SYNOPSIS: Changes the tour length for Turkey to a 12-month unaccompanied tour for both military and civilian personnel except those assigned under Chief of Mission (COM) authority or under one of the Security Cooperation Organizations (SCOs). There are exceptions on a case-by-case basis for civilian employees at Incirlik and civilian employees and uniformed members in Ankara, until completion of tour but not later than 31 August 2017. 2. The attached revision is forwarded for information purposes only. No coordination or comments are required. 3. This revision was initiated by OSD/OEPM. 4. These changes are scheduled to appear in the JTR, dated 1 November 2016. 5. This determination is effective on 21 September 2016. 6. This exception expires 31 August 2016. For employees assigned to Incirlik AB, the Commander, U.S. Air Force in Europe must issue an exception on a case-by-case basis. For employees assigned to Ankara, the exception applies until completion of their current tour, but no later than 31 August 2017.

Under Phase 1, the tour length for the six key billets immediately changes to 24/15. Under Phase 2, the tour length for 56 additional positions change to 24/15 starting with the summer 2015 rotations and under Phase 3, the tour length for the remaining positions change to 24/15 starting with the summer 2016 rotations.
