Request for Proposal (RFP) for Carpark Management System SPD (Formally known as The Society for the Physically Disabled) requests for Proposals for the installation and maintenance of a Carpark Management System at the SPD Ability Centre, 2 Peng Nguan Street, Singapore 168955. A. GENERAL INFORMATION Proposers are to take note of the Terms of the RFP which will form part of the Terms of the Contract. 1. The RFP documents can be downloaded from SPD s website, www.spd.org.sg/rfp, from 18 May 2015 onwards. 2. A briefing and site visit will be held on 27 May 2015 at 10am at 2 Peng Nguan Street, SPD Ability Centre, Singapore 168955. All proposers are encouraged to attend. 3. The duly completed proposal forms, together with all required documents, shall be scanned (PDF format) and submitted via email to tender@spd.org.sg. 4. The deadline for the submission of proposals is 4 June 2015 at 5pm sharp. Request for extension would not be entertained and late submissions would not be considered. 5. All documents submitted must be legible and bear the proposer s signature and organisation s stamp on every page. 6. Any errors must not be white-out with correction fluid or tape but shall be neatly cancelled, corrected and initialed against by the proposers as otherwise the proposal shall not be considered. Any proposal form not properly filled or completed shall also be rejected and may cause the proposal to be void. 7. The proposers shall state all fees and charges payable by SPD for the Carpark Management System. 8. Words importing the singular shall, where applicable include the plural and vice versa, and works importing the masculine gender, where applicable, include the feminine gender. 9. Any attempt by a proposer to influence/canvass directly or indirectly the office-in-charge at SPD shall lead to rejection of its proposal. 10. A letter will be sent to the address stated in the proposal form by 31 July 2015 to inform proposers of the results. The letter shall deemed to have reached the proposer two working days after the letter is posted. May/June 2015 2 of 7
B. SPECIFICATIONS OF CARPARK MANAGEMENT SYSTEM 1. The system proposed is to include the hardware (e.g. barriers, kiosks, antennae, awning/shade), as well as the software, and consumables (e.g. complimentary parking coupons/cards) with a detailed breakdown of the costs. 2. The system is able to detect the IU number of the vehicles entering and exiting the premises. 3. The system is able to deduct parking fee either from the NETS Cashcard/Flashpay card/ezlink CEPAS card inserted in the IU or from the NETS Cashcard/Flashpay card/ezlink CEPAS card being inserted into the carpark kiosk unit upon the vehicle exiting the premises. 4. The system can be programmed for season parking, daily parking, hourly parking and complimentary parking (IU number/coupon/card) and other settings. Examples: a) SPD vans park free with no time limit b) Other vans - Operator A can park free between 5am and 12midnight with unlimited entries but chargeable between midnight and 5am and no entry between 12 midnight and 5am (i.e. no overnight parking is allowed) c) Other vans Operator B can park free between 7.30am and 10.00pm from Monday to Friday but chargeable between 6.30pm and 7.30am the following day and no entry between 6.30pm and 7.30am the following day (i.e. no overnight parking is allowed) d) Different rates for different vehicle types, e.g. motor-cycles, cars, vans e) Different grace periods for different vehicle types, e.g. motor-cycles, cars, vans 5. Receipts for payments to be issued by the kiosk upon request (e.g. pushing the receipt button). 6. The barriers at entrance and exit are able to prevent pedestrians from entering and exiting the premises, if possible. 7. The system is able to detect and raise the alarm if a vehicle has hit the barriers or the barriers have hit a vehicle. 8. Details on comprehensive warranty on hardware and software against any manufacturing defect are to be included. 9. Details of maintenance services are to be included. May/June 2015 3 of 7
C. TERM OF CONTRACT 1. SPD does not bind itself to accept the lowest or any offer. 2. SPD reserves the right to accept the offer in whole or in part, the right to reject any or all proposals without assigning any reasons and the right to negotiate with any proposers on the terms of the offer. 3. SPD shall make payment to the appointed contractor 30 days after satisfactory completion of the works and upon receipt of an invoice with supporting documents such as a delivery order. 4. The contractor shall be responsible for all project initiation, requirement analysis, sizing, planning, installation, configuration, implementation, user acceptance testing, live system commissioning, documentation and required works to the satisfaction of SPD. 5. The contractor shall carry out the required works in accordance to the agreed time schedule, failing which SPD reserves the right to recover appropriate compensation from the contractor. 6. The contractor shall always ensure that the works are carried out in a professional and reasonable manner by deploying workers who have the required skills and are able to exercise care and diligence that may reasonably be expected of a person experienced in carrying out the required works. 7. The contractor shall be solely responsible for the credentials/acts of his workers. Any indecent behavior/unauthorised activities of the workers employed shall be viewed seriously and an appropriate penalty shall be levied on the contractor, where justified. 8. No additional payment shall be made if the contractor employs more workers at the site for completing the required works or if the committed work force is not able to perform the works satisfactorily as required by the contract terms. 9. The contractor shall also comply with the provisions of all labour and other legislations and make timely payment to his workers and to the various statutory authorities. 10. The contractor shall keep SPD or its agents indemnified against claims, actions or proceedings brought or instituted against SPD or its agents by any of contractors workers or third party in connection with or relating to or arising out of the works being carried out under the contract. 11. The contractor shall be responsible and liable for any accidents and any hazards to the workers carrying out the works that result in compensation being made to the workers. 12. The contractor shall not transfer or sublet the works to any other party without a written permission to do so from SPD. 13. If the contractor refuses or is unable to carry out the works, partially or whole, for whatever reasons, SPD reserves the right to get the work done by other agencies and the costs will be deducted from the contractor s pending invoices. If the pending invoices are unable to fully offset such costs, SPD shall take the necessary action to recover the balance. 14. The contractor shall co-ordinate with other contractors engaged by SPD from time to time, to enable the satisfactory completion of the required works. May/June 2015 4 of 7
