General Description The U.S. Army Reserve is responsible for more than 1,400 properties situated across the Nation. The successful candidate will be responsible for providing automated planning technical support services to ensure the population and facility requirements are properly documented which will support the operational readiness of reserve forces to mobilize and deploy to a wartime theater of operation. This position will provide technical expertise in Real Property and Analysis System (RPLANS) and Army Stationing and Installation Plan (ASIP). The ideal candidate will: Provides technical expertise and performance to support the successful management and employment of two enterprise automated planning systems (ASIP and RPLANS) at all levels of, and throughout, the Army Reserve facilities planning and management program. Supports the facilities planning, construction, and unit stationing operations of the Army Reserve, and provide on-site training in the use of the ASIP and RPLANS systems to Army Reserve planners. Assists the Army Reserve in the analysis and evaluation the accuracy of the unit population and facility space data used to support the operations of ASIP and RPLANS.

Assist Army Reserve Installation Management Directorate (ARIMD) and the U.S. Army Reserve Command (USARC) subordinate commands and installations in the development and maintenance of their Real Property Master Plans. Coordinates with Headquarter (HQ) Department of the Army (DA) Staff elements, the Army Reserve Force Management Office, the HQs, USARC staff sections, the Army Reserve subordinate commands and installations, and other military services, to develop specific unit space requirements and resulting facility utilization. Drafts correspondence, information papers, point papers, and provides Army Reserve facility planners and managers with recommendations on courses of action pertaining to Military Construction Army Reserve (MCAR) Future Year Development Plan (FYDP) to ascertain impacts on unit space requirements and facility utilization. Reviews requests and documentation for Army Reserve real estate actions to ensure sufficiency and consistency of data; contributes to planning and development of project documentation and materials required for construction and/or modification of Reserve facilities; sets up meetings; records minutes; follows assigned tasks through completion; and ensures timelines are met to allow project execution. Provide assistance to facility planners at ARIMD and at each Army Reserve RSC and Army Reserve installation HQs for training in the deployment and integration of ASIP and RPLANS programs; and to validate requirements for real property and MCAR projects. Site visits will include a review and an assessment of user capabilities that affect Army Reserve facility data quality. Schedules and facilitates the conduct of executive briefings for members of the Army Reserve leadership. As required, develops and presents training events to various elements of the Army Reserve community. Attend Army Reserve engineering and environmental workshops and conferences as well as meetings. Provide technical data to the meetings and provide a written one-page summary of events to Department of Army, Army Reserve Installation Management (DAAR-IM) leadership following those meetings. RPLANS specific responsibilities include: - Update and validate the Coarse Screen Report Recommend facility Category Code conversions to maximize facility usage, to better conform to DA Pam 415-28 (Guide to Army Real Property Category Codes), and/or comply with DAAR-IM guidance. Validate allowance and recommend adjustments to RPLANS requirements as needed. Requirements should reflect the total facility needs to meet the Army Reserve and tenants missions. Recommended changes with justification will be provided to the Regional Support Commands (RSC) Department of Public Works (DPW). Approved edits will be submitted with justification, during the normal RPLANS edit Provide the RSC DPW and RPLANS database managers a standard matrix of proposed facilities for disposal/demolition/out-grant. Provide the RSC DPW and GFEBS real property database managers recommended changes or corrections to the General Fund Enterprise Business Systems (GFEBS) database. Provide the RSC DPW with the RPLANS Coarse Screen Report prior to each quarterly validation. 2

