Qualifications & Funding Metro MotoPlex TNT Properties has been a major developer since the 1970s. They have developed, owned & managed three major race tracks in the upper Midwest. Financing will be accomplished through the refinancing of existing properties, negotiation of loans from lenders & the creation of a Hennepin County tax-increment finance district.
Economic Impacts Metro MotoPlex The site would be a vocational educational campus for immigrant students providing an industrial arts center combined with racetrack equipment & technologies. Hotels would provide housing for the center & airport customers. They also envision that the complex would be a training center for new Americans, accounting for a majority of the anticipated 1000+ jobs created at the site.
Community Impacts Metro MotoPlex The creation of a regional recreational hub that would draw 10,000-15,000 spectators each weekend.

Timeline Northern Lights Athlete Village Would like to begin work in July 2007. 2 years estimated until completion of Northern Lights Athlete Village new construction & all organizational partners complete their move in.
Site Requirements Northern Lights Athlete Village Leasing NLAV would be the anchor tenant of the site, having overall development rights & responsibilities including master planning & site management. Security Safety & security of students & athletes is an important issue. Preliminary design discussions with security & risk management consultants have occurred. Parking &Transportation NLAV has contacted a consultant to conduct a traffic study to address a number of site issues. NLAV plans to coordinate transportation & traffic flow within existing infrastructure. NLAV would encourage employees to use LRT, bike, or use other trails within the site.
Partners & Funding Northern Lights Athlete Village Partners A development team is being assembled to provide professional, timely, reliable service with special attention & appreciation towards sensitive historic reuse. Funding Development Funding: (committed funders subject to project approval) Private donations Historic tax credits, LEED, other Ongoing programming costs Anticipate grant monies from private donors, foundations and corporate groups. Operational costs Anticipate insurance companies and medical research grants. Tenant lease agreements & cash flows from operations.
Potential Economic Impacts Northern Lights Athlete Village Job Creation During Construction = 530+ full time New Jobs = 125 full time (74 requiring college degrees) + 98 part-time jobs Transferred Jobs = 120 full time (60 conversions from part-time) Internship & Service-Learning Opportunities = 20 College Level Positions, High School Aides, & Volunteers Tourism Dollars Site redevelopment will enable it to become an international destination. Increased sports tourism. Increased historical & environmental tourism in conjunction with Old Fort Snelling & Fort Snelling State Park. Increased heritage tourism through cooperation & partnership with foreign consulates. Proximity to Mall of America and LRT will generate spending by tourists.

Prairie Island Indian Community We appreciate your involving the Prairie Island Indian Community ( Community ) in the ongoing discussions regarding the rehabilitation & reuse of the Fort Snelling Upper Bluff Area. The Community remains interested in the Fort Snelling Upper Bluff Area. Fort Snelling Upper Bluff Area & the nearby Bureau of Mines Twin Cities Research Center Main Campus are located on lands that have a historical & cultural connection to our Community & other Dakota people. As such, the Community intends to submit formal proposals to acquire both properties when appropriate. However, given the current status of the discussions regarding the rehabilitation & reuse of the Fort Snelling Upper Bluff Area, and the fact that significant regulatory, legal & other procedural issues have yet to be resolved, the Community believes it is premature to request or submit comprehensive proposals for the rehabilitation & reuse of the Fort Snelling Upper Bluff Area at this time. The limited amount of time allotted for proposals is simply insufficient to allow the Community to submit an appropriate comprehensive rehabilitation & reuse plan for the Fort Snelling Upper Bluff Area.

Proposal Save Fort Snelling Form a new non-profit corporation that would eventually own & administer the renovation & use of all the Upper Bluff buildings that can be reasonably salvaged. Newly formed non-profit would be responsible to various governmental authorities & requirements but must have autonomy to enable it to proceed expeditiously & prudently, similar to private development.

Suggested Broad Criteria Shakopee Mdewakanton Sioux Community 1. All proposals must include a comprehensive plan for the entire area, inclusive of all buildings and real estate. Proposals for portions of the area will not be accepted; 2. No proposals would be accepted which did not address the rehabilitation of a significant number of the historic buildings, including a finance plan discussing the source of funds for their rehabilitation costs and a plan for reuse of these buildings; and 3. All proposals must include a plan for the total replacement of the infrastructure at the site, including utilities, sanitation services and transportation alternatives.

Proposal Components Two Rivers Training / Multi-Media Center I. Two Rivers Training / Multi-Media Center The Multi Media Center would be developed in partnership with the Native Media & Technology Network (NMTN). NMTN is the largest national association of American Indian media & technology tribal governments & Indian organizations in the country today. NMTN was established to build the media capacity of tribal communities & native media organizations working with film, television, radio & multi-media corporations. NMTN has targeted the Minneapolis area for a major media training & media production facility working with locally based major media companies such as Fox Entertainment Group & Clear Channel.

Native American Indian Archives: Establish a facility to archive Mdewakanton history & artifacts in cooperation with the Minnesota Historical Society & other organizations. III. Traditional Foods Cafeteria: Proposes to contract for a cafeteria that specializes in traditional Native American cuisine, meats, bread, seasoning, wild rice, game, etc. IV. Sacred Enclosure: Proposes to form an Elders Council to help establish a sacred, spiritual enclosure around a grassed-in area that would not only be protected by a limited or controlled entry facility, but would be preserved for sponsored Native American Indian ceremonies.

