SUMMARY OF REGIONAL ECONOMIC DEVELOPMENT PRIORITIES IN OREGON From the Economic Development Districts, Regional & Commissioners Assembled in September 2017 to inform Oregon Rural Development Council s Listening to Rural Voices report INTRODUCTION As the partners with the Oregon Rural Development Council (ORDC) have worked to bring people together to gather and support local priorities over the last several years, we encountered many different sets of priorities without one cohesive place to house all of them. Although many of the stakeholders involved in the various efforts are similar, the processes differ and produce different results or results with varying degrees of detail. As we evaluated the following sources for our Listening to Rural Voices report, a desire for more regional collaboration around economic development emerged as a clear theme in regions around the state. To begin the process of streamlining some of this information, we re pleased to share this resource. Our hope is that this is just the beginning. Our long-term vision is a one-stop resource for the various regional economic development priorities established by federal, state and local government, tribes, nonprofits, economic development organizations and so forth. In addition to making these materials available in one place, we hope this tool will encourage more collaboration in identifying priorities, strategies to achieve them and subsequent implementation efforts. For the time being, the priorities have been gathered from three sources: 1. The Comprehensive Development Strategies (CEDS) of Oregon s Economic Development Districts (as of September 2017) The CEDS reports are the result of locally-based, regionally-driven economic development planning processes required of Economic Development Districts funded by the federal U.S. Economic Development Administration. 2. The priorities of the Regional Advisory Committees (as of August 2017) Regional is an intergovernmental coordination program in the Governor's office that convenes public, private and civic stakeholders to work collaboratively on local economic development initiatives and projects. Their regions, which mostly mirror the economic development districts, each have a Regional Team that sets priorities on an annual basis. 3. A survey distributed to Commissioners and their staff by the Association of Oregon Counties (as of September 2017) 32 of 36 counties responded to this survey for a response rate of 89% This initial attempt to gather and organize priorities across several organizations tried to both faithfully represent the source documents and group responses to identify cross-cutting themes. It is important to note that the CEDS contain the most detail, outlining many economic development priorities, approaches and tactics; whereas the Regional Advisory Teams and Survey predominately identify and rank top priorities. As a result, many of the categories and priorities identified in the CEDS were not mentioned in the Regional or priorities. This is not meant to be an ehaustive list as there are many other agencies and organizations that establish economic development-related priorities in Oregon. This is simply a beginning that we hope to build upon to include other rural voices, including the nine federally recognized tribes, which are centered in rural areas in Oregon, as well as others. Additionally, Jackson did not submit a response to the county survey distributed by the Association of Oregon Counties.
