How Funding Flows to C AC s and Partners Award Types Hardship Waivers and C riteria

VOC AA funds are used to fund subgrants for organizations that provide a coordinated investigative and comprehensive response to child abuse: Local C AC s S tate C hapter Organizations Multidisciplinary teams (MDTs) They help offer C AC services to a larger number of child victims of maltreatment, with an emphasis on increasing and enhancing services in underserved areas including rural, remote, and tribal areas.

In addition to C AC s, MDTs, and C hapters, VOC AA funds are also granted to NC A and to other other partner organizations that serve children through the C AC model. National Children s Alliance (NCA) National legislative advocacy and promotion Subgrants to Chapters and CACs Establish national standards based on evidence-based practices and standard practices in the field Regional CACs (RCACs) Training and technical assistance to Chapters and CACs National Children's Advocacy Center (NCAC) National Training Center CALiO Association of Prosecuting Attorneys (APA) Training and technical assistance to prosecuting attorneys National advocacy

NC A receives about half of all VOC AA funds to make grants and run projects and programs that benefit C AC s. Other partners also receive funds, and DOJ holds back a significant portion (in red) for its own costs.

The cycle begins each year when C ongress appropriates new funds for the next year's federal budget. The process is like a stopwatch...the timing is set in motion when C ongress hits the start button. That's why RFPs are released at different times each year. C ongress and DOJ act at their own pace & must complete work before NC A releases its RFPs. The process is complex, but linear and predictable, with 12 steps...

1. C AC s, C hapters, and NC A advocate to C ongress for continued VOC AA funding 2. C ongress appropriates VOC AA Funding 3. OJ J DP issues an RFP for National S ubgrants Program funding for C AC s and C hapters 4. NC A submits a proposal in response to the RFP 5. OJ J DP reviews grant proposals and notifies NC A if awarded 6. OJ J DP approves the award budget 7. NC A submits C AC and C hapter RFPS to OJ J DP for approval 8. OJ J DP reviews, edits, and approves the RFPs 9. NC A released approved RFPS to C AC s and C hapters 10. C AC s and C hapters submit proposals to NC A to apply for funding 11. Peer and expert grant reviewers score applications 12. NC A makes awards to C AC s and C hapters!

Today, National S ubgrants Program funding is now divided into two major categories: competitive grants for individual C AC s, and flat and formula-based grants for C hapter direct support and projects. $2,500,000: Administrative funds to C hapters ($50,000 each) $4,928,000: Allocated to C hapters for statewide projects ($7,000 per each Accredited Member) $1,030,000: funds available directly to C AC s

C AC s (and children served) are growing! But with flat funding growth, there's less per C AC each year. To use funds more efficiently, most VOC AA funding was moved to statewide projects led by you...the C hapter!.

Total funds available (for subawards and direct support of C AC s): $4,928,000 To improve the quality of service provision within C AC s national-wide through state-based projects, programs, trainings, and service provision. NC A Accredited C hapters Based on a formula

Training and technical assistance to C AC s in preparing to meet 2017 S tandards for Accreditation Implementation or expansion of OMS C ustomized in-depth gap analysis for C AC development, growth, and improvement within the state Telemedicine projects to improve medical and/or mental health access S tatewide forensic interviewer peer review S tatewide expert medical consultation S tatewide case consultation/supervision for mental health service provision S tatewide implementation of Evidence-based Mental Health Assessments

Training in one of the approved evidence-based mental health treatment models (TF-C BT, C FTS I, PC IT, C S BP- C BT) Family Engagement in the mental health process; Motivational Interviewing and use of mental health screening instruments C ultural competency and diversity Victim Advocacy Forensic Interviewing Vicarious trauma and resiliency Legal liability for C AC s/mdts Other C AC /MDT trainings not available through RC AC s or Victims of C hild Abuse Act funded agency (NC AC, APA)

C hapters can provide subawards to strengthen and enhance accredited C AC s for the following activities: C AC management and administrative support Direct provision of services not currently funded by VOC A Adapting the C hild Focused S etting to provide services to youth with problematic sexual behaviors C AC s must document that lack of a subaward will present a hardship.

C hapters may use funds to: Fund statewide projects and programs that benefit C AC s, including new projects or expansion of existing projects; Fund training for C AC s, including provision of statewide training, and travel stipends for state or national training; Provide subawards to C AC s for whom a hardship exists and where funds do not supplant existing VOC A funds.

Total funds available: $2,500,000 NC A Accredited C hapters $50,000

Total funds available: $1,030,000

Total funds available: $150,000 Develop and support adoption of evidence-based mental health practices (e.g. TF-C BT, C FTS I) NC A Accredited Member C AC s, NC A Associate/Developing Member C AC s, NC A Affiliate Member C AC s, NC A S atellite Member C AC s, Non- Member Multidisciplinary Teams (multidisciplinary teams in areas in which there are no existing C AC s), Tribal Multidisciplinary Teams $25,000 (You may request less than this amount)

Total funds available: $125,000 To provide access to C AC services in previously unserved or underserved areas NC A Accredited Member C AC s applying to act as a host agency to a S atellite center $25,000 (You may request less than this amount)

Total funds available: $150,000 To expand the provision of services and access to an existing C AC with an emphasis on unserved and underserved areas (rural and remote regions). NC A Associate/Developing Member C AC s, NC A Affiliate Member C AC s, NC A S atellite Member C AC s $25,000 (You may request less than this amount)

Total funds available: $70,000 To support the expansion of C AC services to tribal communities. Federally recognized tribes, C AC s or Multidisciplinary Teams serving tribal communities $10,000 for first-year grantees; $25,000 for second-year grantees

Total funds available: $300,000 To establish or expand the provision of C AC services to military installations NC A Accredited Member C AC s $75,000

Total funds available: $100,000 To support development of a coordinated response to children with problematic sexual behaviors through implementation of C S BP-C BT, an evidencebased mental health model NC A Accredited Member C AC s $25,000

Total funds available: $125,000 To support development of a coordinated response to PA through implementation of an evidencebased mental health model (PC IT or AF-C BT) NC A Accredited Member C AC s $25,000

Total funds available: $10,000 To improve the quality of the C AC or MDT response; to support provision of services in geographical areas without an Accredited NC A C hapter; and to increase access to the services of an NC A Accredited C AC. NC A Accredited Member C AC s in District of C olumbia, NC A Associate/Developing Member C AC s, NC A Affiliate Member C AC s, MDTs in U.S. Territories with no C AC $10,000

While non-competitive grants to individual C AC s are no longer available through the National S ubgrants Program, most if not all of your local member C AC s are eligible for some of the more than $1M in competitive funding toward specific goals. Encourage your members to advance their practice by applying for these funds!

The C AC contacts the C hapter to discuss how they plan to use these funds before submitting an application and hardship waiver. The C hapter refers to NC A's published hardship guidelines, available in the hardship FAQ to ensure the request meets these guidelines. For those requests that meet guidelines, the C hapter reviews and shares the information as part of their application to NC A. This needs to be clearly identified in the budget narrative. For those that clearly do not meet NC A and any C hapter guidelines the C hapter declines the request. For any that do not fall within the published NC A guidelines, please seek guidance from NC A prior to approving a waiver.

Funds granted to subawardees are no longer available to apply to statewide projects. S ubaward amounts to individual C AC s may vary. Review our FAQ for more on qualifying circumstances and examples.
