RFP Integrated Library System Consultant The Buffalo & Erie County Public Library ( B&ECPL or Library ) is seeking the professional services of a qualified, experienced consultant to provide assistance with the Library s intent to evaluate and potentially procure an alternative Integrated Library System (ILS). The Library migrated from DRA to SirsiDynix Unicorn in 2004 and is currently running SirsiDynix Symphony (version 3.4.1 Service Pack 3). The Library provides ILS and related services for the 37 libraries in the Buffalo & Erie County Public Library System. More detail about the Library s current System and technological infrastructure is provided below. 1. General Requirements 1.1 Completeness of Response Information presented in the Proposal will be used to evaluate the experience and qualifications of the proposer and to determine who will be selected to provide professional services to the Buffalo & Erie County Public Library. The proposer should provide a concise explanation of the consultant s capabilities to satisfy the requirements of this RFP; with emphasis on experience, completeness and clarity of content. Proposers may provide supplemental information that would be beneficial to the Library s evaluation process. In responding to this RFP, proposers must clearly reference ALL of the numbered sections and answer all questions. Responses must be specific and shall be complete in accordance with the requirements of this RFP. Statements made by the proposer shall be unambiguous and include adequate elaboration, where necessary, for clear understanding. The proposer certifies that the person signing the RFP response is authorized to commit the proposer to these terms and conditions and by signing, does so commit the proposer. Certified Minority Business Enterprise/Women's Business Enterprise (MBE/WBE) Proposers should include the Erie County certification letter with the proposal. See http://www2.erie.gov/eeo/ and select MBE/WBE resources for more information.the Library reserves the right to reject any and all proposals submitted that fail to conform to the requirements of the RFP and to request additional information from any proposer, as well as the right to re-solicit for proposals if it is deemed to be in the best interests of the Library. 1.2 Proposal Correspondence The Library believes this RFP is comprehensive and provides the necessary information to submit a competitive proposal. However, any specific question, explanation or clarification regarding any part of this RFP must be submitted VIA e-mail to Ms. Kelly Donovan BECPL ILS RFP #1426VF, June 20, 2014 Page 5

(donovank@buffalolib.org) at least 10 days prior to the submission deadline. The Library cannot guarantee a response to questions submitted after 1 p.m. Eastern Time on July 15, 2014. The subject of any e-mail should be clearly labeled RFP ILS Consultant. The Library will acknowledge receipt of a question via return e-mail. If a prospective proposer does not receive an acknowledgement, he/she should assume the question was not received. All prospective proposers who have obtained a copy of the RFP and supplied e-mail contact information will be sent answers issued by the Library via e-mail. Any oral communications after the release of this solicitation are considered unofficial and are non-binding regarding this RFP. 1.3 Proposal Submission and Due Date Three (3) printed copies and one (1) electronic copy (Microsoft Word/Excel and/or PDF format) of all responses of this Request for Proposal must be sent by mail or physically delivered, in a securely sealed envelope/box, to: Carol Ann Batt Deputy Director, COO Buffalo & Erie County Public Library Administration 2nd Floor 1 Lafayette Square Buffalo, New York 14203-1887 (716) 858-7191 The Library must receive the complete response by Tuesday July 22, 2014 at 2 P.M. EDT. Any responses received subsequent to that time will NOT be considered. 1.4 Proprietary Information A proposer is required to identify all proprietary information. This identification should be done by individually marking each applicable page and specific section(s) with the words Proprietary Information. If the proposer fails to identify proprietary information, it is agreed that by submission of its proposal that those sections shall be deemed non-proprietary and made available upon public request. All proposers must submit cost submittals (Section 13.7 Proposed Price) in a separate sealed envelope clearly labeled with the Proposer Name, RFP Name B&ECPL RFP Proposal for Integrated Library System Consultant Section 13.7 Proposed Price and Due Date of the RFP. 1.5 Conflict of Interest Disclosure Personal Interest and Relationships. Proposer must disclose if he/she is an officer, director, trustee, member, owner (either as a sole proprietor or a partner), or an employee of any entity with which the Buffalo & Erie County Public Library has a relationship. If such interest exists, please specify the capacity in which you hold such an interest, and if an owner specify your percentage of ownership. Interests and Relationships of Relatives. of brothers, sisters, children, grandchildren and great-grandchildren] is an officer, director, trustee, member, owner (either as a sole proprietor or a partner), or an employee of any entity with which the Buffalo & Erie County Public Library has a relationship. If such interests exist, please specify the Relative (e.g. sibling or spouse) and the Relative's position (e.g. employee or director), and if an owner specify percentage of ownership. Transactions. Proposer must specify any transaction in which The Buffalo & Erie County Public Library is a participant and the proposer (or Relative) has a Financial Interest that may give rise to a Conflict of Interest or Related Party Transaction. Please specify the Relative and their position, if applicable. 