Combating Terrorism at Ports Phil Jackson 8/2/2005 Title of presentation 1

Terrorism at Ports ANOTHER BORING BRIT WHO THINKS HE KNOWS IT ALL, ON THE FINAL DAY. SORRY GUYS I WILL BE AS QUICK AS I CAN, 8/2/2005 Title of presentation 2

Port Security Worldwide Most Ports around the World have had there assessments and adhered to the ISPS Code and continue to develop and put better security in place for there Facility's However in my Experience there are situation around the world that have not done every thing they are supposed to either by, not enough funding, or by choice. 8/2/2005 Title of presentation 3

Maritime Security Do we all feel comfortable about Security at present. Do we think we have enough Security at present. Do we think we are doing enough about Security of our Ports at present. 8/2/2005 Title of presentation 4

Port Security No 8/2/2005 Title of presentation 5

Terrorism As we sit here there are 210 Conflicts Worldwide. At least 90 different Organisation who want to Disrupt our way of life. Not all Muslim, what about some of the splinter groups living on your own door step, with Various reasons to cause death and disruption. 8/2/2005 Title of presentation 6

Maritime Terrorism Historically, rare target > 2% international incidents over past 30 years. Reason Why not a common target > Most terrorist groups have little experience in the maritime environment > Less media attention when attack at high sea > Abundance of land targets that are more vulnerable 8/2/2005 Title of presentation 7

Maritime Terrorism That s why they are now targeting Ports Because they want a bigger head count Cause more economic and environmental damage 8/2/2005 Title of presentation 8

Areas Of Key Concern Southeast Asia, mainly south east Asia >Indonesian waters Persian Gulf and Malacca Straits >Known areas of extreme anti Western sentiment > Increased threat post Iraq The threat against Ports in these areas increases everyday they perceive ports a soft target 8/2/2005 Title of presentation 9

U.S Ports Do you believe your port is a soft target 8/2/2005 Title of presentation 10

Maritime Trade in the U.S.A is a Very Attractive Target Increase in Global commercial Maritime Traffic More container traffic than ever before Vessels coming out insecure Waters < Therefore: reduced recourses for coastal surveillance> < Increased incentives to engage in maritime terrorism. Alternative Venues such as Port Facilities for Mass Casualty Attacks < LNG Carriers / Terminals > < Refineries > < Petrochemical Installations > < Cruise ship Terminals> 8/2/2005 Title of presentation 11

What Has the Maritime industry Learnt Generally Worldwide the Maritime industry does not communicate very v well. How well do you brief your personnel. Does your staff understand the threat as well as you Liaison between the City police and Port Police Areas Adjacent to Facilities how well do you know these areas. How well are you staff Trained Training, Drills, Daily Intelligence briefsb Follow up on previous s Incidents 8/2/2005 Title of presentation 12

Intelligence How many of you have the top 20 list of Terrorist operating on the U.S.A mainland. They don't turn up wearing a T-shirt T informing you who they are. 8/2/2005 Title of presentation 13

What Next and Why Back to Basics ensure all port personnel including office staff are briefed and trained regularly. Try and get as much intelligence as possible for your security personnelp Ensure the P.F.S.P is updated and amended regularly, don t wait till the next assessment or practice drill. Good liaison between the emergency services and the Port Authority. ty. Remember 8/2/2005 Title of presentation 14

The Port Facility Security Plan The plan is developed to ensure the Application of measures designed to protect the port facility and ships, persons, cargo, cargo transport units and ships stores within the port facility from the risk of terrorism and other security incidents. 8/2/2005 Title of presentation 15

What Next Look at what you have done since July 2004. Think like the terrorist What can I do to Train and Motivate my Team. Or do we just wait for the Bang 8/2/2005 Title of presentation 16

Terrorism Thank you 8/2/2005 Title of presentation 17
