Part I Introduction and Purpose Introduction The Park Hill School District, formally organized in 1951 under the provisions of Missouri s School Reorganization Statute of 1948, encompasses 71 square miles located in the southern third of Platte County, located just north of downtown Kansas City, Missouri. Park Hill is a public school district, with pre kindergarten (pre-k) programs through grade 12. As of the Spring of 2016, the district includes ten elementary schools, three middle schools (including a sixth grade center), two high schools, a day treatment school (Russell Jones Education Center), and the Gerner Family Early Education Center. Other support facilities include a district Aquatic Center, Underground Support Services, and the District Office. Predominantly rural oriented in the past, Park Hill has steadily changed to a more suburban district, blending both residential and commercial growth. Approximately 43% of the school district lies within the city limits of Kansas City, Missouri. There are seven other incorporated communities including Riverside, Parkville, Houston Lake, Lake Waukomis, Weatherby Lake, Platte Woods, and Northmoor, as well as the unincorporated communities of Waldron and Platte County. The Park Hill School District currently provides services to 11,111 K-12 students. Enrollment in the district has grown by approximately 1.5% consistently for 32 consecutive years. District Demographic, Financial and Strategic Information Firms interested in submitting a proposal are strongly encouraged to utilize the following documents available on the school district s public website at http://www.parkhill.k12.mo.us. Long-Range Facilities Plan 2015-2016 Student Demographic and Enrollment Projections 2016-2017 Budget Comprehensive School Improvement Plan (CSIP) (Strategic Plan) Scope of Work The Park Hill School District seeks a qualified firm to provide construction management services for the following: Support for the planning and design for the facilities as described in the district s enrollment-based Long- Range Facility Plan, potentially including the district s eleventh elementary school, fourth middle school, high school classroom space, and a new facility for support services and transportation. These services include, but are not limited to, estimating architectural design costs and schedules. Comprehensive construction management services during the potential construction of the facilities as described in the district s enrollment-based Long-Range Facility Plan and projects described within a future bond issue. This includes, but is not limited to, the district s eleventh elementary school, fourth middle school, high school classroom space, and a new facility for support services and transportation. Construction of the facilities is wholly dependent on the successful passage of a bond referendum that may appear on a ballot as soon as April, 2017. 2 of 9
Comprehensive construction management services for district construction and renovation projects through December, 2019 as needed. Purpose The purpose of identifying a construction manager prior to the board s decision on whether to run a bond election is primarily to begin assisting the architectural firm with design work on the district s fourth middle school. Should enrollment continue to grow, the long-range plan has identified the need for a fourth middle school by 2019-2020. If the district plans to open the middle school in August, 2019, design work will have to be in progress prior to an April, 2017 bond issue. Should the Board of Education opt to not place a bond issue on the ballot, or if an issue is placed on a ballot but fails to receive the required affirmative vote (57.14%), the design of the middle school would remain viable if a bond issue is passed in the future. 3 of 9
Part II RFP Process Proposal Submission Guidelines All proposals must be submitted in strict compliance with the instructions included within this Request for Proposals document. Park Hill School District reserves the right to refuse a proposal not meeting the guidelines listed below. 1. Proposals shall be submitted in PDF format on a single USB flash drive. No hard copies are to be submitted. 2. The USB Flash drive containing the proposal shall be in an envelope or other sealed container clearly marked CONSTRUCTION MANAGEMENT SERVICES PROPOSAL. 3. Respondents will not offer any gratuities, favors or anything of monetary value to any official employee of Park Hill School District. 4. By submitting a response, respondents represent and warrant that all information provided is true. 5. Please refrain from contacting Park Hill staff and members of the Board of Education to make inquiries about the progress of the selection. 6. Park Hill School District will not be responsible for the costs incurred by anyone submitting proposals, 7. This RFP is not a contract or commitment of any kind. 8. Any requests for clarification of additional information deemed necessary by any respondent to present a proper proposal shall be made in accordance with the timeline. All requests will be responded to in writing by the District in the form of an addendum addressed to all prospective respondents. Verbal responses and/or representations shall not be binding on the District. 9. Proposals are to be sealed and submitted prior to the date and time indicated on the Certification Form. At such time, all proposals received will be formally opened. The opening will consist of only the name and address recording of respondents. Proposals received after the date and time indicated on the Certification Form shall not be considered. Proposals may be withdrawn or modified in writing prior to the proposal deadline. Proposals that are resubmitted or modified must be sealed and submitted prior to the proposal deadline. Each respondent may submit only one (1) response to this RFP. 10. The successful respondent shall not have conflicts of interest as to revenues derived from the results of tests or recommendations made on behalf of the firm. No salaried officer or employee of the District and no member of the School Board shall have a financial interest, direct or indirect, in this contract. A violation of this provision renders the contract void. The Contractor further covenants that in the performance of this contract no person having such interest shall be employed to work on this project. Friday, August 26, 2016 through Wednesday August 31, 2016 Team interview of architect finalists (Including a Construction Manager representative) REVIEW PROCESS Following the deadline, the selection committee shall evaluate the proposals. The period of evaluation of the proposals may be extended. Firms will be evaluated according to their response to the RFP. The committee will create a short list of firms and may invite the selected firms to a presentation. After review of the proposals and interviews, the Park Hill School District will select the firm best qualified for this project and will negotiate a contract for construction management services with that firm. The school district is obtaining professional services only and reserves the right to reject any or all proposals and to waive any minor irregularities in the submissions. Part III - Proposal Content Guidelines In addition to electronic copies (scanned) of the signed Certification Form, Felony Conviction Notification, and Federal Work Authorization Program Addendum forms, the following information shall be included in a proposal. Each response shall be submitted as outlined in this section. The firm will be evaluated on their adherence to proposal formatting and organizational requirements. Section 1: Firm Information a. Describe your experience where you provided preconstruction period services and the scopes of work that were individually bid to trade contractors f. Describe other construction management experience g. Describe your experience in the actual construction of schools, colleges, and other educational institutions h. FELONY CONVICTION NOTIFICATION The person or business entity that enters into an agreement with this school district must give advance notice to the District if the person or an owner or operator of the business entity has been convicted of a felony. The notice must include a general description of the conduct resulting in the conviction of a felony. The district may terminate this agreement with a person or business entity if the District determines that the person or business entity failed to give notice by the next preceding subsection, or misrepresented the conduct resulting in the conviction. The District will compensate the person or business entity for services performed before the termination of the agreement. FEDERAL WORK AUTHORIZATION PROGRAM ( E-VERIFY ) ADDENDUM Pursuant to Missouri Revised Statute 285.530, all business entities awarded any contract in excess of five thousand dollars ($5,000) with a Missouri public school district must, as a condition to the award of any such contract, be enrolled and participate in a federal work authorization program with respect to the employees working in connection with the contracted services being provided, or to be provided, to the District (to the extent allowed by E-Verify). In addition, the business entity must affirm the same through sworn affidavit and provision of documentation. In addition, the business entity must sign an affidavit that it does not knowingly employ any person who is an unauthorized alien in connection with the services being provided, or to be provided, to the District.