2. Proposal Evaluation 2.1 Process The Buffalo & Erie County Public Library will evaluate each proposal in a fair, consistent and objective manner. A Library evaluation panel will review all submittals and may interview one or more proposer. Selection of a consultant may be made without discussion with proposers after proposals are received. Proposals should, therefore be submitted in the most favorable and comprehensive terms. The final decision regarding proposal selection and contract award will be subject to management review and approval. 2.2 Evaluation Factors Professional submission o Clarity and completeness of the submission including all required information in the order outlined in Section 13 (below) Qualification o Background skills, relevant education, and administrative capacity to successfully complete the services Experience o Experience in assessing public libraries ILS and related technology current and future needs o Demonstrated ability to produce comprehensive ILS RFPs and related documents o Recent successful completion of public library ILS selection project similar in size and scope to the B&ECPL s o Experience negotiating features, services and costs with vendor to ensure maximum value for the Library Knowledge o Knowledge of current ILS market, including trends and related technologies Knowledge of ILS functionality and how it will affect end-user (public and staff) satisfaction BECPL ILS RFP #1426VF, June 20, 2014 Page 7

References o Demonstrated ability to keep project on track and result in customer satisfaction o Demonstrated ability to work cordially and successfully with library staff Work Plan and Performance Schedule o Proposer must provide a detailed work plan with specific activities to be performed, measurable benchmarks and timelines Proposed costs o Reasonableness of proposed prices for services Personal interview (telephone or onsite) if required 3. Award of Professional Services Contract The Library will award the contract to the proposer who presents an entire pricing and services package that best fits the Buffalo & Erie County Public Library s requirements. The successful proposer will be personally contacted by the B&ECPL and proposers not selected will be notified in writing. The Buffalo & Erie County Public Library reserves the right to reject any or all proposals submitted. A binding agreement between B&ECPL and any proposer shall be dependent upon the negotiation, drafting and execution of a formal contract. In the event of contract termination, the Library reserves the right to award a contract to the proposer with the next best pricing and services package. 4. Contract Negotiation A contract will be negotiated to serve the best interests of the Library within 30 days of award selection. The Buffalo & Erie County Public Library reserves the right to select an alternative proposer if the contract is not successfully negotiated during this period. The contract will be based upon information provided by the proposer to the B&ECPL as a result of the RFP and any material found to be falsely represented may result in a contract breach with all payments made by the Library to the vendor being returned. 5. Disclaimers The Buffalo & Erie County Public Library is not committed to any course of action as a result of its issuance of this Request for Proposal (RFP) or its receipt of any proposal. The Buffalo & Erie County Public Library will not reimburse any proposer for RFP response preparation costs or other work performed in connection with this RFP, whether or not proposer is awarded a contract. After the Buffalo & Erie County Public Library s analysis of proposals submitted in response to this RFP, the B&ECPL may elect to modify the requirements of this RFP. submitting a proposal in conformance to the initial RFP s requirements will be given the opportunity to modify the proposal in connection with the Library s modification of the RFP. All proposals must remain valid for a period of 90 days after the proposal submittal deadline. 