- Update and validate RPLANS Tabulation of Existing and Required Facilities (TAB) Validate RPLANS facilities requirements by insuring all new construction and proposed MCAR projects in the FYDP are documented in RPLANS (Balancing TAB). Validate RPLANS facility requirements by ensuring all proposed disposals and/or demolitions are documented in RPLANS (Balancing TAB). Develop matrix with inconsistencies between disposal plan, demolition plans, and RPLANS and provide to the RSC DPW. Provide proposed action plan to balance RPLANS TAB to the DPW quarterly. - Prepare Update Reports and Certification Documentation Provide RPLANS utilization rates to the RSC Master Planner for Facility Category Code (FCG) 17140 and 21409 by Site Code and Real Property Unique Identifier each quarter. Develop RPLANS certifications for the RSC when required by ARIMD. Certification will normally be required during the 4th quarter RPLANS edit ASIP specific responsibilities include: - Update ASIP Facilities Data Coordinate directly with the RSCs to obtain the latest data which shows the Real Property Inventory records for Army Reserve Centers and Training Sites. Validate that all RSC facilities are correctly documented in ASIP. Provide the ASIP database managers a standard comparison matrix and a proposed list of corrections. Upon the ASIP database managers approval for corrections, update the ASIP database, as appropriate, to ensure consistency between the RPI and ASIP. - Update ASIP Full-Time Support and Army Reserve Data Coordinate directly with the USARC, Operational and Functional Command s and RSCs to obtain data that captures all Full-Time Support (FTS) utilizing the RSC facilities. Analyze documents and compare it to current staffing in the ASIP. Ensure all FTS working in or stationed at all Army Reserve facilities are correctly documented in ASIP. Provide a standard comparison matrix and proposed ASIP edits to ASIP managers during the ASIP quarterly edit Input edits into the ASIP to make it consistent with the FTS staff. - Update ASIP Tenants Other Than Army (TOTA) in Centers and Training Locations Coordinate with the RSC DPWs to obtain agreements such as Interservice Support Agreements for other Services or TOTA who are physically located in U.S. Army Reserve Centers or on Training Sites. Coordinate directly with Army Reserve personnel at each facility, Army Reserve Installations and Training Sites to validate and identify other 3

Services or TOTA personnel who physically have space in the RSC facilities or training sites. Analyze and compare current TOTA data in the ASIP. Provide a standard comparison matrix quarterly and proposed ASIP edits during the ASIP edit Ensure all TOTA units, organizations, or personnel are correctly documented in ASIP. Input edits into the ASIP. - Update Army Reserve Unit Stationing in Centers and Training Locations Coordinate directly with Army Reserve facilities, Army Reserve Installations and Training Sites, and the USARC Force Programs (Force File) to obtain data on all Army Reserve Units stationed in RSC facilities, Installations, and Training Sites. Compare findings to the current ASIP database and the Force File. Ensure all Army Reserve units (to include all derivatives) stationed in RSC facilities are correctly documented in ASIP. Provide a standard comparison matrix, and input ASIP edits during the ASIP quarterly edit Ensure all Army Reserve units (to include all derivatives) stationed in RSC facilities are correctly documented in the USARC Force File quarterly. Determine any ongoing or planned construction and whether these projects potentially could result in future stationing actions that can be forecast in the ASIP database. Proposed edits will be provided to the RSC each quarter during the ASIP edit - Update ASIP Training Data Coordinate directly with the Army Reserve personnel who maintain Army Training Resource and Requirements System (ATRRS) and Unit Training System (UTS) to obtain future projections for individual ATRRS and UTS workload at RSC facilities, installations, and training sites. - Update Transient loads at Army Reserve Training Sites Coordinate with the RSC, installations, or training sites to obtain all transient workload during the prior year. Consolidate data and put into the correct format. Analyze transient data to ensure that all appropriate workloads are recorded in ASIP. Identify known services and organizations other than Army training events at Army Reserve Centers/training sites and provide a spreadsheet matrix identifying who, what, when, where, and how many participants to the ASIP managers. - Prepare Update Reports and Certification Documentation Deliver an ASIP update report which will discuss actions taken to update the Station, Training, FTS and AGR data, unit stationing, non-army tenants, training site data, and facilities. This report will also include recommendations for follow up issues between RSC/O&F Command personnel and the various other entities with which the Contractor (SMEs) have coordinated. 4

Qualifications The following are minimum qualifications that applicants must possess: Bachelor s degree related to planning or AICP certification. Minimum of 1 year experience in master planning automated information systems management. Proven project management experience in master planning. Proficient in computer operations, networking, and telecommunications. Excellent written and oral communications skills including dealing with senior officials. Highly organized, fast learner, and able to work in a complex environment. U.S. citizenship and ability to travel nationwide required. Valid U.S. driver s license. Be able to pass a background check and obtain government security clearance. Preference will be given to candidates that possess: Knowledge and experience with DA RPLANS and ASIP automation systems is highly preferred. Demonstrated understanding of the Army Reserve real property master planning program. Professional certifications in planning. Experience with the DA and the Army Reserves.
