The Recent Earthquake in China I like to express my deepest sympathy with the Chinese people and especially with the families where family members lost their life, were wounded or are missing after the earthquake! Sympathy The number of the causalities is shocking and heart breaking, and leaves me speechless! However, despite the tragedy, I am impressed by the way the Chinese people has handled the disaster!
The Recent Disasters in China and Myanmar The recent disasters in China and Myanmar, which may have as many as 200 000 causalities, and left millions of people homeless and in need of help, have reminded again the whole world of the vulnerability for part of the world population concerning natural disasters! Disasters These catastrophes have reminded us of the need for proper risk assessment and emergency and disaster management planning and the importance of this work to reduce the consequences! These events have also put the focus on the need for always open global communication to be prepared!

TIEMS and Risk TIEMS and Risk Risk is defined as: (Probability of Occurrence of an incident) multiplied with (Cost of Consequences) To be most effective with limited resources, TIEMS therefore like to focus on Risk Assessment and thus contribute to risk reduction through focus on Reducing the Probability of Occurrence
A Macro Risk Consideration A Macro Risk Consideration: Macro model I believe that reducing poverty is the most effective world wide emergency management strategy
Macro Model Awareness/lessons learned Education and Risk Assessments Poverty Vulnerable environment Limited resources Not prepared Model Disaster Reduction Consequence Reduction Disaster Negative Influence
A Micro Risk Consideration A micro risk consideration: Micro Model Risk assessment is something we do continuously in our daily life
Daily Risk Analysis What will happen? Escalator Daily Risk
Daily Risk Analysis 0.3 m/s What will happen? Escalator Clue: Speed and weight! Daily Risk 15 kg
Daily Risk Analysis The accident is under development! Escalator Daily Risk
Daily Risk Analysis This is what happened!! Escalator Daily Risk
Daily Risk Analysis This was the result, but we were lucky despite the accident! Daily Risk Thai was not hurt. I hurt my shoulder, but no bones broken!
Observations = Communication Teamwork = Success Observations Consensus Building = Answer Social Environment = Necessary Globalization = Cultural Understanding
TIEMS Risk Conclusions Risk Conclusions Risk Assessment is a very valuable tool in both macro as well as micro emergency risk considerations Both qualitative and quantitative assessments are valuable, but quantitative analysis are preferable Statistical background data is therefore a must Presentation of the Risk Assessment results are important for bringing forward the message to the decision makers Cost consequences or gains are important messages to sell the results Risk assessments is today tools very integrated in the Norwegian society in both industry and government decisions

TIEMS Motivation for Africa TIEMS Motivation and its Africa Project Proposal All of the mentioned threats are found in Africa TIEMS believes that preventive measures in emergency management are the most cost effective way to reduce the risk and to deal with potential hazards and threats. TIEMS notice that Africa is underserved with respect to emergency and disaster management capacities. As a result, TIEMS has decided to launch a project plan for Improving and Disaster in Africa with Focus on Education and Information Technology The program goal is to reduce the impact of disasters in Africa by improving the access to and availability of information needed to effectively prevent, mitigate and manage disasters The project outline will be present here and TIEMS invites to support and participating in this project
TIEMS Vision for Africa TIEMS Vision for Africa To develop the profile and knowledge of TIEMS in African countries, in particular those countries where there are existing contacts, such as Tanzania, Kenya, Botswana and Mozambique. To identify and maintain suitable/profitable links with other disaster/emergency management organizations throughout Africa, commencing with those already known in South Africa, such as DMISA (Disaster Institute of South Africa) To establish a TIEMS Regional Chapter for southern Africa, in the first instance. Chapters for central and northern Africa will follow in time Recruit supporters and participants for the Africa Program and establish an international project team and seek funding/donors to help finance the program and start up the project
TIEMS Action Plan for Africa TIEMS Action Plan for Africa 2007-2009 Establish a database of contacts in disaster/emergency management in African countries Encourage African membership of TIEMS, at a reduced membership fee Start up a dialogue/discussion on emergency/disaster management problems and issues in Africa, using the internet Organize a further follow-up conference/workshop for Africans in South Africa (Johannesburg or Cape Town) Start up the TIEMS Africa program with a focus on education and IT
TIEMS Action Plan for Africa TIEMS Action Plan for Africa 2010-2012 Establish a southern Africa Chapter of TIEMS (South Africa, Botswana, Zimbabwe, Mozambique, Namibia, etc.) Once established, encourage and promote other chapters in Africa. Provide real incentives/ways in which African members of TIEMS can participate in the annual TIEMS conference. Consider the prospect of hosting an annual conference at Rhodes University in Grahamstown Continuation of the Africa program Seek outside funding / donors to help finance the TIEMS Africa program