6. Scope of Work Consulting assistance is sought in the following areas and the Library reserves the right to contract for any or all of the following services, contingent upon available funding and based on the performance of the consultant. Milestones for each of these services, based upon an anticipated timeline, will be established in the provider contract. Assessment of the functional requirements for an ILS and associated technology to support library service priorities and needs Consultation with relevant stakeholders Creation of a plan for selection methodology and process RFP development RFP response and vendor demonstration evaluation ILS vendor selection Contract negotiation 7. Background Information 7.1 About the Buffalo & Erie County Public Library System The Buffalo & Erie County Public Library celebrated its 175 th anniversary in 2011 and is guided by its Mission Statement Connecting our diverse community with library resources that enrich, enlighten and entertain. The Library has an approved Five Year Plan of Service 2012-2016 and erate Technology Plan 2013-2016. The Library s choice of ILS will be guided by the requirements and service priorities in these documents as well as the System Goals and Objectives 2011-2014 and Organizational Competencies 2012-2014. The Buffalo & Erie County Public Library System has a total service area population exceeding 950,000 and consists of a large Central Library, 8 branch libraries located in the City of Buffalo and 28 additional community libraries operating under 23 individual boards of trustees. 33 libraries are owned by the local municipality, 3 are Free Association libraries, and 1 is located in a storefront leased by the City of Buffalo. The Central Library is 403,000 square feet and first opened in 1963 with significant renovations in 2005 Community libraries range in size from 3,331 to 21,122 square feet. The oldest library opened in 1913 and the newest is a renovated storefront which opened in 2009. All libraries offer public computers and free wifi BECPL ILS RFP #1426VF, June 20, 2014 Page 9

7.2 Buffalo & Erie County Public Library System Automation and Current ILS The B&ECPL is a federated System and provides library service currently to over 290,000 active registered library cardholders residing, working in or owning property in Erie County, New York. 2013 total circulation was 7,882,989. The B&ECPL currently uses the SirsiDynix Symphony Integrated Library System (ILS). The Library is contracted with EnvisionWare for RFID services (32 libraries completely converted and using live RFID, others in process), PC Reservation public computer management and LPT1 print management. The Library has a contract with Bibliotheca to implement a prototype Automated Materials Handling (AMA) system at one of the contract libraries. The B&ECPL also partners with Unique Management for cardholder collection services. 7.3 ILS-Related Data and Statistics 7.3.1 Circulation Procedures. Residents throughout the County of Erie may borrow materials from any B&ECPL library and may return materials to any B&ECPL library. Materials are transferred among libraries via a delivery service operated by the Library System. All OverDrive products, Freegal products, EBL downloads, and other free online download services are equally available to any cardholder in good standing. 7.3.2 Circulation Policies. There is one standard set of circulation policies that covers all 37 System libraries. These policies include, but may not be limited to fines, fees, checkout periods, borrowing privileges and user profiles. B&ECPL System staff manages and maintains all circulation and user record policy files. 7.3.3 Holds System. Holds (patron generated requests) are filled from a common System pool and shared among all 37 libraries. A majority of B&ECPL libraries offer selfservice Holds pick-up with ILS-generated wrappers. 7.3.4 Bibliographic Holdings and Database. All libraries share the same bibliographic records. The B&ECPL System is responsible for setting the cataloging standard and maintaining the integrity of the bibliographic database. Only System catalogers add or edit bibliographic records. The B&ECPL is a full participating member of OCLC and displays its holdings in WorldCat. System catalogers download bibliographic and authority records from WorldCat via Connexion Client and edit to local standards. Records are imported to the local database through ILS reports. The majority of items are linked to bibliographic records by System staff. Individual library staff may only add items to previously generated generic records created for that purpose. Circulation staff may also add On-the-Fly records at check-out. The B&ECPL has awarded a contract for initial and ongoing authority control services to Marcive, Inc. and is currently preparing for the database clean-up and processing. 7.3.5 Interlibrary Loan. OCLC s ILLiad interlibrary loan software system is used to manage borrowing and lending activities. 7.3.6 Acquisitions and Serials. B&ECPL System staff use both the SirsiDynix Acquisitions and Serials Modules. Technical Services staff use the EDI standard to send electronic orders to primary materials vendors and receive electronic invoices. Brief MARC records downloaded from vendor websites are embedded with order details and local holdings information in 9XX fields. The Library s primary materials vendors include Ingram and BECPL ILS RFP #1426VF, June 20, 2014 Page 10

