1. INTRODUCTION AND BACKGROUND INTENT Calgary Foundation is seeking to redesign its website (www.calgaryfoundation.org) to meet the current and future needs of the organization and its clients. The redeveloped site is required to meet client expectations for interactivity, functionality and ease of navigation across all devices. Encompassed in this redesign is also our sister Community Knowledge Centre (CKC) website (http://ckc.calgaryfoundation.org/). This request for proposals is an invitation for proponents to submit proposals to provide services in respect to the Website Redesign and Development within a responsive framework. ORGANIZATION BACKGROUND Calgary Foundation has been nurturing a healthy, vibrant, giving and caring community since 1955. The Foundation facilitates collaborative philanthropy by making powerful connections between donors and community organizations for the long-term benefit of Calgary and area. To identify needs and address community issues, the Calgary Foundation develops networks that transcend special interests, providing knowledgeable and effective grants in the areas of Arts & Heritage, Human Services, Education, Environment, Health and Neighbourhoods. By applying its resources, expertise, and leadership, the Calgary Foundation acts as a catalyst and convener, creating a meeting place that fosters partnerships to build a strong charitable sector that serves the needs of all its citizens. By working with donors and their advisors, the Calgary Foundation designs giving plans that achieve their desired charitable and financial goals, ensuring donors receive the maximum tax benefits from their gift and endowed funds receive professional investment management that seeks leading risk-adjusted rates of return. 2

PROJECT DESCRIPTION AND BACKGROUND Calgary Foundation improved their online presence in 2012 with our current site. Year over year, as our organization has grown, so too has the content and needs of a web presence. Our website allows us to provide information on the services we offer to those who need it most, along with addressing a number of other audience groups noted below. One of our most important considerations is mobile compatibility for both sites. Community Knowledge Centre (CKC) came to inception in 2012. This web platform showcases charitable organizations working on innovative solutions to our city s most pressing issues. Similar to a Facebook Page for individual charities, CKC connects donors, community members, policy makers and media to the vibrant nonprofit sector. CKC allows charities to share compelling stories and is a hub of information to inform donors, media and other stakeholders. PROJECT VISION AND GOALS Our objective is to create a responsive site that offers an exceptional user experience. The site will be engaging, informative, inspiring and easy to navigate. The back end should be easy to manage and update with little complication. The following are 5 key points that would spell success for the redesign: 1. Donors, charities and the general public are able to access information quickly and easily, no matter what device they are accessing it from 2. Potential donors are able to quickly and easily navigate the donation process 3. Current donors have easy access to the Donor Central portal 4. Compelling storytelling platform - hosts video, infographics, images and responsive galleries 5. People looking for information about our services, events, news, research are able to find what they are looking for quickly and easily 6. The CKC site is easily navigated by charities and boasts a clean, concise profile template for them to update 7. Once launched, the site is easily updatable by Calgary Foundation staff and is scalable for future years 3

The following quantitative metrics would indicate success: 1. Increase in overall traffic and engagement; particularly mobile traffic on both sites 2. Increase in the number of charities signing up with CKC 3. Increase in traffic to the Donor Central site 4. Increase in subscribers to our various publications (on both sites) 5. Great feedback about accessibility, response time and ease of navigation (on both sites) Our target audiences (in order of priority): 1. Donors 2. Charities 3. General Public looking for information (research, referrals, events, news) 2. SERVICES AND SCOPE OF WORK The successful Proponent will be expected to deliver the following services/deliverables: 1. Redesign and development of a responsive Calgary Foundation website: Stakeholder mapping and consultation Ongoing project management throughout the development including a detailed project plan and ongoing status reports. Site architecture and wireframe creation. SEO Strategy and implementation Uploading predetermined Calgary Foundation content (the successful proponent can review calgaryfoundation.org for an estimated amount of content that will be transferred to the new website). Calgary Foundation may have a resource in-house to assist with content entry. Visual design and art direction of website layout, including concept presentation. Creation and/or purchasing of visuals, including stock images and illustrations all rights must be transferred to Calgary Foundation). Frontend development ensuring responsive framework while being conscious of load times: o Site must be optimized for traditional desktop browsers as well as for mobile devices, for social media usage, and fully responsive to end users. The site has to be cross-browser compatible. Backend development including setup of Content Management framework (please note recommended CMS platform in written proposal). Site and its assets must be managed through a content management system that staff can manage post launch. Integration with 3 rd party services online donations, email marketing, event registrations. 4

Creation of interactive search and menu functions to allow improved navigation. Quality assurance and testing prior to launch and required changes. Implementation of security measures and development of backup system for content. 2. Quality assurance and testing prior to launch and required changes. Implementation of security measures and development of backup system for content. 3. Training of Staff on CMS Training of Calgary Foundation staff, including training materials, to maintain and update website. (Foundation staff reside in Calgary; a minimum of three (3) staff would need training. In-person training is preferred.) 4. Analytics setup to track user behavior and website engagement for both sites Specific goals and conversions (e.g. visits (new and repeat), average length of time, number of pages viewed, downloads) will be collaboratively developed based on the final website features. 5

