 25,000 will not be considered and will automatically be disqualified. A number of grants from the same organisation may be submitted for consideration but it is advisable to coordinate proposals at an organisational and Community Health Organisation level where possible. Specific weighting of criteria for assessing proposals The following weightings will be used to assess proposals: Clarity and realism of overall proposal in delivering interventions/programmes (15%) Evidence of required expertise to deliver interventions/programmes (10%) Evidence of capacity to implement interventions/programmes (10%) Promotion of key principles of the National Dementia Strategy (10%) Realistic, timed plan to meet stated objectives of the interventions/programmes (15%) Use of national and international evidence of best practice in design of interventions/programmes (10%) Capacity to sustain and grow the interventions/programmes beyond the lifetime of the grant (15%) Cost effectiveness and value for money (15%) 4
Condition of the grant The delivery of the intervention/programme must be overseen by a suitably qualified professional(s). Successful candidates will be required to submit key performance indicators and to regularly report to the National Dementia Office. Timeframe This grant call will remain open until 5pm on the 25 th of May 2018. A comprehensive review process of applications will be undertaken. Successful applicants will be informed in August 2018, with funding allocated in September 2018.