Background and Motivation Background and Motivation for the Africa Program Proposal In TIEMS effort to become a true international organisation, it is important to recognize the different social and economic situation in the world, and to deal with these in a practical way, so that involvement of those countries not having the economic ability to travel and participate in TIEMS global events can be achieved TIEMS Regional Director for Africa took the initiative to do a virtual conference prior to TIEMS annual conference 2004, aimed at involving the African countries, where emergency management professional may not have the financial resources to travel to TIEMS annual conferences A virtual conference was arranged through organizing an exchange of e-mails around four topics dealing with disaster management in Africa, and concluded as follows
Virtual recommendations Recommendations from TIEMS Virtual Conference for Africa (1 3) Education is the key to the better management of the risks, hazards, and vulnerabilities associated with disasters in Africa Considerable attention has focused on the failure of disaster management in Africa. Successes, often involving local efforts and participation, have gone unrecognized and unpublicized Some of the disasters which occur in Africa are different from those faced in other parts of the world. Africans express concern about the disastrous impact of protracted conflict, HIV/AIDS, child trafficking and other hazards, not faced as potential disasters in other parts of the world
Virtual recommendations Recommendations ( 4-5) Preventing or mitigating disasters in Africa is part and parcel of the development process. Disaster relief receives the greatest attention in Africa. Mitigation, prevention, preparedness, vulnerability and risk reduction and building resilience need to receive equal attention in development process, programs and projects The sharing of information is critical to an improvement of disaster management in Africa. The TIEMS-sponsored conference was one step in this process, but the process needs to continue in a regular and formal manner
Africa Program Proposal TIEMS Program Proposal for Improving in Africa Based on the recommendations the following was proposed: Program Focus A Focus on Education and Information Technology Program Name Using Information Technology and Education to Improve in Africa
Problem Statement Range of disasters Disaster mitigation Problem Food insecurity Drought Floods Cyclones Earthquakes Epidemics Conflicts Improving knowledge about disasters strengthens the capacities of individuals, communities, and the public and private sectors, to prevent or manage these events
How to Achieve Better Knowledge Mitigation Educational efforts, including public awareness campaigns, community mobilization and formal education and training The media, including general and special (e.g., pre-cyclone season) information campaigns Increasing access to information sources, including the dissemination of published documents as well as access to documents and other materials over the internet Expanding information sharing between policy makers, academics, emergency managers and communities on the disaster management needs and successes
Goal The goal of the project is to reduce the impact of disasters in Africa by improving the access to and availability of information needed to effectively prevent, mitigate and manage disasters Goal
Objectives (1) Objectives 1 Establishing a network of disaster managers in Africa using the internet Establishing an electronic portal for disaster managers and others in Africa to easily access a wide variety of information on all aspects of disaster management Establishing a professional partner system between disaster management professionals in Africa and elsewhere to strengthen the flow of advice and technical support on specific disaster-related issues Presenting, in cooperation with specialized educational institutions, on-line and distance education courses on different aspects of disaster management
Objectives (2) Objectives 2 Providing opportunities for individuals involved in disaster management activities to participate in conferences, seminars and training programs on disaster management Developing and promoting tools and mechanisms which combine advanced technology and user-focused content to expand awareness of risks and hazards and mitigation measures at the country and community levels
Program Activities Activities Virtual network for African disaster managers Electronic portal access to disaster management information Professional partnering between disaster management professionals On-line and distance education Participation in professional development opportunities Combining advance technology and user-focused content
Links to ICT ICT use is increasing in Africa Provides potential for faster and smarter communication of warnings and assistance information Provides unconventional opportunities for education and awareness raising Provides real-time link between emergency managers and disaster survivors (e.g., pictures sent during the London subway bombing) Greater use of the Web as interactive disaster management tool
Opportunities Peer to peer sharing of experiences and successes a virtual network of ICT users involved in disaster management within Africa and linking Africa to other part so the world Seed funding for unconventional uses of ICT Defining the social and other factors which can make ICT use effective for African emergency management
Challenges for Managers Needs for: Awareness of how ICT is used for emergency management elsewhere in world Discussion, exchange and trail-and-error transfer of concepts to African context. Pilot activities to try the conventional and unconventional Recognize that needs and opportunities differ across Africa: South Africa is different from Niger, which is different from Algeria. ICT-emergency management systems need to be locally based
Challenge of Transferring Concepts Expansion of ICT in Africa a technological undertaking Transferring concepts and ideas on how to improve ICT use in emergence management a greater challenge Involves consideration of social, economic, cultural and political factors which are unique to Africa A need to move from concepts to African practicalities
