Status Prior to Sentinel Asia System Operation in Sri Lanka Sri Lanka did not have national space technology supported programme and therefore no satellites owned Remote Sensing data acquired by using bi-lateral agreements and from commercial sources. However there was no facility to acquire near real time satellite imageries and therefore, difficult to utilize space technology for emergency situations.

Summary of Sentinel Asia Operations in Sri Lanka Ministry of Disaster Management is member of Joint Project Team (JPT) since 2008 Disaster Management Centre officially started SAS Operations since February 2009 There are 05 emergency observations been conducted: 04 -successful operations 01 un-successful operation Became Data Analysis Node (DAN) in 2010 WINDS receiver has been established in 2011 Sentinel Asia regional server under development 2011

SAS Operation in Sri Lanka - Objectives Use satellite imageries for proactive identification, monitoring and near real time tracking of disaster event. Use space technological application for emergency response and response planning. Apply remote sensing techniques for rapid event mapping, damage assessments. Identify disaster prone areas, with vulnerable elements exposed to each hazards geographically, and produce vulnerability and risk maps / profiles for decision making process in development planning.

Way Forward Develop thematic map products in the case of emergencies to understand the ground situation Setup a GIS server with disaster affected information in order to make more comprehensive analysis Conduct workshops for administrators, disaster managers from national to local level

Challenges / Issues Peak time of image acquisition difficult to predict. Difficulty of acquisition near real time satellite data, specially Radar imageries Usability of map products developed by emergency observation needs to make awareness of policy makers, national regional, local level administrators, disaster managers

Conclusion Protocol has been developed to acquire satellite imageries in emergency situation within 48 hours Data Analysis Node (DAN) has been initiated to analyze imageries Dissemination mechanism is under developing to ensure efficient usage of emergency maps

towards a safer Sri Lanka
