AGENDA ITEM #3-G December 6,2016 Action MEMORANDUM December 2,2016 TO: County Council FROM: Joan Schaffer Y) Council GrantlManager SUBJECT: Appointments - FY2018 Grants Advisory Group Background The Council's FY2018 grants process will require non-profit organizations seeking funds from the County Council to submit a Council grant application by January 11, 2017. To assist the Council in its review of grant proposals from the non-profit community, the Council will appoint a community panel, the FY2018 Grants Advisory Group, to review and evaluate grant applications. The Council received 53 applications from persons seeking appointment to the Grants Advisory Group. Twenty of the applicants have served as members of prior year's Grants Advisory Groups and are seeking reappointment. The County Council will designate the Chair of the Group. The Group will complete its work and is scheduled to issue a report to the Council by April 28, 2017. Recommendations After conducting interviews of applicants who had not previously served, staff recommends 50 individuals to serve on the Grants Advisory Group. The recommended group is reflective of our diverse population and includes residents of all areas of the County. Recommended individuals are listed on page two of this memo, along with circle numbers referencing their letter of application and resumes. Staff recommends Ms. Karen Judson to serve as Chair. Ms. Judson, who also served as Chair last year, has been a member of the Grants Advisory Group since FYI5. Additionally, she has deep experience with grant management, having administered grant programs for Ronald McDonald House Charities of Greater Washington, D.C. since 2003.

The County Council believes that a strong partnership with nonprofit organizations is critical in meeting the county's health and human services and community needs. These partnerships come through competitive contracts and grants, and from proposals made directly from the nonprofit community to the County Council. The Council has established an FY2018 grants process that will require nonprofit organizations seeking funds from the County Council to submit a Council grant application form by January 11, 2017. 2. To assist the Council in its review of grant proposals from the nonprofit community, the Council will appoint a community Grants Advisory Group to review grant applications. 3. The County Council will designate the Chair of the Group. The Group is scheduled to complete its work and report to the Council by April 28, 2017. The Montgomery County Council is seeking applicants for positions on its Fiscal Year 2018 Grants Advisory Group. The Council will appoint the volunteer community panel to review grant applications and advise it on proposals received from the non-profit community. Montgomery County Council Seeks Applicants for Grants Advisory Group Application deadline extended to Tuesday, Nov. 15 ROCKVILLE, Md., November 8, 2016-The Montgomery County Council is seeking applicants for positions on its Fiscal Year 2018 Grants Advisory Group. The Council will appoint the volunteer community panel to review grant applications and advise it on proposals received from the non-profit community. Letters of interest from applicants must be received no later than 4 p.m. on Tuesday, Nov. 15. The Council believes that a strong partnership with non-profit organizations is critical in meeting the County's needs. The Council has established a grants process in which the Council accepts applications from non-profit organizations seeking funds, forwards proposals to the Grants Advisory Group for advice and comments and then makes funding decisions during its spring budget deliberations. It is anticipated that the Grants Advisory Group will be appointed in December and will be asked to report to the Council by the end of April 2017. The Council will designate the chair of the Advisory Group. Panel members will need to attend training sessions and review relevant materials during late January and February. The applications review process will take place between late February and April 15. The Grants Advisory Group will be asked to provide the Council with written comments on each of the grant proposals. The workload will vary based on the number of applications received and panel members appointed. However, it is expected that each member would review approximately 20-25 applications. Panel members should anticipate approximately six to eight meetings between late January and early April, with the potential for weekly meetings in March. Applicants for the Advisory Group may not be employees of any nonprofit group applying for Council grant funding. However, applications will be accepted from board members of nonprofits, from members of panels reviewing Community

Development Block Grants or Community Service Grants, as well as from other advisory boards or community groups. This is the first year that board members of nonprofit organizations will be permitted to apply. Applicants will be required to disclose their memberships and will be barred from reviewing applications that may suggest a conflict. Interested applicants living or working in the County should submit a letter of interest, with a resume, to: Council President Nancy Floreen, Montgomery County Council, 100 Maryland Avenue, Rockville, MD 20850 or via email to County. Council@montgomerycountymd.gov. Letters of interest must be received no later than 4 p.m. on Tuesday, Nov. 15.
