Trustee Rempel accepted the nomination. The Secretary Treasurer call a third time for nominations for Board Chair. There were no further nominations and an election by ballot was held. PowerPlay is a six week, comprehensive educational program that uses project-based learning techniques to support an early understanding of money management, financial literacy, entrepreneurship and social responsibility. Students are taught and supported through generating ideas, exploring concepts, preparing business plans, creating products and designing their own marketing materials. At the end of the program, students showcase their achievements at a PowerPlay Young Entrepreneurs trade show, selling their products to students, family and community leaders. Students are fully engaged and excited to be a part of the program. Indigenous The First Nations Educations Education Steering Committee (FNESC) has developed a new resource called Science First Peoples 5-9. The resource articulates that the wealth of First Peoples science knowledge is held by communities. The guide can be used in conjunction with locally based resources that are developed by, or in collaboration with, local communities. It is intended to be a starting place for educators to have meaningful integration of local culture into the science curriculum. The District Principal of Aboriginal Education recently introduced the document and activities to Principals who are eager to support teachers to use the resource. Relationship/Engagement Schools across the district have adopted a new Individual Education Plan (IEP) template based on the work and support of Shelley Moore. The feedback from parents and caregivers has been positive regarding the new template and the resulting changes in meetings. Through the new format the family and school team discuss the learner s strengths and stretches in the areas of physical, social emotional, and learning community and then goals are established related to that information. Feedback received indicates that the meetings are far more positive, collaborative and meaningful for everyone involved. Report from the Superintendent and Secretary Treasurer Page 12 of 47

As a result, the Ministry recently advised of an energy manager role to be co-funded by the Ministry of Education and BC Hydro to support five districts selected from the Kootenay/Boundary, Thompson/Okanagan, and North Coast/Northern Interior regions. Page 1 of 2 British Columbia News $60 million long-term solution coming for Highway 99, site of the ten-mile slide https://news.gov.bc.ca/13098 Wednesday, December 7, 2016 10:15 AM Lillooet - Jackie Tegart, MLA for Fraser-Nicola, announced $60 million for work to stabilize the ten-mile slide on Highway 99 northeast of Lillooet, on behalf of Minister of Transportation and Infrastructure Todd Stone today. The economic successes of all rural and First Nation communities throughout the province rely on a safe, efficient, and reliable transportation network, Stone said. For so many, this highway is a lifeline to employment and means of financial support, which is why it is crucial we get going on a long-term fix to get people and goods moving again. This provincial funding will improve reliability on this section of Highway 99 approximately 17 kilometres northeast of Lillooet and it will create approximately 350 direct and indirect jobs. The work will include placing approximately 400 soil anchors above the highway, a shear-resistant wall below the highway and rebuilding Highway 99 as a two-lane, paved 60km/h road. Finalized designs are expected to be complete by the spring of 2017 with construction starting in the summer of 2017. The ministry is committed to working closely with the Xaxli p and the other St at imc communities throughout all stages of this project. We re dedicated to improving this section of Highway 99 for Xaxli p, the St at imc and all the residents and businesses of Lillooet and the rural population who rely heavily on this road to get to school, work and to bring goods in and out of their communities, Tegart said. We also acknowledge that this is one of the most challenging stretches of highway to maintain in the province due to the continuous movement of the ten mile slide. That s why today we re committing $60 million for a long-term fix to this stretch of highway. Xaxli p welcomes the long overdue fix, and remains cautiously optimistic that it will finally provide a solution to a problem that has stressed our region for over 30 years, said Xaxli p First Nations Chief Darrell Bob. Highway 99 is a lifeline to the entire area, and we hope it truly paves the way to a better future for all our communities. We thank all of our past leaders and Elders who worked so tirelessly with dedication to see us through to today. The area known as ten-mile slide, is approximately 200 metres wide, 300 metres long and contains more than one million cubic metres of rock and earth affecting nearly the entire side of the mountain. Since 1988, this slow-moving slide has periodically made the road unstable and unreliable for travellers. Accelerated slide movement occurred in fall 2016 and resulted in a full closure of Highway 99 for eight days. The closure was lifted on Oct. 5, 2016 but the highway remains limited to single-lane alternating traffic with load restrictions. As part of B.C. on the Move, the Province s 10-year transportation plan, the ministry is committed to partnering with First