EXPRESSION OF INTEREST (EOI) FOR DEVELOPMENT OF AGRICULTURAL POLICY POSITION PAPERS AND CASE STUDIES REF: EOI-008 Date of issue March 31, 2017 Structure of Invitation This EOI consists of the following parts: Part A Introduction -contains an overview of the opportunity presented in, and the objectives of this expression of interest. Part B Instructions sets out the rules applying to the EOI documents and to the EOI Process. These rules are deemed to be accepted by all applicants and by all persons having received the EOI. Part C Scope of Work, consultancy services to develop Agricultural Policy position papers and Case Studies; specifies the information to be provided in response to this EOI. Part D Documents to be attached by the consultancy service providers interested in this EOI Part A- Introduction The purpose of this EOI is to gather information regarding, and then pre-qualify vendors with the requisite expertise in drafting of agricultural policy analyses and position papers to assist the Hub in defining actionable constraints to improving trade and boosting investment within and between the targeted countries of East Africa. Vendors who are pre-qualified through this process will thereafter be invited to bid on consultancy services needed by the Hub. The East Africa Trade and Investment Hub (the Hub) boosts trade and investment with and within East Africa. It does this by deepening regional integration, increasing the competitiveness of select regional agricultural value chains, promoting two-way trade with the United States under the African Growth and Opportunity Act, and facilitating investment and technology to drive trade growth intra-regionally and to global markets. Part C Scope of Work (SOW) C.1 Required Consultancy Services The inhibitors to liberalized trade and investment within targeted value chains could potentially be at an enterprise, country or sector level. The Hub anticipates issuing a minimum of four assignments per year to assist in highlighting probable pathways for addressing constraints to improve the overall enabling environment for agribusiness in the EAC. It is probable that certain studies will focus on export readiness and compliance with international food safety and EuroGAP/AGOA certifications and clearances as well as with changes due to the UK exit from the EU Common Market. Others may include Intellectual property rights, trademarking, market trend analysis for consumer market niches, quality control, environmental testing and effluent mitigation, financing, insuring and materials, logistics management for the preservation and maintenance of quality, non-tariff barriers, implementation of seed policy in the EAC, etc. This list is not definitive and is established only to give potential bidders a flavor of the breadth and depth of work to be contracted under this this agreement. The number of assignments and scope will depend on the specific needs of the Hub and its annual budgetary allocations from the US Government. C.2 Tasks The specific results to be achieved will be defined within the scope of work (SOW) for each task order. These shall, however, include the timely submission of a report with analysis and specific recommendations in line with the specifications in the SOW for the individual assignment. Page 2 of 7
When a task order has been defined, the Hub will send pre-qualified vendors a detailed SOW with a request to submit an offer. The detailed SOW will specify: The starting date for the assignment The Hub s deadline for responding to its request Time allocated for the mobilization of requisite subject matter specialists Whether interim payments are foreseen and, if so, details of anticipated budgetary allocations per payment period Penalties, if any, for late submission or submission of deliverables not meeting quality specifications Any task order specific requirements not specifically referred to in the blanket purchase agreement C.3 Requirements for Vendors Documented extensive experience in agricultural, agribusiness, or trade policy and familiarity with EAC legal and financial frameworks within a developing world context Experience consulting on EuroGAP and AGOA related trade, certification and international customs clearance related issues Proven familiarity with world market trends, consumer preferences and sensitivities concerning child labor, pesticides and herbicides and environmental protection Demonstrated experience working with EAC government representatives, technical services, inspection and controllers and private sector businesses Depth of Bench and intellectual/reference resources to call upon in case of need Excellent oral, written communication and presentation skills Fluency in English with Proficiency in French and ki-swahili is an added advantage A minimum of 5 years of professional experience Computer literacy, including statistical and analytical software packages Positive professional references from previous work assignments Part D Documents Must attach the following documents 1.
