ONE TEAM Eight Navy and Marine Corps Spectrum Center (NAVMARSPECCEN) regional offices. Eight Regional offices providing spectrum support to all Navy and Marine Corps commands and activities within their respective Region of Responsibility y( (ROR). Implementation of all spectrum management Guidance, Task and Execution of Day-to-Day operations of NMSC spectrum responsibilities. 3

NMCSO Primary Mission Responsibilities Management and coordination for use of the frequency spectrum within respective regions. Focal point for all Navy and Marine Corps Spectrum requirements afloat and ashore. Regional area installation spectrum managers, ground electronics technicians, and other spectrum users comply with rules and regulations. Maintain a program for continuous periodic frequency assignment review with users. Assist in the mitigation of EMI. For complete listing of Mission, Function and Task, review NTP-6, MCO 2400.2 and applicable NETWARCOMINST 5450 series. 4

NMCSO Regions Outside CONUS NMCSO Pacific: All Pacific Rim countries (less the countries listed under NMCSO Far East) and those ocean areas under the cognizance of USPACOM. NMCSO Far East: Japan, Korea, Diego Garcia, Singapore and coastal waters therein. NMCSO Bahrain: Gulf Cooperative Council (GCC) countries and ocean areas under the cognizance of USCENTCOM, specifically the Red Sea, the North Arabian Sea, and the Persian Gulf and portions of the Indian Ocean area. NMCSO Europe: European/African countries and those ocean areas under the cognizance of USEUCOM and USAFRICOM. NMCSO LANT: All countries and ocean areas under the cognizance of USSOUTHCOM. 8

Afloat Spectrum Support Atlantic areas SECONDFLT, FOURTHFLT, II MEF and MARSOC units with NMCSO LANT (Norfolk, VA). Pacific areas THIRDFLT, SEVENTHFLT with NMCSO PAC (Hawaii), NMCSO FE Japan, and/or NMCSO GUAM as appropriate for in port and coastal areas. I MEF and III MEF units coordinate with NMCSO PAC and/or NMCSO Guam as appropriate when operating outside of Japan, South Korea or CONUS. European areas USEUCOM and USAFRICOM, SIXTHFLT units with NMCSO Europe (Naples, Italy); II MEF units with MARFOREUR. Note: this includes the EAST LANT ocean area (EAST of 45 Degrees West Longitude), Mediterranean Sea, Black Sea, and Baltic Sea. 9

Afloat Spectrum Support Cont. Indian Ocean areas For the Indian Ocean east and south of the line from the India/Pakistan coastal border west to 068º E, south to 5º S/068º E, west to 5º S/059º E, south to 8º S/059º E, southwest to 11º S/054º E, west to 11º S/042º E, and south along 042º E to Antarctica; Australia, New Zealand, and Hawaii, SEVENTHFLT and FIFTHFLT assets operating therein should coordinate with NMCSO Bahrain or NMCSO PAC as appropirate. Central Command (NMCSO Bahrain) OPCON to NMSC, Tactical Control (TACON) of COMFIFTHFLT/COMUSNAVCENT for all FIFTHFLT spectrum requirements for units operating within areas east of coordinates listed above and areas requiring coordination within AFRICOM nations and coastal waters. 10

Shore Spectrum Support NMCSO is the focal point for all shore spectrum requirements within respective Region of Responsibility. All shore-based commands, activities, installations, bases, stations, ti camps, posts, and units, both active and reserve are responsible for RF emissions originating from within the physical limits of their property. Follow applicable service regulations and guidance: Navy NTP-6 Navy and Marine Corps Spectrum Management Operations Users Manual Marine Corps MCO 2400.2a Marine Corps Management and Use of the Electromagnetic Spectrum COCOM directives for OCONUS and applicable service regulation. 11
