Dalit Adivasi Budget Analysis 217-18 National Campaign on Dalit Human Rights-Dalit Arthik Adhikar Andolan Union Budget 217-18, which was released on February 1st 217, introduces two important elements that have deep impact on the developmental needs and aspirations of the Dalit and Adivasi community: 1. Paradigmatic shift away from Scheduled Caste Sub Plan and Tribal Sub plan (SCSP-TSP) towards a welfare for SCs and STs model. 2. Merger of plan and non-plan expenditure. Why has the Union Budget 217-18 done away with Sub- Plans for Scheduled Castes and Scheduled Tribes? NCDHR-DAAA s analysis of the Union Budget 217-18 shows that the Sub-Plans for SC and STs, which were covered under Statement 21 and 21A respectively in the previous Budget 216-17, have been replaced by Allocations for welfare of Scheduled Castes, under Statement 1A and Allocations for welfare of Scheduled Tribes under Statement 1B. It is unwarranted. This move, which is retrogressive, makes SCs and STs mere beneficiaries of welfare programmes. Dissolving the plan component of the budget leaves SCSP-TSP in a limbo in the absence of guidelines from either the Finance Ministry or NITI Aayog. Not only this, several hitherto administrative expenses under Non-Plan like salaries and Pensions of employees are allocated for SC/ST Welfare schemes. Article 46 of the Indian Constitution states that; "The State shall promote with special care the educational and economic interests of the weaker section of the people, and in particular, of the Scheduled Castes and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation." This Constitutional duty of the government seems to have been compromised and abdicated. Key Highlights Scheme for strengthening of Machinery for Enforcement of Protection for Civil Rights has been increased significantly to ` 3 Crs. National Schemes for Incentive to Girl Child for Secondary Education has been increased to ` 147 Crs. Significant allocations of ` 367 Crs have been made for SCs in National Mission on Horticulture. A new scheme for STs called PM research fellowship has been initiated with allocation of ` 2.8 Crs. A scheme for providing Social security for plantation workers in Assam- ` 767 Crs in SCSP and ` 4.1 Crs in TSP has been allocated which was critically needed. Only 11 new schemes for SC s and 8 new schemes for ST s have been introduced in 217-18. As per Jadhav Committee guidelines, in the merged Plan and Non-Plan scenario, the due allocation should be 4.63% for SCs and 2.39% for STs of the Total Budget Expenditure. Though the Budget 217-18 allocated ` 52,393 Crores for SCs and ` 31,92 Crores for STs, the real targeted Schemes that reach the community are for SCs- ` 25,78 Cr for and STs ` 35,664Cr. The rest are non-targeted schemes of General, Notional in nature or are administrative costs. Hence there is a Total gap in allocation to SCs ` 78,686Cr and to STs ` 35,664Cr. A total of ` 2,322Cr. has been allocated for SC/ST women. Overall allocation for SC/ST women is only an abysmal.11 % in the Union Budget. The critical scheme for rehabilitation of bonded labourers and scheme for welfare of fishermen have been scrapped. The scheme for setting up of 6 model schools has been scrapped. Instead, in the Union Budget a total of Rs. 47,1 Crores for SC s and Rs. 19,387 Cr for ST s has been clearly denied by the Central government. Analysing the allocations under SCSP-TSP, we find that previous trend of under-allocation continues in 217-18 also where SCSP comprises only 2.5 % and TSP to only 1.53% of the Total Budget Expenditure which is not even half of the mandated amount under Budgetary allocations under the Union Budget 217-18. This is in clear violation of the Jadhav Committee guidelines in the Post Merger Scenario. According to these guidelines, the applications under the Sub-Plans were to be in proportion to the population. In the previous year 216-17, 16.6% for SCs and 8.6% for the STs of the plan budgetary allocations were due allocations under the Sub-Plans. This amounted to Rs. 91,386 Crores for SCs and to Rs. 47,276 Crores for STs. These allocations equal to 4.63% for SCs and 2.39% for STs as proportion to the Total Budget Expenditure. schemes for STs. The analysis of NCDHR shows that several schemes directly benefitting members of SC/ST community like National Scheduled Caste Finance Development Corp, Venture Capital Fund for Scheduled Castes, credit guarantee fund for SCs, Self Employment of Manual Scavengers & Rehabilitation of Manual Scavengers, National Overseas Scholarships for SCs and Pre-Matric Scholarships for SC students etc have been severely underfunded or their funding has been slashed to negligible amounts. A deeper analysis of the nature of allocation for SC welfare schemes show that only 49% has been allocated towards targeted schemes for both SCs and STs. This budget although shows an increase in allocations in absolute terms, is a retrogressive step in the direction of empowerment and welfare of SC/ STs. Several allocations, which are administrative in nature like salaries, interest payments, subsidies, and pensions, are merged into welfare schemes in the name of the merger. The merger has legitimised large scale diversions of SC/ST funds towards pensions, salaries etc. Most of all reducing the Sub-Plans with special programming for SCs and STs to mere allocations for SC/ST Welfare is definitely going back at least three decades of Planning for SC/ST development in this country. This is not just a name change but is a major policy shift that will have an irreversible detrimental effect on building an inclusive India. Dalit-Adivasi Women Schemes Women from Dalit and Adivasi communities find themselves triply discriminated against, based on 1. Jadhav Committee guidelines Planning Commission D.) N. their caste/tribe, class and gendered location. Any developmental approach then needs factor in their needs by adequately redistributing resources in their favour as well as enhance their capabilities. The current budget, in NCDHR's analysis shows that the merger of plan and non-plan does little to address the situation of Dalit and Adivasi women. They continue to be marginalised. Total allocation under Gender Budget statement for Dalit and Adivasi women is Rs.1161.3 crores and Under MSJE the total allocation for Dalit women is Rs.625.16 Cr. Similarly under MOTA the total allocation for Tribal women is