Ancestor Hall of Fame & Honoring: Create a living memorial for the Mdewakanton who: Lost their lives during the 1862 Outbreak Were hung both at Fort Snelling & in Mankato Served their Dakota Oyate with dedicated service And create a Hall of Chiefs VI. Assisted Living For American Indian Elders: Proposes to create some form of assisted living for elderly Native American Indians who wish to live in the Cold Water Springs Campus area & are able to volunteer to be living resources for use in revitalizing Native American Indian culture, languages, and history of the Indians indigenous to the Minnesota area.

Partners Two Rivers Training / Multi-Media Center Native American Community Development Institute (NACDI) Minnesota-based American Indian intermediary community development organization and a member of the Native Media & Technology Network. Mission: to partner with American Indian communities to build and execute 21st century community development strategies. Purpose: Work with others to expand the American Indian community s capacity to: Develop sustainable physical assets, Develop economic assets and economic vitality, and Develop and maintain human and social relationships through cooperative efforts.
Project Funding Two Rivers Training / Multi-Media Center Resources needed to initiate the Multi-Media Center training & education programs are available to be committed to this project through existing program funds within the current budgets of the partner organizations. The U.S. Department of Labor has further expressed an interest in providing additional training and education funds. Eventually, tuition costs would be used to offset operating funds & costs associated with running a community college.
Economic Impacts Two Rivers Training / Multi-Media Center Native American Indian Television is interested in creating a nation-wide, cable channel that employs qualified & trained Native American Indians & would provide on-the-job-training at the national level in & around the nation s capital for TRTC graduates. Instructors & administrative personnel would be required to manage & operate the TRTC complex, the Traditional Foods Cafeteria, the Archives, & grounds associated with Sacred Enclosure (local hires). TRTC would offer an Associated Degree for completion of the two-year training program, as well training in a variety of other trades. All of these features help to build on a hi-tech corridor around the Twin Cities area. It is further anticipated that as training & education slots in the project become available, non-american Indian students would also have access to the program.
Community Impacts Two Rivers Training / Multi-Media Center The Multi-Media Center would incorporate a workforce development & economic development approach to provide the 21 st century media & technology skills necessary for workers & business owners to function in the new economy. This project would have a major focus on building the assets base of both American Indian individuals & communities. NACDI will be the designated vehicle to develop a plan to accomplish these objectives.
Urban Center Proposed by: Northern Star Council, Boy Scouts of America (Private not-for-profit organization) For the Given Location(s): Upper Bluff Buildings (no specific buildings designated at this time)
Proposed Vision Urban Center The Northern Star Council proposes developing the property as a strategic facility to serve children from the Twin Cities area from diverse socio-economic backgrounds specifically in the development of environmental education and leadership skills programs. Northern Star Council will expand existing service delivery models with an Urban Center designed to fuel the program development and delivery necessary to reach a more diverse youth population, and to help to introduce Scouting to those who could benefit most while strengthening service delivery to each and every child in our community.
Desired Outcomes Urban Center Provide a resource for all Scouting units within the metro area. Create a visible, contemporary image of Scouting in the community. Strengthen the Scouting program through new partnerships and collaborations. Build a more attractive pathway for children in the metro area to take advantage of traditional Scouting outdoor programs at our existing eight camps through the creation of an urban bridge.
Desired Outcomes (Cont d) Urban Center Provide programming that is culturally sensitive through educational programs that promote cultural sharing and understanding. Strengthen delivery of the Scouting program to units led by non-traditional leaders (outreach staff, non-parent volunteers, etc.). Expand the number of units served by non-traditional leaders. Expand the Learning for Life and non-traditional programs growing non-traditional membership. Provide enhanced leadership training opportunities for adults and youth.
Site Requirements Urban Center A facility to conduct indoor programming in a gymnasium setting & leadership training in a classroom setting An outdoor space for camping & activities Fort Snelling location to the Mississippi River, surrounding trail systems, and Fort Snelling State Park ideal for Boy Scouts programming & additional environmental education programming In effort to serve surrounding school districts with an environmental education curriculum, parking requirements are estimated for a maximum occupancy of 350-500 people
Qualifications & Partners Urban Center Scouting in Central Minnesota and Western Wisconsin has been committed to serving all populations, with a focused effort on reaching into the urban core of our cities to deliver the Scouting program to underserved population for nearly 100 years. Proposed Project Funding Urban Center Two Main Funding Sources: (1) Capital dollars raised by Boy Scouts during a Phase I capital campaign totaling approximately $1 million combined with plans to raise an additional $4 million dollars yet to be raised in Phase II, which is scheduled to begin in 2007 that will provide the necessary capital dollars to create the facility and infrastructure for program delivery. (2) User fees and annual campaign dollars would be the primary source of on-going operational funding. In addition, as part of the organization's long range strategic plan, the board of directors continues to give consideration to the sale and reinvestment of dollars from existing camps and properties currently in less strategic locations.
Potential Community Impacts Urban Center Scouting is youth development as well as recreation Scouting reaches children at-risk as well as the middle-class Scouting is the transfer of today s values from today s adult generation to today s children. Through collaboration with other youth-serving agencies, the Northern Star Council believes, youth will grow up with the leadership, social and educational skills necessary to further promote citizenship, service and compassion for the communities in which we live.