Baker & Taylor. The Library contracts with subscriptions agent WT Cox Information Services for print serials management. Most print magazine issues are checked in by System staff. 7.3.7 Public Access Catalog. All 37 libraries share the SirsiDynix e-library Catalog as well as a heavily customized alternative VuFind Catalog that is managed by B&ECPL System staff. The SirsiDynix BookMyne mobile app is available to users with compatible devices. 7.3.8 Statistical Reports. The Library makes heavy use of scheduled and on-demand reports generated using the SirsiDynix Reports Module. The Library maintains 3 seats on the Director s Station portal (only used by authorized System-level staff). In addition, in-house IT staff utilizes API to generate customized reports. 7.3.9 ILS Statistics. B&ECPL Technological Infrastructure 10.1 Staffing The Library s Information Technology (IT) Department provides 24/7 support for all aspects System technology including the network infrastructure, hardware and software. The department includes a full-time Information Technology Administrator and the following staff: Senior Technical Support Services Specialist (1 Full Time) Junior Technical Support Services Specialist (1 Full Time) Web Page Master (1 Full Time) Senior Computer Operator (1 Full Time) Computer Operator (2 Full Time) Computer Operator (3 Part Time) Library Computer Techs (5 Part Time) Computer Technician (2 Full Time contract outsourced) 10.2 Network The B&ECPL system consists of 37 libraries, 36 of which are connected to the Central Library via fiber lines. Speeds vary between 5 and 35 Mbit/s depending on usage statistics. Internet access is then handled via switches at Central to an ISP. All traffic passes through proxies. Each branch houses a server that runs EnvisionWare PC Reservation and LPT:One software. All other servers, such as the ILS, windows storage, email etc. are located at the Central Library. There are three main logical networks. Staff, Public, and Public access wireless, segregated via VLAN. All Public wireless devices use a transparent proxy that filters content for CIPA compliance. All Public workstations default to a filtered proxy, but this can be changed by adult users with adult library cards. Staff computers default to filtered access, but can be switched via the Intranet. 10.3 Computers The B&ECPL maintains approximately 1,000 public and 500 staff computers, the vast majority being desktops. Windows 7 All-in-One or Windows 7 Dell Optiplex small CPUs or upgraded from Windows XP to Windows 7 operating systems. Remaining XP machines are also being replaced or upgraded. All PCs will need to be evaluated for capacity to handle any new ILS system requirements. 10.4 ILS Platforms The B&ECPL currently maintains the ILS on in-house servers. For the purposes of ILS evaluation, all options including hosted, local and open source will be considered. The Library will work closely with the consultant to determine the best and most viable options for the B&ECPL prior to preparation of the ILS RFP. 11. Anticipated ILS Selection and Implementation Timeline We anticipate an 18 month process, with the understanding that the timeline can be somewhat longer or shorter depending upon the time required to develop the RFP, negotiate the contract and establish a potential migration or implementation schedule. 12. ILS Selection Process The ILS Selection Committee will be comprised of key administrative, Information Technology and Technology Support staff from the Library. Subcommittees may be established to evaluate functional modules (eg. Acquisitions, Circulation Catalog/Public Interface) and may include other staff members. 13. Consultant s Proposal - Submission Requirements All proposals submitted for this RFP Integrated Library System Consultant position must include, at minimum, the following to be considered complete and responsive. 13.1 Transmittal Letter This letter should be on the firm s letterhead and include a brief summary of your approach to addressing the scope of services under this RFP. 13.2 Statement of Qualifications Address the evaluation factors included in Section 2.2 (above) and also include: Identification of proposer Complete contact information 13.3 Experience Describe the proposer s abilities and experiences in the provision of services associated ILS evaluation and procurement. The description should specifically address the evaluation factors included in Section 2.2 (above) and include relevant (comparable) projects with brief project descriptions and final project outcomes. 13.4 Description of Knowledge and Vision Specifically address the evaluation factors included in Section 2.2 (above) and you may also include other information the proposer deems relevant. 13.5 References Provide a minimum of three (3) referenced relevant (comparable) projects with complete contact information for the library Project Manager or person most familiar with the overall project and project outcome. 13.6 Work Plan and Performance Schedule Describe the proposed plan of work and timeline addressing elements included in the Scope of Work Section 6.0 above. 13.7 Proposed Price All proposers must submit cost submittals in a separate sealed envelope clearly labeled with the Proposer Name, RFP Name B&ECPL RFP Proposal for Integrated Library System Consultant Section 13.7 Proposed Price and Due Date of the RFP.
