Activity Summary Objectives and the corresponding activities for this month: 1. Adoption of specific hydro-meteorological disaster preparedness and mitigation measures to manage hydro-meteorological disaster risk by stakeholders in Dagupan City. Forum on Opportunities and Challenges for Disaster Studies Lecture on CBDM PROMISE Experience for UP Geo Class Child Protection in Emergency: Philippine Context Education Cluster Meeting in Unicef Oxfam Partners Meeting

Activities Forum on Opportunities and Challenges for Disaster Studies The Forum on Opportunities and Challenges for Disaster was held last August 8, 2008 at the College of Social Work and Community Development UP Diliman. There were more than eighty participants. It was attended by various NGO s, students and teachers from different colleges, people s organization, UNICEF other institutions. The highlights of the forum were the sharing of Prof. Greg Bankoff and Prof. JC Gilliard on the opportunities and challenges for disaster studies; another was the advocacy of mainstreaming DRR in the college curriculum. CDP along with the Training Learning Circle, UP CSWCD, PINGON, Christian Aid and UNICEF spearheaded the event. Lecture on CBDM PROMISE Experience for UP Geo Class Prof Gilliard asked Ms. Mayfourth Luneta to share on Community Based Disaster Risk Management to his Geology Class to have an appreciation of the topic and to challenge students to be a part in serving the community. Ms. Luneta gave the lecture last August 13, 2008 showcasing the Dagupan CBDM experience. The discussions were rich and inspiring. The need of having a relevant disaster information management system was discussed (having participatory GIS). The students showed interest on how their work can help the community. The possibility of having a partnership in helping out with the DIMS was considered. Child Protection in Emergency: Philippine Context Pre test CDP run the Pre test of the Training on the Child Protection in an Emergency in the Philippine Context in Daet, Camarines Norte from August 25-29, 2008. Ms. Luneta and Ms Grace Molina of CDP were both facilitators and resource persons (along with other consultants and resource persons) of the said training. Ms. Luneta shared about the CBDRM framework. The CBDRM experiences in Dagupan City were highlighted especially the child oriented DRR activities. Preparation for Regional MDRRG CDP during this month had rigorous preparation for the Regional Mainstreaming on Disaster Risk Reduction and Governance. Administrative and logistic concerns and coordination were done by CDP for the said event. This will be done in Sulo Hotel on September 1-5, 2008. Gathering Materials for Barangay CBDRR Training in Dagupan City Ms. Luneta gathered resource materials, handouts and posters for the Barangay CBDRR Training in Dagupan City and for other public awareness campaign. The DRR IEC materials were the following:

31 earthquake preparedness posters from Phivolcs 31 typhoon early warning system from PAG-ASA assorted fliers from PAGASA and Phivolcs 40 books and DVD of Oxfam Good CBDRM Practices from Oxfam. Education Cluster Meetings The Education Cluster Meetings last August 11 and 19, 2008 reminded the PROMISE Team and National Dep Ed on the collaboration of transporting the donated educational materials (books on different subject areas) from Pasig City to Dagupan City. Dep Ed National thru Ms. Candy de Juan will request from Mayor Fernandez to provide a truck to transport the said materials. The said donation was brought about by the recommendation of CDP to the Educ cluster during the Cosme Typhoon Assessment. Initial donation was already distributed last month. Meeting with Ms. Emma Molina Ms. Emma Molina, the focal person of Dagupan City for Project Promise went to CDP to meet Ms. Luneta regarding the revised schedules for the extension of Promise project. The refresher course for trainers on CBDRM was postponed as well as the training for the 23 Barangay due to continuous raining (and probability of having an emergency due to release of water from San Roque Dam). The schedule then was reset next month. During the meeting the selection of participants from the eight pilot Barangay and the head of the Association of the Barangay Captains in Dagupan City were considered to be representatives for the Community Based DRR National Conference initiated by the Philippine Training Learning Circle CBDRM. Materials also for the CBDM training collated by Ms. Luneta were brought by Ms. Molina to Dagupan City. Oxfam Partners Meeting Last August 8, 2008 in the morning, Ms. Luneta attended the Oxfam Partners Meeting. The meeting aimed to map the areas of their active partners to assess and strengthen networking, collaboration and complementation. Ms. Luneta submitted the hazard maps of Dagupan City as well as the CBDRR activities done in PROMISE project. Hope Philippines - CDP s new partner in Child Oriented CBDRR Hope Philippines was trained last August 6 and 7, 2008 on CBDRM. This organization focused on Children during disasters. They were taught on Child Oriented Participatory Risk Assessment and Planning and other CBDRR concepts and skills to help them in their services. In return, they will produce a simple puppet show on DRM for kids which can be used for advocacy for children in schools and in the community. In the future, this can help the PROMISE project in its advocacy in the educ sector in Dagupan City.

Next month activities Plan Regional Course on Mainstreaming Disaster Risk Reduction and Governance Write shop and Community Based Disaster Risk Reduction Conference Community Based DRR National Conference Refresher Course on CBDRR for the TWG for their training of 23 barangay CBDRM Training for the 23 barangay B. Issues encountered and solutions The Refresher Course for the TWG as well as the CBDRM Training for the 23 barangays were postponed due to continuous raining (releasing of water from the dam) and probable declaration of Warning Level 1 or 2.