Nations on projects that support economic development. The district appreciates these additional funds in order to continue to provide a safe, healthy environment for students and staff. The Board was surprised, however, when the local media contacted the Co-Chair about the funding as the Board did not receive a copy of the news release. In the future, the Board would appreciate receiving announcements prior to the media to ensure district communication is appropriate and timely. Policy: The Board of Education shall require all trustees to adhere to the following code of ethics. As an elected member of the Board of Education, School District No. 74 (Gold Trail): 1. a trustee will devote time, thought and study to the Board Roles and Responsibilities so that he/she may render effective and creditable service; 2. a trustee will earnestly attempt to understand the needs and aspirations of the entire school system and to do his/her best to support effective educational programs for all students. 3. a trustee will recognize that the expenditure of School District funds is a public trust and he/she will endeavor to ensure that all such funds are expended efficiently, economically, and in the best interest of students; 4. a trustee will endeavor to work with fellow Trustees in a spirit of harmony in spite of differences of opinion that may arise during debate. A trustee will do everything possible to maintain the integrity, confidence, and dignity of the office of School Trustee, and will resist every temptation and outside pressure to use his/her position as a Trustee to benefit either themselves or any other individual or agency. A trustee will remember at all times that as an individual he/she has no legal authority outside meetings of the Board, unless the Board has delegated. A trustee s relationships with school staff, local citizenry, and the media will be conducted on the basis of this article; 7. a trustee will not discuss the confidential business of the Board outside of School Board meetings or Committee meetings thereof; 8. a trustee will always keep in mind that the primary function of the Board is to establish the policies by which schools are to be administered, and that the daily administration of the educational program and conduct of school business shall be the responsibility of the Superintendent of Schools; 9. a trustee will endeavor to keep informed of current developments in education at the local, provincial and national levels; 10. iin accordance with Clause 02.16 of the Board of School Trustees Procedural Bylaw 1.1, a majority of the trustees present at a meeting of the Board may expel a trustee from the meeting for improper conduct ; 11. Section section 61 of Robert s Rules of Order states: The Right of a Deliberative Assembly to Punish its Members. A deliberative assembly has the inherent right to make and enforce its own laws and punish an offender, the extreme penalty, however, being expulsion from its own body. When expelled, if the assembly is a permanent society, it has the right, for its own protection, to give public notice that the person has ceased to be a member of that society; and, 12. Section section 61 of Robert s Rules of Order states: Right of an Assembly to Eject any one from its Place of Meeting. Every deliberative assembly has the right to decide who may be present during its session; and when the assembly, either by a rule or by a vote, decides that a certain person shall not remain in the room, it is the duty of the chairman to enforce the rule of order, using whatever force is necessary to eject the party. School District No. 74 (Gold Trail) Policy No.1.100 Adopted: 2014-06 Reviewed: TRUSTEE CODE OF CONDUCT As a trustee of School District No. 74 (Gold Trail), I acknowledge and commit that I will observe a high standard of ethics and conduct as I devote my best efforts, skills and resources in the interest of SD 74the district and those it was established to serve. I will perform my duties as a trustee in such a manner that the public s confidence and trust in the integrity, objectivity and impartiality of the Board of Education of SD 74 are conserved and enhanced. In fulfilling these commitments I will: 1. Act ethically, with honesty, integrity and in good faith, in the best interests of the school district at all times. 2. Take individual responsibility to contribute actively to all aspects of the board s role according to legislation, bylaws and policy. 3. Recognize and act in accordance with the principle that all authority is vested in the full board only when it meets in legal session. 14. Attempt to interpret through board discussion, the needs of those we serve to the school district, and interpret the decisions and actions of the board to those we serve. 15. Represent the community by which I am elected, but serve the interests of the school district as a whole. 16. Contribute to an organizational culture that respects the diverse, individual contributions of staff and leadership. 17. Abide by all board policies and decisions regarding board member behaviour, practices, decisions and actions. 18. Respect and abide by the board s core values and governing principles. 19. Honour my obligations to attend all board meetings and where this is not possible notify the Chair in advance of my inability to attend. 20. Come to the board meetings having read the materials relevant to the board meeting agenda and be prepared to discuss the matters on the agenda. 