Title: Call for proposals "Music Moves Europe: Online & Offline distribution" Version: 5 of 06/08/2018 Question 1: Answer 1: Is any form of transnational cooperation with institutions abroad (e.g. art centres, educational institutions) supported in those programs? If so, does this concern every country within the EU, or maybe there are some limitations? It is not mentioned clearly in programs' specifications. Not any form of transnational cooperation with institutions abroad is supported by the call for proposals Online and Offline distribution. Section 6.1. of the call for proposal specifications indicates applications from legal entities that have their registered legal office in one of the participating countries of the Creative Europe programme are eligible. These countries are the EU Member States (please pay attention to British clause) and some non-eu countries (the list can be found here: https://eacea.ec.europa.eu/sites/eacea-site/files/06022017- eligible-countries.pdf). Any transnational exchange or transnational approach has to be in line with the objectives described under section 2 in the call for proposals specifications. Support for transnational cooperation with other cultural institutions is not the scope of this call for proposals. However, if some relevant activities are deemed necessary to achieve the objectives, they may be included in the proposal. The relevance of the proposed actions will be assessed according to the award criteria.

Question 2: Is the entire set of criteria mentioned in the section 6.2 is to be met by the applicant? So, is it compulsory that the applicant is a no profit association (public or private), or is it enough to meet one or more of the above criteria (for instance, being an association OR a non profit organization)? Would it be enough to be a for profit private organization operating in the music industry? Answer 2: Question 3: Eligible applicants need to meet one of the criteria mentioned under point 6.1. (please see the corrigendum of the guidelines) Applicants may be private for profit organisations, as illustrated by the non-exhaustive list under point 2.3 Many of the categories mentioned in the point 2.3 are very likely to be for profit organizations. Putting as a necessary condition for eligibility to be non for profit would cut off many music sector organizations off this call. Are for profit organizations eligible? Answer 3: Please refer to the Answer 2. Question 4: Answer 4: Question 5: We are a University of the Arts and the application will be made by our School of Music Technology. Does this meet the eligibility criteria, as we are not a single entity active in the music sector, or are these criteria multiple, i.e. it is sufficient that we are a public organisation with legal personality? Eligible applicants need to meet one of the criteria mentioned under point 6.1. (please see the corrigendum of the guidelines) The annex 1 form is named Multibeneficiary. Financial support covers the eligible costs incurred during the implementation of the eligible activities of the project. The implementation period, as laid down in Article 6.2 of the call, may not be started before the result of the selection is announced. Eligible costs shall meet all the criteria laid down in Article 11.1 of the call for proposal. Eligible actions should be incurred during the duration of the action, with the exception of costs relating to final reports and audit certificates. Is there any national contact point for Belgium? The Commission does not provide partner search services in relation to this call. As laid down in Article 2.3 of the call, applications may be submitted alone or in partnership with other eligible organisations. The Commission does not provide direct partner search services in relation to this call. Nevertheless, the European Commission s project database for the Creative Europe Programme contains descriptions of all projects funded under the Creative Europe - Culture subprogramme, including contact information for the organisations involved (http://ec.europa.eu/programmes/creativeeurope/projects/). Will there be another call next year and will there be some restriction for reapplying? The current call is part of the "Music Moves Europe: Boosting European music diversity and talent" Preparatory Action, secured by the European Parliament for the year of 2018. The decision on 2019 Pilot Projects and Preparatory Actions, including the renewal of existing Pilot Projects and Preparatory Actions, is a prerogative of the European Parliament and will be taken by the end of this year. The implementation of such Pilot Projects and Preparatory Actions lies with the European Commission. Provided that this Preparatory Action on music will be renewed, the Commission will look into the modalities for its implementation. How many applications can one applicant submit in one action? There is no restriction on the number of applications per applicant as long as the applicant complies with all the eligibility and selection criteria. However, in no circumstances shall the same costs be financed twice by the Union budget. To ensure this, applicants shall indicate in the grant application the sources and amounts of Union funding received or applied for the same action or part of the action or for its (the applicant's) functioning during the same financial year as well as any other funding received or applied for the same action. Point 8.2 Operational capacity states that Applicants must have the professional competencies necessary to complete the proposed action. In particular, they should demonstrate: - Previous experience of at least three distribution activities relevant to the proposal, addressing music diversity (e.g. events organisation, curation, use of technological innovation for online distribution) over the last two years. Does this condition apply to all organisations in the consortium or only to the applicant? The condition needs to be applied at the level of the consortium. If a proposal is submitted by a consortium, the members of the consortium should have previous experience of at least three distribution activities relevant to the proposal. 3

The call does not have any criterion regarding trans-european element. Could you please clarify if there is a maximum amount or share of total project budget that could be allocated for subcontracting? (ex. subcontracting of IT / digital services) Rules for subcontracting are laid down by Article II.11 of the grant agreement, which document is available together with all documents for this call published on: https://ec.europa.eu/culture/calls/2018-s19_en There is no ceiling for a maximum amount of share of total budget subcontracted, but the offer must meet the conditions laid down in the referred article of the grant agreement. Please advise if it is correct that a mono-beneficiary applicant has to comprise of several legal entities? When I read further into the Call for proposals, it seems to suggest that this mono-beneficiary needs to be a single entity made up of several legal entities. This does not seem correct or have I misinterpreted something? No, mono-beneficiary means that the project is implemented by a single entity. As laid down in Article 2.3 of the call, applications may be submitted alone or in partnership with other eligible organisations. A corrigendum is published for Article 6.1 in order to ensure clear consistency with Article 2.3. If the answer to Q14. Is yes, how many entities would be required and what sort of arrangement would be required between these entities? Answer 15: Not applicable, please see answer 14. Question 16: Answer 16: Question 17: Answer 17: In the case of a consortium of different entities in the multibeneficiary option, how many beneficiaries would be required to make up a consortium suitable for this programme? The call does not set any requirement in relation to the number of beneficiaries to make up a consortium. Will there be future calls specifically related to "artist and repertoire development", or can such activities be submitted through the current "online and offline distribution" call to proposal? In the frame of the 2018 Preparatory Action Music Moves Europe: Boosting European music diversity and talent, there will be no further calls published. The proposals submitted to the Online and offline distribution call should include activities that are necessary for the accomplishment of the specific objectives listed under Article 2.1 of the Guideline for the call for proposals. 4

The call is open to support the testing phase of new models and innovative practices, as repeatedly described under point 2.1 General objective and Specific objectives of the Guidelines for the call for proposal. If profit derives from and during this one year project, eg. in terms of improved number of (financial) memberships during the year,..does this extra income affects the amount of EU support? Would part of the EU support have to be reinvested or reimbursed to the European Commission? Please see step 3 Reduction due to no-profit rule under article 11.5 of this call for proposal. Depending on the type of receipts the grant could be reduced. If there is a profit, it will be deducted in proportion to the final rate of reimbursement of the actual eligible costs of the action approved by the Commission. Our legal status is "social cooperative" - non-profit organization. For many years we have an International Festival. The participants come from all over Europe and World. We have conceived an innovative European project based on this Festival. We want to be a Monobeneficiary but participants will be from across the EU. Is it possible to be a MONO-beneficiary with our legal status? Or do we have the partners? In case if we must to have the partners, how many partners? The number of partners is not specified in the guide. Please refer to questions 4, 8 and 14 (Eligible applicants need to meet one of the criteria mentioned under point 6.1. of the call.
