INVITATION TO SUBMIT EXPRESSION OF INTEREST FOR THE SUPPLY OF GOODS AND PROVISION OF SERVICES Heifer International Rwanda intends to prequalify firms to supply good and services in 2018/2019 financial year. This document gives general Information and the basic requirements for Expression of Interest in supply of the goods and services. It is expected that this Information will enable the applicants determine whether they are interested in participating in the tendering for the supply of diverse goods and services on a competitive basis. If so, the applicants are invited to express their interest in writing and filling out the Forms which are included in this Document. The Expression of Interest should be addressed to Heifer International Rwanda Interim Country Director. PART I: GENERAL PROVISIONS Heifer International Rwanda wishes to select suppliers who will be invited to tender for the supply of goods and services in the 2018/2019 financial year. A summary of the range of goods and services to be conducted is given in Part II of this document and more information on the goods and services will be given on the Request for Proposal (RFP) or Request for Quotation (RFQ) document to be distributed to the shortlisted candidates at the time of bidding. The information in this document is for orientation purposes to enable Suppliers and Service Providers evaluate their interest in tendering and supplying the goods and services covered by this invitation, and is not a guarantee of the actual conditions under which the goods and services will be tendered or executed. The short listing of applicants who will thereafter be invited to tender will be made by Heifer Rwanda on the basis of the criteria set out in Part III of this document. Only short listed applicants will be invited to tender for the supply of the goods and services. Documents shall be submitted in triplicate, one (1) ORIGINAL COPY and two (2) DUPLICATE COPIES shall be enclosed in a sealed envelope carrying on the outside and marked as follows: EXPRESSION OF INTEREST FOR PROVISION OF GOODS AND SERVICES TO HEIFER RWANDA. The type of goods or service to be provided should be clearly stated on the envelope. 1
The envelope containing the three (3) sets of documents shall be delivered to Heifer Rwanda office at the address below NOT later than 21/08/2018 at 10am. Heifer International Rwanda will evaluate the Expressions of Interest and will notify the successful applicants. PART III: PREQUALIFICATION REQUIREMENTS Eligible applicants shall fulfil the following requirements: Legal status (Firms): Firms must be locally registered and must have been in existence in business for at least two (2) years. Copies of certificate of registration / Incorporation, valid tax compliance certificate, RSSB clearance certificate must be provided. Registration with professional bodies: Where applicable, applicants must be registered with relevant professional bodies. Proof of current membership must be submitted if any. Experience and past performance: Applicants will provide a list of Clients for whom they have supplied similar goods or services in each of the areas of interest. This should be provided as in Form No.2 in Part V of this document. Qualifications and experience of key consultants (for training/consultancy): Applicants to provide CVs of the two principal consultants working with the firm and who will be involved in training or evaluation. This should be provided in form No.3 in Part V of this document. The Consultants must be university graduates with a minimum qualification of a Bachelor s Degree and must have relevant experience in the field being applied for. Each responsive proposal will be given a score based on the above criteria. Verification of information: Heifer International Rwanda reserves the right to verify any information provided by prospective bidders. Tenderer s Expression of Interests will be evaluated in accordance with the criteria set out in this invitation. To prequalify, the bidders will have to submit the documents required and provide proof of their capability as required herein as minimum conditions for pre-qualifications.
