EW SPECTRUM MANAGEMENT November 2014
CONTENTS What Is The Problem? Common Picture? (EW Spectrum) Area of Interest Preemptive Operations EW Spectrum Management Steps For EW Spectrum Management Planning, Perception, Fusion & Dominance SIGINT, SOJ and SP Systems Some Remarks 2
What Is The Problem? Peace time Air Dominance Keep DOMINANCE War time Air Superiority Keep SUPERIORITY Where? Space Air Land Sea Above-water Under-water 3
Common Picture (CoPi)? Recognized All Picture (RAP) All means: Interest of things in space, air, land & sea Recognized EM Spectrum (REMS) Both peace time & war time Common Picture = RAP + REMS Could we call common picture as a EW Spectrum or EM Operational Environment? 4
Area of Interest (AOI)? The nearly real-time presentation of EW Spectrum on screen Use some filters and/or clusters to generate EW Spectrum of area of interest or given operational area defined user zone 5
Preemptive Operations (PROP)? Why do we need PROP? To keep DOMINANCE / SUPERIORITY Also for protection of all assets including platforms At the end to Management of EW Spectrum in the electromagnetic battle space PROP at least needs SIGINT Attack Protection systems and supporting infrastructure 6
EW Spectrum Management Symmetric and asymmetric warfare becomes more complex Vulnerability of military assets are increasing in multispectral threat environments Need to have full situational awareness and nearly real time mapping of EM Battle space for the decision makers Dominance on full spectrum and appropriate systems required Requires know-how on threats, sensor systems, fusion and countermeasure / attack systems. 7
Steps EW Spectrum Management needs Planning Perception Fusion Dominance 8
EW Planning Key To Success Getting READY For EW War Operations & mission planning Analysis of awareness intelligence Preparation of dominance techniques Manage Threat Database? Use simulators, emulators, real threats for training Trials, de-briefings, quick updates of plans 9
Perception: Awareness of EW Spectrum aselsan The eyes of the EW are the sensors, Captures the full spectrum environment in terms of different characteristics (de-fusion of EMS) Search for, intercept, identify, locate or localize intentional and unintentional EM energy (global backgroung EM envi.) For immediate threat recognition (ESM etc.) or long-term operational planning (ELINT etc.) General systems requirements: Keep silent, wide spectrum - bandwidth - dynamic range, accurate AOA/geo-localization, recording, real time analysis 10
Fusion: Understanding the EM Battle Space aselsan Needs: Fusion of the de-fused information from the sensors Creating and understanding the EM operational environment (EMOE) Threat recognition, targeting, planning Threat avoidance and homing within the radar and communication spectrum Communication Management of information flow Sensors Decision Makers Actuators 11
Dominance: Management of the EM Battle Space aselsan The arms of the EW are the actuators Dominance on all the EM spectrum is required Preserve some windows of EW Spectrum for friendly forces Use the electromagnetic energy to attack for degrading, neutralizing or destroying enemy combat capability Dominance in the peace time leads to superiority in the war time 12
Today SIGINT Systems: Airborne Awareness aselsan Nearly Real Time PROP Support both perception and fusion 13
Airborne SOJ: Full EW Spectrum Dominance aselsan Support dominance / superiority 14
Self Protection Systems: Airborne & Full Spectrum Real time into the cockpit (RTIC): Situational Awarenes (SA) aselsan RADAR WARNING RECEIVER (RWR) EW SPS MANAGEMENT RF JAMMER (RFJ) Pilot Control and Display Unit Pilot Control Panel MISSILE WARNING SYSTEM (MWS) DIRCM LASER WARNING RECEIVER (LWR) Suite Central Management Unit CHAFF/FLARE DISPENSING SYSTEM (CMDS) INERTIAL NAVIGATION UNIT PLATFORM INTERFACES 15
Self Protection Systems: Naval & Full Spectrum aselsan SENSORS EW SUITE MANAGEMENT COUNTERMEASURE ELECTRONIC SUPPORT MEASURES RF JAMMER LASER WARNING SYSTEM EW CONSOLE EW CENTRAL PROCESSING UNIT IR SEARCH AND TRACK SYSTEM (IRST) INERTIAL NAVIGATION UNIT PLATFORM INTERFACES DECOY LAUNCHER AND EXPENDABLE ACTIVE RF DECOY 16
Some Remarks There are new rules of EW spectrum management or EM battle game To support the battle managers Future systems of systems (SoS) architectures which team unmanned and manned systems / platforms shall operate within a dynamic coordination, should support both integrated coordination and deconflicting methodology, shall operate in uncertain and restricted communication environments SIGINT collection, processing and exploitation process by using advanced techniques should be provided with automation (no more man in the loop systems) 17

Keys AOI : Area Of Interest EMA : Electromagnetic Agility EMS : Electromagnetic Spectrum EMOE : Electromagnetic Operational Environment EMW : Electromagnetic Warfare SOI : Signal Of Interest please do not jam all the EM environment while you were trying to jam only the signal of interest (SOI) with your non-directive antenna, because some SIGINT guy still collecting and sharing the data at the same area of interest for next operation within the hour 19
