Training and Evaluation Outline Report Task Number: 07-6-1043 Task Title: Conduct Non-Combatant Evacuation (Battalion - Brigade) Distribution Restriction: for public release; distribution is unlimited. Destruction Notice: None Foreign Disclosure: FD1 - This training product has been reviewed by the training developers in coordination with the MCoE G2 foreign disclosure officer. This training product can be used to instruct international military students from all approved countries without restrictions. Plans for the evacuation are on hand at the embassy. Sufficient maps for the operation are available. Communication between the US Embassy and the prospective evacuees is unreliable and notification of all evacuees is not assured. Civil war and/or the threat of invasion from another country have placed the host nation in a position where they cannot guarantee either the protection of the evacuees or noninterference with the evacuation force.the unit is provided guidance by the Rules of Engagement (ROE). It may alsohave Mission Instructions, such as a peace mandate, Terms of Reference, andstatus of Forces Agreement (SOFA). Coalition forces, noncombatants,government agencies, nongovernment organizations, and local andinternational media may be in the operational environment (OE). Some iterations should be performed in an IED environment. This task should not be trained in MOPP 4. Standard: The BCT /BN performs non-combatant evacuation plan in accordance with (IAW) the US Embassy's emergency evacuation plan for the country. The advance party coordinates with the US Embassy and host nation officials and prepares the evacuation site. The main body receives interpreters and information updates from the advance party. The evacuation control center conducts operations at the evacuation site. All communication and reporting is IAW applicable standard operating procedures (SOP). The BCT/BN complies with the ROE. Collateral damage is kept to a minimum. TASK STEPS * 1. PLAN - BCT/BN leaders gain and/or maintain situational understanding (SU) using available communications equipment, maps, intelligence summaries, situation reports (SITREPs), and other available information sources. Intelligence sources include human intelligence (HUMINT), signal intelligence (SIGINT), and imagery intelligence (IMINT) to include unmanned aircraft systems (UASs) and unattended ground systems (UGSs). * 2. BCT/BN commander and staff receive an order or anticipate a new mission to provide environmental assistance and begin the military decision-making process (MDMP). (Refer to task 71-8-5110, Plan Operations using the Military Decision Making Process [Battalion Corps] for further details). * 3. The commander plans a noncombatant evacuation. The commander plans the evacuation IAW guidance and plans from the US Embassy and the JTF (Refer to task 071-900-0001, Prepare an Operation Plan for Publication). 4. The advance party performs ground coordination with Embassy personel, JFT personnel, and host nation officals. 5. PREPARE - The advance party prepares to conduct non-combatant evacuation. a. Advance party receives most current update on the situation. b. Advance party exchange LNOs, as required. c. Advance party performs quartering party operations for the main body. d. Advance party establishes and maintains communications with the main body and updates them on new information as received. e. Advance party updates the main body about the most current information upon its arrival. 6. EXECUTE - The main body arrives at the evacuation site. a. Secure the evacuation site, as required. b. Perform protection warfighting operations (Refer to task 171-300-0045, Establish Operational Security Measures). c. Receive the attachments of interpreters, as required. d. Receive host nation trucks and drivers, if required. e. Perform Preventive Maintenance Checks and Services (PMCS) and rehearsals, as required. f. Perform reconnaissance, situation permitting. 7. The BCT/BN(-) moves to the evacuee assembly areas (AA) by air or ground. a. Maintain security and ensure the force is not surprised. b. The force arrives at the evacuee assembly on time IAW the BCT/BN OPORD. c. Establish security at each evacuee AA. 8. The BCT/BN(-) links up with the evacuees at the evacuee assembly areas. a. Identify evacuees and check off from the State Department's evacuee list. Page 3

b. Evacuee assembly area commanders check to ensure that evacuees have the amount of baggage authorized in the Embassy Evacuee Plan. c. Immediate needs of the evacuees are being met (medical, food, shelter, if required). d. Employ search teams to seek missing evacuees dependent upon mission variables of Mission, Enemy, Terrain and weather, Troops and support available, Time available and Civil considerations (METT-TC) and the US Embassy requirements. 9. Move evacuees to the marshaling areas by air or ground. 10. Withdraw the evacuation force. 11. Process evacuees in the marshaling area for movement to the designated intermediate-staging base. a. The evacuation control center processes evacuees. b. Provide food, shelter, medical support, legal support, and chaplain support for the evacuees. c. Inspect baggage and personnel for contraband IAW the State Department's directives. d. Maintain security at the marshaling area. 12. Transport evacuees by boat or helicopter to US Naval vessels offshore or by air to the designated intermediate staging base. 13. The BCT/BN consolidates and reorganizes as necessary. 14. BCT/BN commander and staff monitor and assess the non-combatant evacuation operation. * 15. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to FM 3-34.5 Environmental Considerations and GTA 05-08-002 ENVIRONMENTAL-RELATED RISK ASSESSMENT.. Safety: In a training environment, leaders must perform a risk assessment in accordance with ATP 5-19, Risk Management. Leaders will complete the current Deliberate Risk Assessment Worksheet in accordance with the TRADOC Safety Officer during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Note: During MOPP training, leaders must ensure personnel are monitored for potential heat injury. Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury.