Rs.535.63 Cr. This totals only.11% of the Total Budget expenditure of the Union Budget. This is less that abysmal Despite growing incidences of violence against Dalit and Adivasi women, there are no specific schemes pertaining to their access to justice and adequate compensation. Even though there is an allocation of Rs.9 crores under Strengthening of Machinery for Enforcement of PCR Act, 1955 and PoA Act, 1989, but the mandate of the scheme is towards sensitisation programmes. This does not translate into strengthening of mechanisms to access to justice for Dalit and Adivasi women. Schemes covered under Union Budget 217-18 that have potential for gender development substantively leaves important thematic heads such as health, employment, livelihood and education. Schemes like Scholarship for SC women, Hostel for Single SC women in smart cities, Overseas scholarship for SC women, Rehabilitation of SC women victims of sexual violence, land for ST single landless women, Corporative for SC/ ST Women Entrepreneurship and Establishment of Mini Health Centres in SC/ST habitants don t find allocations under Gender Budget in the Union Budget 217-18. the programmes relating to food and public distribution, electronics and Information Technology, Environment Forest and Climate change and urban development. Allocations Under Higher Education NCDHR s analysis reveals that, only Rs. 2953 Crs for SCs and Rs. 1477 Crs for STs has been allocated under schemes directly impacting access to education by Dalit and Adivasi students. The current allocation under post matric scholarship is Rs. 3348 Crs under Department of Social Justice and Empowerment for SCs and Rs. 1347 Crs under Ministry of Tribal Affairs for STs. However the outstanding balance of post matric scholarship for the year 215-16 which is more than Rs 9659.61 Crs for SC and Rs 168 Crs for ST has not been provisioned for in the present budget. Such a scenario denies Dalit and Adivasi students their educational rights. Analysis of Allocations for North East region In the Union Budget of 217-18, the total allocations for the Development of North-east region has been increased from Rs 32,18.8 crore to Rs 43244.64 crore which is exclusive to TSP and SCSP allocations. In addition to this, a total of Rs 716 Crore from TSP and Rs 53 Crores from SCSP have been allocated towards Ministry of Development for North East Region. But still, apart from one single scheme for Skill Development, there has been no other new scheme introduced for the development of NE region. Our further analysis shows that there have been major budgetary cuts for Sectoral Performance of Union Government For SCs and STs, the priority sectors mainly includes Social Service, Housing, Rural Development, Agriculture & allied activities, Welfare. Our analysis reveals in 217-18 (BE) shows that Government has again neglected SC and ST communities by huge under-allocations and nontargeted allocations especially in the priority sectors that have special importance in holistic development of these most vulnerable social groups. Social Service sector comprises of Education, Health, Women and child development, Youth Affairs and water and sanitation. This sector is the most 4 Dalit Adivasi Budget Analysis 217-18

critical in terms of development and participation of the community towards bridging the gap between SC/ST community and other sections of the society. However the budgetary allocations for each of the sub-sectors follow the previous year s trend of insufficient funding, misplaced priorities and nontargeted allocation. According to our analysis, about 95% of the total allocation under social service sector school during the period of entry beginning with class 1 till they reach class 1. The allocation pattern in other important sectors- Rural Development (Non-targeted allocation Rs 477 crore), Agriculture & allied activities (Non-targeted allocation Rs 457 crore), Welfare (Non-targeted allocation Rs 16 crore) are almost identical to the Social sector in spite the fact that in 1991, 7% of the total Dalit households were landless or near landless (owning less than one acre) which increased to 75% in 2 (as per the India chronic poverty report: IIPA 211). Of the total rural SC workers, more than 6% are wage labourers and there is significant discrimination of SCs in hiring and wage payments 2. Recommendations 1. The denied and misallocated amounts totalling to SCs (Rs.71,139 Cr) and STs (Rs 34,349 crore) need to be replaced with real targeted schemes. Details of the schemes suggested are given below. 2. Legislate SCSP and TSP for accountability, participation and transparency. In order to have a system in place for participation of SC/ST communities in planning and implementation, and measures of accountability and transparency, and provision of penalties for negligence, a central legislation is recommended clearly spelling allocations and mechanisms of implementation both at the Union and State Governments regarding budgetary allocation under SCSP and TSP. goes to general allocations with no targeted benefits. More importantly the absence of targeted schemes in this sector becomes very serious because more than 5% (Rs 25366 crore) of allocation for SCs fall within this sector. Despite Government of India s focus on promoting education amongst SC, according to 211 census, literacy rate amongst SCs continues to be lower than that of other castes, (66.1%). Further it records lower literacy levels amongst SC women (56.5%) as compared to SC men (75.2%). The Ministry of Human Resource Development (MHRD) statistics for the year 27 8 for school education show that nearly 72.2 % of the girls and 66.6% per of the boys among the Dalits drop out of 3. Special Focus on SC/ST Women. At least 33% specific allocation for women in SCSP-TSP, there should be special mechanism to prioritise women beneficiaries especially in agriculture, land and livelihood, entrepreneurship, employment & Skill development, higher and professional education, social protection, housing and participation related schemes. 4. Ensure release of backlog of 11,267.61cr under Post Matric Scholarship. We recommend that the backlog of Post Matric Scholarship, which amounts to 11, 267.61cr, be accounted and reallocated in this year s budget along with scaling up allocations, which benefits lakhs of SC/ST students in higher education. 2. 2 Source- Chandrapal.