21. School District No. 74 (Gold Trail) POLICY No. 2.100 Adopted: 2010-05 Amended: 2016- Community Consultation Preamble: The Board of Education recognizes the need to establish a consultation process when potential Board decisions significantly impact access to educational services. Policy: Board decisions that significantly affect access to educational services may only be made once a community consultation process has occurred. The Board of Education acknowledges that effective public participation is viewed as an instrument of good governance. School District No. 74 (Gold Trail) Policy No.1.40 Reviewed: 2010-10 Adopted: 2011-01 Reviewed: 2012-03 Amended: 2014-06 Amended: 2016-05 Reviewed: Preamble: TRUSTEE REMUNERATION The Board of Education should receive remuneration in recognition for trustee service to the school district in the discharge of his or her duties. This policy will be reviewed annually by the Board of Education by October 31. Policy: The Board should receive remuneration in recognition for trustee service to the school district in the service of their other duties. The board shall authorizes annually, remuneration to trustees and the payment of expenses incurred by trustees in the discharge of their duties. An annual indemnity adjustment shall be made to the base of ($10,200) Trustee Indemnity amount only, effective December 1 st of each year. This adjustment will reflect the BC Consumer Price Index change (change from the previous year). A portion of the remuneration paid to trustees is paid as a non-accountable allowance for expenses incidental to the discharge of duties of office, as permitted by the Income Tax Act. This will be deemed to cover miscellaneous non-accountable expenses including home office costs and travel not otherwise reimbursable. Each trustee is required to maintain a home office within the school district, which will be deemed to be his or her chief places of carrying out his or her duties as trustees. If a trustee has no such home office, then the board office will be considered the trustee's chief place of carrying out his or her duties. Trustees shall be entitled to reimbursement of travel expenses in accordance with Policy No.2.60 Reimbursement of Expenses based on the location of their chief place of carrying out their duties, except that: a) no travel expense to or from a trustee residence outside the school district shall be paid except as specifically authorized by the board for special meetings or specific duties; and, Policy No. 1.40 Trustee Remuneration Page 42 of 47

Additional charges, as applicable for these benefits, shall be deducted from the monthly stipend. Trustee Equipment: The Board will provide the necessary equipment to enable trustees to effectively perform their duties and responsibilities: 1. Individual trustees will consult with the Superintendent, Secretary Treasurer and the Board Chair regarding specific needs for equipment. 2. Purchase of new equipment to meet trustee requirements will require Board approval through the budget process. 3. Equipment provided to trustees will remain the property of the school district and will be returned to the school district upon completion of the trustee s term of office. A trustee professional development budget shall be set annually and each trustee shall be allocated 1/7 of this budget. 2. Within this budget allocation, trustees may each choose to attend the conferences, annual general meetings or seminars which they deem to be beneficial to their duties. 3. In the year of trustee elections, trustees will receive a maximum of 5/12 of their annual professional development budget to November 30. The remaining 7/12 shall be retained for the new Board. 4. Trustees may carry forward, from year to year, a surplus in their professional development budget to a maximum of two year s annual allocation, to enable them to attend distant conferences. 5. A trustee may carry forward, from year to year, a deficit in his/her professional development budget, provided this is eliminated by the trustee on the completion of his/her term. 6. After attending conferences, seminars or workshops at Board expense, the trustee shall submit a report to the Board, if requested. In accordance with the Local Government Act and the School Act, as Trustee MacArthur s electoral area is the District of Lillooet, the municipality is responsibile for conducting the by-election. The School Act guides the district s response to an election that occurs mid-term: Section 36(3)(b) By-elections: Within 30 days after a vacancy occurs, the board must either appoint a chief election officer (CEO) to conduct the by-election on behalf of the board, or notify the municipal council where a municipality is required to conduct trustee elections in which case the municipality must appoint a chief election officer within 30 days of the board s notification. The school district must therefore notify the District of Lillooet of the required byelection no later than January 25, 2017. In determining a by-election date, the following language applies: Section 36(4): The CEO must set a general voting day for the trustee election which must be on a Saturday no later than 80 days after the date the chief election officer was appointed. The by-election date will be set once the District of Lillooet has appointed the CEO. The elected trustee would then serve on the Board of Education until the 2018 General School Election.