3. SUBMISSION GUIDELINES Calgary Foundation is looking to develop a website that is flexible and scalable to grow with our organization. Outlined below is the criteria on which proponents will be evaluated as part of this proposal process. PROPOSAL CONTENT AND FORMAT The following format and sequence should be followed in order to provide consistency in proponent s responses and to ensure that each Proposal receives full consideration. 1. Corporate Profile & Experience: Include a profile of your corporate history, the length of time in business, number of employees, organizational structure. Provide an overview of three (3) projects of a similar size and nature for which you have provided similar goods or services and how the experience will be leveraged to deliver on the scope of this RFP. 2. Key Resources: Provide an overview of the organizational structure and profiles for key individuals proposed as key resources on the project. The staff profiles should note similar experience to the outlined RFP. 3. Project management & proposed schedule: Provide a description of the work plan and proposed schedule, demonstrating the project management process that will be used. Detailed overview of how resources will be managed to meet project milestones, and how the requirements will be met. Please identify if any outsourced or sub-contractors will be used in the delivery of services. 4. Project objectives & opportunities: Provide a description of your understanding of the project, including identifying target audiences and objectives as you understand them. Identify three opportunities for improvement from the current site you believe can be implemented while providing services for this initiative. 5. Pricing for deliverables: Clearly define all deliverables and provide a detailed breakdown of pricing including service fees/rates and disbursements (travel, communication, etc,). Please ensure budgets are outlined for both Calgary Foundation site and CKC sites. 6. References: Include 3 client references that demonstrate your ability and experience in providing the goods or services detailed in this RFP (preferably some from the not-forprofit sector. Note that references will not be contacted until the final evaluation process). Specifically include: o Name and address o Title, telephone, and email address for person who oversaw the project 6

RATED CRITERIA The written proposal will be evaluated considering the following criteria: Corporate Experience -General experience in web development of this size and scope (especially in not-for-profit sector) -Organizational structure and key resources 20% Project Management - Management process - Critical path and proposed schedule 20% Deliverables - Overview and understanding of objectives - Understanding of the requirements 20% Pricing - Detailed breakdown of pricing by deliverable 30% PROPOSAL SUBMISSION Proponents should submit electronic responses to: tbarrie@calgaryfoundation.org All responses should be clearly marked with the name and address of the primary contact for the proponent and the words Calgary Foundation Website Redesign RFP in the subject line. Relevant questions will be answered in writing, provided that all questions are received by end of business day March 27, 2017. Please forward all questions and inquires via e-mail to: tbarrie@calgaryfoundation.org Subject: WEBSITE REDESIGN RFP QUESTIONS All costs associated with the preparation of the Proposal, all costs associated with any subsequent interviews and demonstrations requested by Calgary Foundation during the evaluation process and costs incurred during negotiations (if any), will be the responsibility of the proponent and will not be recoverable from Calgary Foundation. SCHEDULE Given our planned launch date of September 1, 2017, it is our intention to meet the following target dates in this RFP process. Calgary Foundation reserves the right to modify specified target dates and to reject any or all submissions, or to cancel or withdraw the RFP for any reason without incurring any cost or liability for costs and damages incurred by any proponent, including, without limitations, any expenses incurred in the preparation of the submission. The following tentative timetable shall apply to this RFP: Issue Date of RFP March 20, 2017 Deadline for questions March 27, 2017 Proposal submission deadline April 7, 2017 Tentative presentation dates April 12-13, 2017 Tentative Selection Date of Preferred Proponent; (engagement to start shortly thereafter) April 18, 2017 Site Live September 1, 2017 8

EVALUATION At the close of this RFP, evaluation of proposals will be conducted by a committee of Calgary Foundation staff (evaluation team), who will be directly managing the development of the new website. Proposals must meet the requirements of each phase to proceed to the next phase. The criteria to be used by the Calgary Foundation team in the scoring of each eligible Proposal are as follows: Written Proposal 50% Pricing 30% Presentation 20% Phases of Proposal Evaluation Phase I will consist of Calgary Foundation reviewing the written proposals to ensure they meet the mandatory requirements and then scoring by the Evaluation Team of each eligible Proposal on the basis of the rated criteria of the written Proposals. Scores for each Proposal will be ranked, and a shortlist of up to three (3) proponents will be proceeding to the next stage of the evaluation. The remainder of the Proposals will not be considered further. Phase II will consist of an in-person presentation to the Evaluation Team. The purpose of the inperson presentations will be to allow the proponent the opportunity to demonstrate its recommendations, and address major elements of their proposal, along with time to clarify any questions. Calgary Foundation will conduct reference checks at this time on the Proponents, from which additional information may be taken into account for evaluation. Final Selection - The totals from Phase 1 & 2 will be added together to arrive at a final total score for each Proposal. The highest scored Proposal, representing best overall value to Calgary Foundation, will be recommended for selection by the Evaluation Team to the Calgary Foundation Executive team for final approval. The selected Proponent will be notified by Calgary Foundation of the final selection and provided with an opportunity to establish a contract with Calgary Foundation.
