How Funding Flows to C AC s and Partners Award Types Hardship Waivers and C riteria
VOC AA funds are used to fund subgrants for organizations that provide a coordinated investigative and comprehensive response to child abuse: Local C AC s S tate C hapter Organizations Multidisciplinary teams (MDTs) They help offer C AC services to a larger number of child victims of maltreatment, with an emphasis on increasing and enhancing services in underserved areas including rural, remote, and tribal areas.
In addition to C AC s, MDTs, and C hapters, VOC AA funds are also granted to NC A and to other other partner organizations that serve children through the C AC model. NC A receives about half of all VOC AA funds to make grants and run projects and programs that benefit C AC s. Other partners also receive funds, and DOJ holds back a significant portion (in red) for its own costs.
The cycle begins each year when C ongress appropriates new funds for the next year's federal budget. The process is like a stopwatch...the timing is set in motion when C ongress hits the start button. That's why RFPs are released at different times each year. C ongress and DOJ act at their own pace & must complete work before NC A releases its RFPs. The process is complex, but linear and predictable, with 12 steps...

Today, National S ubgrants Program funding is now divided into two major categories: competitive grants for individual C AC s, and flat and formula-based grants for C hapter direct support and projects. $2,500,000: Administrative funds to C hapters ($50,000 each) $4,928,000: Allocated to C hapters for statewide projects ($7,000 per each Accredited Member) $1,030,000: funds available directly to C AC s
C AC s (and children served) are growing! But with flat funding growth, there's less per C AC each year. To use funds more efficiently, most VOC AA funding was moved to statewide projects led by you...the C hapter!.

Training in one of the approved evidence-based mental health treatment models (TF-C BT, C FTS I, PC IT, C S BP- C BT) Family Engagement in the mental health process; Motivational Interviewing and use of mental health screening instruments C ultural competency and diversity Victim Advocacy Forensic Interviewing Vicarious trauma and resiliency Legal liability for C AC s/mdts Other C AC /MDT trainings not available through RC AC s or Victims of C hild Abuse Act funded agency (NC AC, APA)
C hapters can provide subawards to strengthen and enhance accredited C AC s for the following activities: C AC management and administrative support Direct provision of services not currently funded by VOC A Adapting the C hild Focused S etting to provide services to youth with problematic sexual behaviors C AC s must document that lack of a subaward will present a hardship.
C hapters may use funds to: Fund statewide projects and programs that benefit C AC s, including new projects or expansion of existing projects; Fund training for C AC s, including provision of statewide training, and travel stipends for state or national training; Provide subawards to C AC s for whom a hardship exists and where funds do not supplant existing VOC A funds.

Total funds available: $70,000 To support the expansion of C AC services to tribal communities. Federally recognized tribes, C AC s or Multidisciplinary Teams serving tribal communities $10,000 for first-year grantees; $25,000 for second-year grantees

While non-competitive grants to individual C AC s are no longer available through the National S ubgrants Program, most if not all of your local member C AC s are eligible for some of the more than $1M in competitive funding toward specific goals. Encourage your members to advance their practice by applying for these funds!
The C AC contacts the C hapter to discuss how they plan to use these funds before submitting an application and hardship waiver. The C hapter refers to NC A's published hardship guidelines, available in the hardship FAQ to ensure the request meets these guidelines. For those requests that meet guidelines, the C hapter reviews and shares the information as part of their application to NC A. This needs to be clearly identified in the budget narrative. For those that clearly do not meet NC A and any C hapter guidelines the C hapter declines the request. For any that do not fall within the published NC A guidelines, please seek guidance from NC A prior to approving a waiver.
Funds granted to subawardees are no longer available to apply to statewide projects. S ubaward amounts to individual C AC s may vary. Review our FAQ for more on qualifying circumstances and examples.
