Indian Head A Unique Naval Heritage Indian Head Naval Proving Ground established September 1890 1898 Congress approved construction of Navy Powder Factory at Indian Head for production of smokeless powder. 1920s Evolution to a chemical factory, research laboratory and Explosive D factory. 1958 Renamed Naval Propellant Plant producing missile fuel for the long-range Polaris missile and smaller rockets, and later, propellants for emergency ejection mechanisms. 1966 Renamed Naval Ordnance Station reflecting the diversification from propellants into related fields of chemistry, engineering, and production contract management.
